The Common Council of the City of Prior Lake met in regular session on Novemberli,

1975 at 7•:30 P.M: in he City Council Chambers: Mayor Stock- called the ; meeting to

order. Present w Mayor Shock, Councilmen Busse, Oakes, and Williams, City

The following correction was made to the Minutetof November 10, 1975: Page five,

paragraph three, should read - Councilman Williams stated he would like wchange in
the specifications of Project 75-3 in regard .to paving to allow the ground to heve a
change to recuperate and 'have, _,the completion date on the paving be , October 15, so it
' wi I f be a !letter road at less cost.
Motion was made by Williams to approve the Minutes of !November 10, 1975 as amended,
seconded by Oakes and upon a vote taken it was duly passed`. ,
Mr` Don Anderson representing the Minnesota Gas Company was present regarding
leasing of ;the water tower for antennas. .,
Motion was made by O*es to table the. request fora, eontract' the Minnesota

Meeting, cnd the City Manager is to send copies of the conhact to the Council and-

Mr. Horst Grocer presented information- on .the Cy Schweich variance as a result of
his meeting with Don Busse, David Burns and Mr. Schweich and the committee's
proposal .
.Motion was made -by Busse, to deny the original request;of Mr. Cy Schweich on the
"original proposal. for a variance., °seconded by Williams and w;aon.a vote aken it was
duly passed.

Councilman Busse staled that the Planing Commission Meeting is Thursdriy November

Motion was made by Busse to approve the Poi ce De Report, seconded by
Williams and upon'a vote taken it was duly passed, ,'t
Mayor Stock accepted the .Fire Department Rep\�as submitted. ,

City Manager McGuire presented,a m emorandu m regarding Plan li for review by the
'Council, �
City 1�4anager °McGuire presented a"memorandum r.e ' rding the 1,976 -78 Police
Contr4ct and recommended its approval. The matter of the Police Contractwas `

Engineer Anderson presented the Pro ject Report dated November 17, 1975. Mayor
Sir31-.k, accepted the Project Report as submitted.
Councilman Oakes stated it could be apparent that the 'City has a coordination°

problem among the MWCC, the County, and the City, there were,ngt sufficient
warning signs to bring people home in,the most efficient way.. Engineer Anderson ".

on`in the community, and try, to understand how,the City can -cause minimum
inconvenience to the prpl`e who live here.
Engineer Anderson stated, regarding the Gateway Shores Developer's Agreement,

which is ten percent of the project amount and when each building permit is issued
that $1,000.00 •be,

stated that. the Developer's Agreement states that they will pay; 1046 of the: project
,cost in cash prior to the construction.

Mayor Stock tabled the ' Gatewa Shores Developer's Y Agreement and Engineer

Anderson is to contact Shoreville, Inc. and ask that a representative be present

at the next Council Meeting'to explain their reasons for.wonting,to post a bond,
Engmeer'•►rdersori presented:a revisad-drowiny of the Manitaw inteneetdtin for
review and discussion by the Council.
Mayor Stock turned the matter of the Manitaw intersection back to Engineers

Councilman Busse requested that the City Manager contact the State and the County
