The Common Council of the- City of, Prior Lake met in special session. in,the "City Gwncl
Chambers at 7:30 P.M,. on the 26th. day. of February 1975,M
oyor Stock called the
meeting to order. Present were Mayor Stock, Councilmen Busse, Oakes and Watkins,
and Administrator McGuire. Councilman Williams was obsant...
The purpose` of the meeting was a Public Hearing for Sewer, Watermain, Paving and
Storm Sewer Project; 2 -1 (North Prior).

�t portion of the meeting over to Councilman Oakes.
Engineers Al. Schendel and Naeem Qureshi explained the routing of the project and`
;> costs for a typical lot. w
Councilman Oakes stated the approximate cost of this portion of the project "is
$67,000-.00,, of which approximately 6096 will be assessed. _
Mr. DwaneArndt asked if he would be assessed frontage on North Prior as well as the
private road. Mr. Oakes: You will be assessed for 150 feet, plus 10 feetarcund the

Watennain portion of the Project, seconded by Watkins and upon a vote taken it was
du passed.

Busse stated that they would be assessed for 10 feet around the corner, because they
had already beer6assessed for blacktopping the road in front of their house. *,
Jam Simon stated that his lot was land locked. Councilman Oakes stated that his
assessment would be deferred. until the lot became buildable.
° Bernie. Mahowald stated that the blacktopion Oakwood. Circle was breaking up. Jim
Simon stated that the blacktop on.his rood was.alsa breaking up, -,Mayor Stock stated,
that it would be checked into.

Mrs. Carlson's private road, seconded by Stock and upcn a vote taken it was duly

Councilman Oakes stated that when the Mayor and Council consider the Storm Sewer S °
portion of this project, they should consider that if the blacktop breaks up, it will be
assessed against the general tax levy.` Also, the people should understand that when
County Road 44 is upgraded, they wiII be assessed for Storm Sewer. !
Motion was made by Watkins to' reject the storm sewer portion of this project at this
time and that when County Road 44, is upgraded, the area wi be assessed for storm
sewer, seconded by Oakes and upon a vote taken it was duly passed.

The Public Hearing for Project 75 -2 -2 was called to order. This ro'ect involved the n
Storm Sewer portion of Project 75 -2. Mayor Stock read - the notic e ` of public hearing;
and turned the meeting over to Councilman Busse,.: '

Mr. Miller stated that no water shouidbe diverted from the lake, or it may u

Mr. Thie_and Mr. Tupa were concerne&about the ditch they installed at their own
expense. Al Schendel -was instructed to meet with them to discuss their question.
Richard Rogers , =Lots 53 and 54,� Boudins Manor, stated he is opposed.to: thejoad

being 28 feet wide. Councilman Busse and Al Schendel w� meet with Mr.
and his neighbors to discuss the width of the road,
Harley Swenson stated that he has over eight acres, so would his assessment 1ne'over
#3,000.00 for storm sewer. Councilman Oakes replied that due to''the shit of his
parcel, +the Council• would consider deferring a portion OUit

Motion was made by Watkins to ajourn the Public Hearing, seconded by Oakes and
upon a vote taken it was duly pd," 3
Mr. Arndt (North Prior) c back before the Council fang asked that tine sewer and
