1977 at 7:30 P.M. in the City Council Chamber, ;Mayor Block called the-meeting

b order. `Present were MayorSlock, Councilmen Bissonett, Busse, and Watkins,
City Manager McGuire tY ge Engineer Anderson,. Finance Director MacGiliivroy, Planner
` Groser, Planner Tooker, Park Director Jambois, and Attorney Sullivan. Councilman
Oakes was absent.
The following correction was made toy the Minutes of March 14, 1977: Page two,

MINUTES Motion was made by Watkins to approve the Minutes of March 14, 1977 as amended,
! seconded by Bissonett and upon a vote taken it.was;duiy passed.
DUTCH ELM. The Council and Staff discussed the Dutch Elm Disease Piagram and Lignason 'BLP
Treatment that was outlined in sent out with the
agenda The Council also
discussed finding a location for a. diseased Iree dumping, -and burning site. Mayor
Stock directed the City Manager to contact the PCA. regarding a dumping site.;

Mayor Stock. directed Staff to report back to the Council next` week on the method
of assessrn�nt and dollar amounts and he also directed Aitorney'Sollivan to prepare
an ordinance as outlined. \
DOWNTOWN Police Chief Powell presented a downtown parking recommendation ^for Council

Motion was made by Watkins to hold a Public Hearing at 8:00 P.M. owApril�

and uponL a vote taken it was duly passed.

PROS. 7k,4 Mayor Stock called the Public Hearing to order at 8:00 P.M. for Project 76-8,
Interceptor Sanitary Sewer Assessment.
Mayor Stock read the Public Notice for Project 76
Engineer Anderson explained the project and method of assessment and handed out
,individual assessments to property owners who were present at the meeting.
yWr. Robert Robbs of Lakeside Pork was present regarding the completion of the cleanup
work.' Engineer Anderson requested Mr. Robbs to contact him regarding this matter..

Planner Grasef presented information on the Highway 13 -CS4H 42 Joint Development
Study for Council discussion. W- Don'Williams and Mr. Robert Robbs also made
suggestions regarding this matter.,

Trunk Highway 13 and County State Aid Highway 42, seconded by Rissonett and upon
a vote taken it was'duly passed.

COMPREHENSIVE Park Director Jambois and Plannee Tooker presented information on the Park Comprehensive
PARK PLAN Plan for Council discussion. Mr. Robert Robbs and Mr.. Don Williams also made
suggestions pertaining " to parks.

The Council discussed a memo from Louis Jambois to the Mayor and City Council
dated March lb, 197egording commerical docking and speed zone ordinance.

Mayor Stock presented' a letter from Mr. Jerry Roach, President of the 'Prior Lake
Bus Operators Association, expressing great concern with, the. damage; being done
to the buses by having to travel on the road in front of the Senior High' School .
_ The Council discussed the matter of Fish Point Road in front of the Senior`Hig.h
School.

matter of Fish Point Road further and ask for some plans or alternatives and also
to reply to the letter fiom the Prior Lake Bus Operators Associat that " •
