The Common Council of the City of Prior Lake met in regular session at 7;30 P.M.
December 23, 1974 in the: City, Council Chambers,. Mayor Stock called the meeting to
order. Present were Mayor Stock, Councilmen Busse,, Watkins, and Williams,
Administrator McGuire, Engineer Israelson, and Attorney Sullivan. Councilman Oakes
was absent.
The following corrections were made in,the Minutes of December 16, 1974: Page one,
paragraph fourteen Councilman Williams should read Councilman Busse. Page five,
paragraph eight - Mr. Steiner did not request, should read Mr. Steiner v ill not request.
Motion'was made by Watkins to approve the Minutes of December 16, 1974 as corrected,
seconded by Busse and upon a vote taken it was duly passed.
Councilman Williams stated the Park Board had a meeting on Saturday morning,
December 21 104, in. regard to a park in Green Oaks. Councilman`Williams said
the Park Board'' has viewed the site and has agreed to accept the property,
Councilman Williams stated that the Park Board is referring the matter of a caboose in
Lakefront Park to the City Planner for his overall scheme for the park,, the cost of
moving the caboose, and the insurance aspect.

Councilman Williams stated;,that the grading of the park in Boudins Manor was for a
skating rink, Engineer Israelson stated it was not planned for rink but for a ball park.
Councilman Williams requested that tha City Administrator find
Out - what 'happened.
Administrator McGuire presented a letter to John Trulson on Water and'Sewer Easements.
Motion was made by Willi ams'to approve the letter to John Trulson as amended, seconde
by Watkins and upon a vote taken it was duly passed.
Administrator McGuire 'presented the cost estimate 6or,.electrical work on City Offices.
The elecMicalbid of $1,150.00 will be analyzed by tee City Administrator and he will
report back to the Council at the next Council meeting;

Adrninistrotor McGuire presented some miscellaneous letters, the first one from Harold
Woolson pertaining to inspection of
Pe ,projects, the second: one�o memo from Harold
Isroelson pertaining to the meeting of the Watershed District, the third one a copy of
a letter to Klaus Forster in reference to the. December 18th. meetingiwith Mr. Oakes,
Mr. Israelson , and the MSB, 'the `fourth one is a letter -from -the County stating that they
will participate in the storm sewer project, the fifth one on speed zoning for Boudins
Manor from the State Highway Department indicating a 30 MPR speed limit will have to
apply • o
> Engineer Israelson presented the Stone Sewer Project 75 -2 recalculated costs. Mayor
Stock requested�'thot Councilmen Williams and Busse and the Engineers to check on the
area andrepor`t back to the Council at 'the next Council meeting. Mayor Stock .table`s l. the matter until the January 6, 1975 Council meeting.

the Watershed Board stating that at this time, based on the comments in their
statements of December 18, 1974, that the City of Prior Lake is not in a position to

provide the Watershed Board with an, environmental impact statement on storm sewer

installation. Seconded by Busse and upon a vote taken it was duly passed.
Attorney Sullivan stated his comments on the Watershed Meeting of December 18,
1974. ,

Mr. Whitney stated at the Public Hearing that the road was a, private road and they
wished a cul- de-sac at lots 3 and 4, which the Council d.id approve the night of4he

r Public Hearing; however, based on research there is a 30 foot dedicated roadway in
that area that would connect with the road on the other side of the channel. Based
on that, Mayor Stock wanted,' to know if there was going to be a bridge there or if
the Council was going to.abide by the cul- de -sac. Engineer isroelson stated they
have considered a cul- de-sac on the end before coming to'the channel. Mayor
Stock requested thatthis be viewed on -site by Councilmen Busse and Williams and
the Engineers and tabled this matter until the next Council Meeting. Mayor`Stock
stated that the Duoos motion will stand.
Motion was made by Watkins to adopt the Inspectors Manual by reference, and have
it attached to the Minutes, seconded b Williams and upon pen a vote "taken it was

, 'Mayor Stock presented, a letter from Scott County to Engineer Israelson, a copy of

the resolution passed by the Scott County: Board on December,17th agreeing to

participate in the cost of constructing the storm sewer along County State Aid 12
in the City of Prior Lake, 25% matching funds up fie a maximum oast of $3,000.00.
Councilman Williams nequealed that Engineer Israelson to see that a fire hydrant on
Red Oaks Road be fixed.

Mr. Tim.0'Loughlin presented the cost on the Civil Defense Siren System. The cost
is to be about_ $4,500.00 per unit.

