Mayor Stock cabled the meeting to order. Present were Mayor Stock, Councilmen Bissonett and Busse, City Manager McGuire, Planner'Graser, Park Director ' Jambois, and Attorney Sullivan. 'Councilmen Oakes and Watkins were absent. l i 4�INUTES Motion was made by Busse to approve the Minutes of September 27, 1976, seconded by Bissonett and uponsa...vote taken it was duly passed. ADVANCE RE- FUNDING b Mr. Steve 'Mattson of Juran and Moody, lac. was present regarding advance refunding and with informat :ion BONDING FOR regarding bonding for disease control of Dutch Elm Disease. Motion wars made by Busse to approve the Ford Thompson Subdivision preliminary development plan contingent upon that Lots 4, 5, and 6 would not receive occupancy permits until the time of extension of sewer, water t and streets, seconded by Bissonett and upon a vote taken it was duly passed. GENERAL ENG. Motion was made by Bissonett to approve the engineering CONTRACT -WIT OSM general contract with Orr- Schelen- Mayeron and Associates, Inc., seconded by Busse and upon a vote taken it was duly parsed. R U WATZL POINT ACQUISf_T1ON City Wnager'McGuire presented a memo and map dated September 3O, 1976 ' - regarding-Matzl Point acquisition and stated. he has talked with Ed Watzl, r Jr. and,David Watzl who own the three lots indicated on the mats attached to the memo. The appraised value of the lots in June 197S was $23, 000.00. Motion was made by Busse to approve the PP p4,3kent to Harold Israelson ,. per the Memo dated October 4, 1976 from t}esCity Manager to the Mayor ' and City Council regarding Israelson bills, seconded by Sissonett and ,s upon a vote taken it was duly passed. DUTCH ELM > Mayor Stock directed the City Attorney to prepare a fin d draft of the QIS. ORD.
