.• The Common Council of the Village of Prior Lake met in regular session in'the office
Of the Village Clerk Monday evening, December 13th., 1971 at 8 :00 P.M.. Mayor
Stock called the meeting to order. Roll Call: Present were Mayor Stock, Clerk
Gentz, and Councilmen Smith, Schommer, Clemens, and Busse..
The following bids were opened and tabulated for new Two /ton Truck,(with'box)
Mahowald Motors, Now Prague, Minn .........56,203.60
Wolf Motors, Jordan, Minn..... . $6,350.00
Maikerson Motors, Shakopee, Minn............. $5,899.50
Motion was made by Schommer to delay the awarding of the above bid until the bids.
.can be studied more thoroughly, seconded by Clemens and upon. a vote taken, it was
duly passed.
Copies of all previous minutes for the month were given to each member,of the council
severdi days previous to the meeting. Moti

Marlon was made by Schommer to approve payment of all bills approved by the Finance
Committee, seconded by Clemens and upon a vote taken,' it was duly passed.
The following Sunday Liquor License Applications ;were received for the period from
December 15th., 1971 through June 30th., 1972: Willard Graves of Graves Gay Nineties,
The 'Frier of Prior, Inc. for Anchor Inn, and the Prior Lake=V.F.W.,, Post 6208 Club.
Motion was made by Smith to grant the Prior Lake; V.F.W. Post 6208 Club an "On Sale i
Sunday Liquor License" for the period covering December 15th.,: 1971' through June 30th. IA,

Motlow was made by Schommer to grant the Friar of Prior, Inc. dba Anchor inn an

Fred Hosington of Brauer & Associates presented his study of Consolidation and Incor-
porotlon alternatives of the Village of Prior Lake and Eagle Crook Township that will
be presented to the Minnesota Municipal Commission hearing on Monday December 20th.,
1971 at 10:00 A.M. in the Prior lake Village Hall.
Harold Israelwn compli the Water System Study for the Village of Prior Lake and
prostrated it to the council for approval, Motion was made b Scho'mmer to.accept the
Water System Study in full, seconded by Stockland upon a vote taken, it was duly passed.
Fire Chief Delbert Busse advised he had a request form the Scott.Cainty.Park Board to
flood skating rink in the County Park. Motion was made by Schommer to authorize
Fire Chief Busse .to flood the ;County Skating Rink and to use "tyro men,with the old
portable pump and old fire hose, seconded by Busse and upon.d vote taken, it was duly
passed

Bob Beaudette was present to discuss authorization for changing the, adapters on all fire
hydrants to 4 1/2 inches. Mr. Beaudette requested he be paid $6.50 per hydrants for
Changing same. Motion was made by Clemens to approve payment to Bob Beaudette for r
changing all fire= hydrants adapters to 4 1/2 inches, where necessary, seconded by Smith 3
and upon a vote taken, it Was duly passed. �

There was,a discussion pertaining to problems created by the operation of snowmobiles
` In the Village ;of Prior Lake. Gerald Gutzke advised snowmobilers are racing up and
down Dakota Street and also in the Methodist' Church parking lot. Nothing'was resolved.
' Motion was made bySchommer to adopt Ordinance No 71-21, and Ordinance annexing
property to the Village of Prior Lake, (916IIIIX WAIWAYZEE ORDINANCE
BOOK FOR COMPLETE ORDINANCE, seconded by Clemens and upon taken, it
was duly passed. (The Brooksville.Center, Inc., is the sole owner of the property
Motion was made by Clemens to adopt Ordinance No. 71 -22, an Ordinance annexing
a property to th Village of Prior Lake, `(Stepka HighviewAddn.) SEE ORDINANCE BOOK:
FOR COMPLETE ORDINANCE, seconded by Buss and upon a', vote taken, it was duly
passed,. r
Motion was made by Schommer to request the ViIlago'Attorney to write. o letter to Mrs.
Violet tarlson's attorney demanding funds now held in escrow at the Prior Lake State
Bank in the amount of $1, 476:30, which represents water and sewer, assessments assessed
against her. o •

Motion was" made by Busse to adopt Ordinance No. 71 -23, and Ordinance incorporating
by reference Ordinances 71 -21 and •71 -22, relating the the annexation of properties to ;
Chi Village - of Prior Lake, seconded by Clemens and upon a vote taken, it was duly passed. }
Motion was made by Schommer the Village request the Scott County Commissioner to
restrict the parking at-the A.J. Scihunk Apartment - to paral1*1.parking just north of Mein - A
60161 .Park on Wisconsin Avenue, seconded by Clemons and upon a vote taken, it was duly $ <

Motion was made by Busse to' authorize the Mayor and Clerk to recertify the taut levy �
as required -by the State of Minnesota and the Scott County Auditor, and that sold ,
certification be made on/or before December 15th:., 1971, seconded by Smith and upon 11
a'vote,- taken, It was duly passed
Motion * /as made by Clemens that due to the Christmas and New Years,Holidays falling
' on `Saturday, the. Prior Lake Dump be open on Wednesday, Dec. 22 and 201 from 1 :00 P.M.