Motion was made by Watkins to authorize Tim O'Laughlin and Dick Irgena to proceed <
: with a plan for Phase 2, Civil Deknse Siren System, to be- .presented at a Public Hearing
on .ionuwry 1975 at 7:30 P.M., seconded by Busse and upon a vote taken it was,

Mr. Dick' Irgens was.,present and equested the.City of Prior Lake grant $100,00 for
Res -Anne.
Mr.-. lrgens stated that a $600.00 Federal Grant available and if each

City grants $100.00 as matching funds they will have $1,20J.00. Motion was made
by We tkins to grant the 4100.00 forAes -Anne, seconded by Busse and upon a vote

Councilman Watkins presented:. ther Planning .CommisaionMinutes =of December 19,
1974:. Mayor Stock deferred th`e matter of replat }-3f Lot 8 Lakeside Manor to the

Planning Commission-,and they are to refer back to the Council after the next
' Planning;` Commission Meeting;.; Several homeowners from Lakeside Manor were
present and were told nothing more would be dorm until after the next Planning
Commission Meeting on January 2, 1974.
Attorney Sullivan presented Attorney'Gene±ral's Opinions on the renting of City
Hall : Motion was, made by Wi liams ro rent the City Hall ,as an Engineer's Office,
the room across from the Administrator's Office,
the old Police .room, and any
additional space that he needs for storage of equipment for $50.00 per month.

Motion was made by Williams to authorize.the placement of street lights in Stepkas
4th,as per Councilman Busse's recommendations to NSP, seconded by Wan "11$ and

The following corrections were' madein the Minutes of December 23 1974:. `Page three,
paragraph two, second sentence,= -should read - Motion was made by Watkins to, award
the snowplowing contract to Bohesack and Henneri and the snow'removai contract to
m Lawrence Schweich, seconded by Busse and upon a vote taken. it was duly passed.

r Mayor Stock requested that the Council members and Charles Tooker be _present at the,
Public Hearing on Metro Development Framework Guide on January 14, 1975, 7:00 PM:
City Hall', Bloomington.
Mo;wr Stock presented a letter from Neil Sieben, MSB, an addendum to the consideration
for an easement. Motion was made by Busse to vacate that portion of 10 "';main and
easement if the MSB will make the connection at their own cost from the, 10" main too
the interceptor and based. on the knowledge that they will not change the alignment
of the intercepter. Seconded. by Watkins, and upon a vote taken it was duly passed.

Motion was.made by Watkins to deny Item"4 =cs stated in the addendum and to infion;,'
the MSB, ttwt the City would be more than happy to work out an arrangement that would
comply with the plan of the City. Seconded Busse and upon a vote token it was -duly

Mayor Stock presented a letter received from the Minnesota State .Highway Department'
relative to the traffic' investigation of streets in Boudins Manor. The recommendation
is to install a speed I imit sign, 30 MPH, West bound traffic on Boudins Drive near the
intersection of Trunk Highway 1;3; install a- spoedaimir sign, 30 MPH, Sou #h'bound
traffic on Timothy Lane near the intersection of County State Aid Highway 42; install
a speed limit,sign, 30.MPM, South bound traffic on „Lois Lane near the intersection of
County State Aid 42. Councilman Busse is to :see that these signs..are posted.
City Engineer (Resident), tabled until January `6, 1975 Council Meeting °
; fMayor Stuck brought up the matter of Water and Sewer Connection Fees. After much
discussion by the Council it was determined that Attorney SulI ivan is to prepare a new, & '
proposed ordinanct:'neplacing Ordinance , 74 -14 so that water and sewer connection fees
may be spread out over a two to three year period. y
Councilman Busse stated the new Craft-Shop on Central Avenue was having a parking
situation, they are having problems providing parking for their customers because the
place, next to diem takes up their parking. The , 5i1 stated it was private pM+i pertti
and they recommended that the owners post a sign stating no parking during business,
hours and have cars towed away if they park there:
Councilman Williams stated that the Park Board and Prior Lake Police are having a very
difficult time keeping snowmobiles off of Lake'frontPark, other than the trolls.
Engineer Qureshi stated he had been to the WatersMd Meeting and the Watershed Board ,
approved the storm sewer project in Boudins Manor and a letter was to be sent.
Motion was made by Watkins to adjourn, seconded by Busse and upon a vote,taken this
meeting was adjourned at 9:45 P.W

which formerly was Spring Lake Township and an area with a, severe sewer problem.
