November 1, 1976 s The Common Council of the City of Prior Lake met in regular session on November 1, 1976 at 7 :30 R.M. in the City Council Chambers. Mayor Stock called the meeting to order. 'Present were Mayor Stock, Councilmen ' Bissonett, Busse, and Oakes, City Manager McGuire, Engineer Anderson, x Planner Graser, Park Director Jambois, and Attorney Sullivan. Councilman Watkins was absent. " The following correction was made to the Minutes of October 26, 1976: F Page one, paragraph six, line two, "read" should read,!'road." MINUTES Motion was made by Oakes to approve the Minutes of October 26, 19x76 as amended, seconded by Busse and upon a vote taken it was 4iti y passed. 1 ALLEY BEHIND Mayor Stock stated, regarding closing the alley behind the VFW and VFW' maintaining a City easement, that at the last, meeting that this was discussed that the property owners to the south were to be „contacted :. for their opinions regarding this matter.. Mr. Earl Pepper of Pepper's Pizza south of the VFW stated he was against,- an entryway on the south wall of the new addition to the VFW as it blocks his exipts. ` Councilman Oakes stated that the City and the private utilities rights of ” access and egress for the purposes of building or constructing, maintaining, rearranging, and repairing their factilities ^ must be continued, that is; " Scott -Rice Telephone Company, Minnesota Gas Company, and the City of Prior Lake. If the `City . does decide for a barricade across the alley so that it is or pedestrian traffic only, that barricade could very well be wiped XkA 0h out by the telephone company or gas, company or the City of Prior Lake to p get in there for any one of these purposes: It was the consensus of the Council that the door shown on the south side " of the new VFW addition plans be located on the west side as per Mr. Pepper's request. The VFW representative stated that they would have no objection to this. _ J Motion was made by Oakes for a resolution to close the alley behind the VFW to vehicular traffic for the northerly 34 feet of that distance, seconded by Bissonett and upon a vote taken it was duly passed. PL PHONE " °,: Councilman Oakes stated he wanted to take a tittle time as a private COMPANIES citizen and a fellow businessman in Prior Lake to say that there are two RESPONDING telephone companies that serve the ~City of 'Prior Lake, Scott- Rice Telephone TO PLAYS Company and Northwestern Bell Telephone Company. He is pleased to inform REQWST TO " the City that both of these companies are responding to PLAY's request NEW LIGHT ' for poles for the new light arrangement at the hockey rink. Northwestern ARRAHGMENT Bell will provide four 40 foot class three poles delivered to any AT THE HOCKEY reasonable spot determined by the Park Director. At this point Jack Packer RINK and his company Scott -Rice will take over and after the poles are 2} equipped with : lights they will be set for illumination and this portion = of the project., that is to say the setting of the poles will be done without cost to the City., The wiring of the poles and the provision of the lights and wiring therefrom is whoever started out with the project, Mayor Stock directed the City Manager "to -send letters of appreciation to " both telephone companies. Councilman Bissonett stated that as a person who has been involved in this c project for about a year and one -half trying to figure out how they were going to do it thanked both Mr. Packer and Councilman Oakes. FISH HOUSE Fish house access was tabled. ' ACCESS _ ' Councilman Bissonett"stated that the officers of both PLAY and the Hockey PLAY s HOCKEY" Association asked him to express publicly their gratitude to Louie Jambois ASSN. JIM,HUEY b LANGHORST SUB Councilman Busse stated there are two Public Hearings ra November 4,1976; scheduled for is Jim HEARINGS . one the Huey subdivision in Boudins Manor at` 7:4S P.M. and the Langhorst subdivision at °8:15 P.M. ROB'. SPEETER City Manager McGuire presented a letter from Mr. Robert L. Speet.er .., t OREST SPANDE ANNEXATION representing,Mr.,Orest M. Spande who owns some land approximately one : REQUEST d S quarter of a mile out of the City Limits off ",of County Road 23 and is s W SERVICES requesting annexation and the extension of sewer and water services. Mayor Stock directed the City Manager to send Mr. Speeter a copy of the orderly annexation agreement that the City has with Spring Lake.;Township and notify him that sewer and water will not be available until after z completion of the orderly annexation of his' property. SNOW PLOWING b REMOVAL Motion was made by Busse to authorize Engineer Anderson to prepare - specifications and plans for 'street layout of contract snow removal and' f m Plowing, seconded by Bissonett and -upon a vote taken it was duly-passed. FISH PT. RD. PAVING _ Engineer Anderson stated that two weeks ago there was information given on the paving of Fish Point Road and he suggested two alternates-for the method` of assessing f the g paving and wanted to know whichrmethod to"proceed with prior to the Public ng. ; Councilman Oakes stated that the City has to stay -with the existing n Policy up until the time that the Council makes a decision to moye'away from that and then 3 �� start the new series of Public Hearings where 1611 the v people who attend those Public Hearings are told about the new policy., Mayor Stock stated that Engineer Anderson's information for the;'Fish " Point Road paving `Public Hearing presentation should be based on` current assessment policy. ;PAYMENT TO LANDSTEIN Motion was made b Oakes to approve pprove the payment to Mr. Lee Landsteiner FLEE "ER 6 PIXIE PT in the amount of $361.00 contingent that he signs a release of all future nst 'Pixie ROAD 'PAVING claims aga the Point paving project,jeseconded by Busse and upon a1vote.
