November 1$, 1974 The Common Council of the City of Prior hake met ,in r .. regular session g� on at 0 P.M. November 7.3 'Council 18, 197Cin the City Chambers. Mayor Stock called the ?meeting to order. Present were Mayor Stock, ,Councilmen Busse,,0akes, Watkans, Williams, Administrator McGuire, Engineer Schindel and Attorney Sullivan. The following corrections were noted in the Minutes of Public Hearing on November 7. 1974: Page one, fourteen, paragraph should read — Police Chief' Richard Pewell, stated that the present plan was the most viable solution at the present and near future. Police`'Chief Powell stated that this plan would also give the most protection for fire,'police and rescue units trying to get onto Highway 13. The following corrections were noted in the Minutes of the Common, Council Meeting on'November 12, 1974: Page 1 last paragraph, should read - its instead of it's. Motion was made by Busse to approve the Minutes as corrected, seconded by Oakes and upon a votetaken it was duly passed. 6 Motion was made by Busse to approve the invoices previously approved by the Finance Committee, seconded by Williams and upon a vote taken it was -duly' passed. Three invoices received from o e ` p .plc who. had damage done to their cars (McNeese,'Walsh, t> and D. Thompson) because of sewer and water construction were given to the Engineer to present to insurance company.` Councilman Oakes presented information involving the'road between Gene Simpkins"and`Earl Cates,. If the road is wide enough they would like it surfaced and assessed. Council stated if a petition was presented to them it would be considered. Motion was made by Watkins to approve Fire De Repor presented, PPro Department Re rt as seconded by Busse and upon a vote taken it was duly passed. Motion was made by Watkins to rezone Scottland property on Highway 13 to limited business B-1 seconded by Oakes and upon a vote taken it was duly passed. Motion was made by Watkins to adopt Resolution, pertaining to Moratorium on building on unplatted land, seconded by Busse and upon a vote taken it was duly passed. Police report was presented by Police Chief Powell. There was discussion on insurance coverage outside patrolman's Jurisdiction. Police.Chi;ef Powell t o report on this at next meeting. There was discussion on Firearms Ordin ance and how`to enforce it, on dog catcher and dos Ce protection in,Indi.an Communities. Motion was madde Watkins oaaccept Police Report, seconded by Williams and upon acvote taken it was'duly passed._ r Mayor Stock stated that the Police Reserves were accepted by the insurance company. Police Chief Powell recommended the Police Reserve get give more men and that they receive one -half of the uniform allowance of the regular F force. Motion was made by Williams to reimburse any qualified persons t, accepted by Police Chief Powell for the Police Reserves and immediately for t persons now in the Rolice Reserves, -$100.00 for clothing allowance seconded by Watkins and upon a vote taken it duly was passed. b Police Chief Powell presented a list of new. equipment needed on new squad car to meet minimum requirements and the cost. Motion was made by Williams 7p to approve $1 expenditure for equipment needed on squad cars, seconded by Busse and upon a vote taken it was duly passed.,,, Police Chief Powell stated that signs and snow fence are being put up in s City Parks, and that a snowmobile is being donated for City_use Langhorst. - by Wally, i+ G Councilman Williams stated that Boiznsack and Hennon were the low bidders on grading of Willows , and Boudins l�or Parks. si ,. = „ Police Chief Powell to check on getting snowmobile suits for patro Parks, t. Councilman Oakes requested the Engineer to check the elevation of road at Bluedorn driveway., Councilman Oakes requested the Engineer to see that a earth moving machine be moved from the Maves t property 591 4 Engineer presented slid explained Project 75-,2 Storm-Sewer and the cost. Engineer to set up melting with Councilmen.Busse Oakes, WilLams Watershed District and,Engineer to discuss Project 752 Storm Sewer. Engineer to present fii1dings'of Watershed District to the Council. Engineer presented and explained Project 75 Street Paving and the cost, r Motion was made by Watkins to hold Public Hearing on Decemt)er 16, 1974, 7;30 P.M. for all paving areas where; streets have'bladed bituminous mi r or less'for surfacing., Seconded by Busse and upon a vote taken it was duly passed. Engineer Schindel presented an outline on asking people for public ,. easements for review. Attorney Sull ivan suggested that the Council not ' give legal:ad,,doe to people. =Councilman Oakes- and.Engineer Schindel` to get together and set up form letter explaining easements. Coun-ilrtan Oakes presented a letter from Gustafson Builders ori> not being -able to locate water and sewer stubs. Engineer Israelson to report on this at next peeting. Motion was made by Watkins to accept Police Labor Agreement gr nt Contract except for recommendations made by Couuicil on Article M 16.3 XVIII 18.3 Article XXIII, 23.3. Administrator McGuire to disouss Clouncil recommendations with patrolmen,and report findings to Council. Seconded by Busse and upon a vote taken it was duly passed. o Street Naming Project was tabled until next meeting. Attorney Sullivan presented hi.s` opinion on MMC order. Motion was made 3 by W illiams that'Attorney Sullivan is to work with MMC'"on Legislation of 13.067 seconded by Watkins . and upon .a vote taken it was duly pissed. Update of Assessment Policy was tabled until next meeting. \� Snowplowing Specifications was tabled until, next meeting.'
