April 10 1972 The Common Council of the Village of Prior Lake met in !special session in the office of the Village Clerk Monday evening, April 10th., 1412 at 7:30 P.M. Mayor Stock rr. called the meeting to ordar: Roll Call: Present were,-Mayor Stock; Clerh;Gentz, and n Councilmen Schommer, Clement., Busse, and Thorsfeldt. The purpose of the special meeting was to discus: the operotion`of :the V.F.W'. Club in regard to the Club. Liquor License. The V.F.'�/. House..Cornmittea and the Pr or Lake Village Council were the only people present. The meeting was called because of ` questions raised by other liquor establishments in the village, and not becuase of any dd violations. Motion was made: by Schommer to directAttorney Mark Sullivan to write a letter to the Attorney General for an opinion to regard to an interpretation as to what ' a "bona -fide guest" is in regard tothe ,Club Liquor License and determine if the club is operating in violation of the "law, ;secondeJ by Thorsfeldt and upon a vote; taken, it was duly passed.' He was advised earlier, that we i 1 would possibly have a sample planned unit development ordinance for study at this meeting. Sample ordinances were not race ved.t Motion was made by'Thorsfeldt to I direct Attorney Mark Sullivan to research Ordinance 0 64 -13 to determine if the zoning will apply to townhouses or if a now ordinance will have to be adopted for same, seconded by Schommer and upon a vote taken, it was duly passed. Attorney Mark Sullivan received letter from Engineer W.G. Whithom, of the Milwaukee Railroad advising the railroad crossing fee on - 9th Ave. is being reduced to $100.00. Motion -was made by Clemens to authorize payment of the $100.00 crossing fee to the Milwaukee Railroad, seconded by Schommer and upon a vote taken, it was duly passed. Harold Israelson advised that ho has completed the survey or rough estimate of the sewer main installation cost in the Stepka Highview Addition. He recommended that the Village delay the installation because of the high cost factor assessing only one side. He estimated the cost of front footage would be $18.00 per foot assessing only one side. r' Harold braelson advised that the difference in cost to install 12" sewer mains in the Prior South Addition is $2,581.30 and this should be credited to Prior Lake Developers, Inc. on their connection charges. George Borgerding was present regarding trees buried in the right- of-way of the newly constructed Ninth Avenue. After a lenghty discussion, Engineer Harold broelson advised that there 'would not be any problems when the tre are decomposed. Motion was made by Clemens to raise the salary for secretary work by Dale Meihak from t $30.00 per month to $50.00 per month, due to the increase work ,load for the police 1 ; 11 depertmient, seconded by dusa and upon a vote taken, it was duly passed. Motion was made by Clemens to pay the registration fee for $30.00 to attend the Minn. Steiite Fire School, April' 24th., rough April 27th., 1972 and also the expense of $7.03 A to Lyle Anderson to attend the Emergency Care School, April 6th. through April 8th.,' 1972, seconded by Busse and upon a vote taken, it was duly passo.. Motion was l � made by Clemens to grant the cigarette licenu.to Brooksville Drug, secoxled b y Busse and upon a vote taken, it was duly passed. The Franciscan Retreat applied for a. sign permit to install an 8' X 10' sigh to be located at the orner c• of Ninth Ave. & Highway 13 (East side of 9th. Ave.). The Planning Cam- misston recommends , that the sign permit be granted and that the fee be, valved. Motion ' was made by Clemens to grant the sign peneit and waive. the permit fee, isconded by . Thotsfeldt and upon a vote taken, it was duly passed. There was of scussion with Dale Meihak and Steve Schmidt pertaining .to a bicycle 4. t. ordinance and an auction presently accumulated at tle loose Department.. Motion was :made by Thorsfeldt to adopt a policy to.hold unclaimed bicycles for 90 days and f run an ad in the legal, newspaper or the sale of same, at an auction, seconded by Busse and upon a vote taken, it was duly passed. Motion was made by Clemens to designate "Clean -up Week" from April 28th., 1972 t4r.3tgh May 6fh. 1972, seconded by Thorsfeldt and upon a vote taken, it was duly passed. Motion was made by Busse to pay weed Inspector, At Hergott, $3.00 per hour for time worked for weed inspection purposes, seconded by Clemens and upon a vote taken, it was duly Ron Thorsfeldt, Park Commissioner, closed out the bank account at .the Prior, Lake State Bank for the Summer Rgcreation Program. a bank draft in the amount of $108.80 was Pik issued to the Treasurer of the Village.
