The Common Council of the City of Prior Lake met in regular session on
December 15, 1975'at :30 P.M. in the City'Council Chambers. Mayor, Stock
called the meeting to order. Present.were Mayor Stock ,,,C1,uncilmen Busse,
Oakes, Watkins and Williams, City Manager McGuire, Engineer Anderson, and '
Attorney Sullivan.
The following correction was made to the Minutes of December 8, 075:;
Page three, paragraph aix, should read Councilman Oakes stated he would n
like the City to establish a critical path method for Project 15 -3.
Motion was made by Watkins to approve the Minutes of December 8, 1975 as
amended, seconded by Oakes and upon a vote taken it was duly passed.....
Mr. Dave McGuire was present regarding the six stipulations in Horst
Graser's memo in regard to the Greenbrier PUD -and stated that Mr. Hill and } `
he agree with the stipulations.
Mayor" Stock asked City Manager McGuire if" these stipulations +were the same
as the ones requested by the Planning Commission'.
City Manager McGuire stated the stipulations were not the asked
Mr. Graser to explain the stipulations Stated ,- in�'his memo.
Mr. Graser explained the stipulations setforth in his memo and the reasons
for the changes.
Motion was lade by Watkins that the six stipulations regarding the
Greenbrier PUD' be reviewed by the Planning Commission, seconded by Williams
and upon a vote taken it was�duly'passed.
Mayor Stock requested that Mr. Dave McGuire be_present at the Planning
Commission Meeting on Thursday December 18, 1975. 3

Mr, Bob Sin0wald and Mr. Ray Swedeen were`present bringing the Council
=op -to -date on the matters of the Snowmobile:Clubs, regarding trails,
keeping the
Peot)'le on ;trail, marking trails, grooming of trails, etc.
Councilman Williams thanked Mr. Singewald and members of the Snowmobile I�
Club for their work on the trails in Lakefront Park.
Mayor Stock; asked Mr. Singewald and Mr. Swedeen to convey the Council's
appreciation to their clubs for their accomplishments.
Motion was made by Watkins to advertise for bulk gasoline and diesel fuel
and to open bids on January 5, 1976 at 10:00 A.M. at City :Hall, seconded
by Oakes and upon -a vote taken it Was duly passed.
Motion was made by Watkins to hire Mullenmaster and Company as,the auditor
for the 1975 audit, seconded by Oakes and upon a vote taken it was duly
passed.
Mr. Roy Clay was present asking if the City can change the stgp'signs at
the bottom of his hill and by the railroad tracks to yield signs'.

Motion was `made by Watkins ' directing Engineer Anderson and Police Chief

Councilman Oakes stated-he would like to use at least one of the last
Mondays of the month to discuss the question of•growth in the abstract,
growth has been discussed by -,the Council and a number of tbastituants as ,
it relates to specific questions, a- zoning here, a PUD there, and feels
that somehow the crux of the matter has been missed, avoided, etc.

Councilman Oakes would like to see growth on the agenda, and would like

to see this in the paper, so that anyone that would like to talk,about
growth can come in and talk about it in the abstract. Mayor Stock stated

Qthis would be an agenda item beginning with January 1976.`
Mayor Stock stated he met with the Spring Lake`Town Board with the City

Manager regarding; the fire and rescue protection agreement, they asked
that the City
prepare the final agreement. Mayor Stock di 'the City

Manager to draw up a final form of the agreement and submit it to the
Spring' Lake, Town Board.

Township to discuss their, fire and rescue protection agreement.

"Elect of Shakopee, the Mayor of Jordan, the Mayor of New Prague, and
expects a return call from the Mayor of Belle Plaine tomorrow morning,
relating to the providing of wet suits or scuba.diving,equipment to
County authorized personnel At the present ti :e we have no one

December 16, 1975 at Meduire's Inn on Tar Increment Financing. City

Manager McGuire stated that,'Dave MacGillivray will be;,'attending this
seminar.'
Mayor Stock stated ''that the Human Resources Cdontittee.•of the Metropolitan
Council, Metropolitan Health Board will be conducting ',a public meeting
December 15, 1975 at 6:00 P.M. in the Council. 'Chambieri to receive input
on the proposed new policies and revisions to exisiing policies of the
health chapter of the Metropolitan Development Guide.'
Mayor Stock,stated he has received from Dave Burns the '76 Bicentennial`
outline to remind the Council that on Sunday December 21, 1975�they are
going out carolling and everyone is invited to attend,, they will scot at

City Hall at 7:00 P'.M.
Mayor Stock stated there is a Planting Commission Meeting on`'Thursday
December 18,- 1975'at 7.30 P.M.
