Mayor Stock called the meeting to order. Present were Mayor Stock, Councilmen Bissonett, Busse, and Oakes, City Manager McGuire, Engineer Anderson,' Planner Graser, Park Director Jambois, A and Attorney Sullivan. Councilman Watkins was absent, 10 - UTES Motion was made by Bissonett to approve the Minutes of October 4, 1976, seconded by Busse and 'taken upon a vote it was duly passed. HOWARD OLSON S UBD. OLS The matter of Dr.- Olson's connection to sewer and water was tabled until the next Council Meeting. e VFW VACATING 0' Representatives of the Prior Lake VFW ALLEY-REQUEST were present regarding vacating the on the west side of the VFW building. jY Engineer Anderson presented a memo dated October 7, 1976 to the Mayor and City Council regarding utilities in the I alley on the west side of the VFW and stated that the approximate cost to relocate the sanitary sewer to the - west would be $7,300.00. There is a gas,line and telephone line in the alley also, he contacted the telephone company a and they stated that the cost would be under $1,000.00, and gas - company did not have time to give the -` City•a cost `estimate. I� The City would require an easement parallel to the existing alley on the west side and also on the side. Engiaeer Anderson is to check on whether or not the sanitary sewer could run to the south and report back to the Council. 18 -169 BR1DG COMMITTEE,, Mr. Ed Knoll h of te 18 -169 Bridge Committee was present with information and answered quest regarding a Minnesota River crossing, CHECK FROM k STAM FOR' Mayor Stock stated he received a check from the 'State of Minnesota, St. Paul, for $120000;00 which is LAKEFRONT PR to be applied to Lakefront Community Park. GATES AT a LAKEFRONT PR Mayor Stock read a memo dated'October 7,..1976 from the Park Staff to the Mayor and City Council regarding g ' g gates at _Lakefront Park. The City Staff � is to check further on this matter and report back to the Council at the next meeting. PARK DEDICA- TION FEES FO 'SUBO. PROJ. 76 -1 Mr. Wayne yne Long of OSM was present with information on the Spring-Lake- Northwood Avenue area Project 76 C I -L for Council review and'dscussion. + PUBLIC WORKS GRANT b MAR- Mr. Long .al presented information regarding Public Works Grants and the Martinson Island bridge for Council TINSON 1SL, review and discussion. 'DUTCH ELM <80ND ISSUE Attorney Sullivan stated there is a problem: with the bond issue for dutch elm disease because the City bond t cannot for the purpose of loaning money. Mayor Stock requested.an impact statement from the City Staff ; on dutch elm.disease and tabled 'this < matter until the next Council Meeting. LIBRARY BLDG'.. I.EASE.WITH L..'F,riends,of Mayor Stock stated that he has a request from the P V �i resident of the the Library in regard to the lease u SCHWEICH that the City has with Law=rence Schweich on the Library site. The City did negotiate, a five- year lease in 1974 and they would like to have the City negotiate a lease with at l.east,thre- years operation for the future. Mayor Stock directed thitity Manager' to negotiate with Lawrence Schweich for a three year continuaton,of, the contract for the Library site and report back to the Council. DOUG. HAFE T.Q�PLAN.
