Present were Mayor Stock,'Counci Bissonett, Busse, Hafermann and Watkins, City Manager McGuire, City Engineer A Anderson, City 'Planner Graser and Attorney Sullivan. The minutes of February 21, 1978 were reviewed and corrected as follows: Page one, delete paragraph A. Mayor Stock directed the City Manager to prepare a,policy statement con - cer'ing the determination of ownership of diseased tree(s) between.two or more parcel owners and have it ready for adoption at the Council - meeting. MINUTES Motion was made by Watkins to aRprove the minutes of February 21, 1978 s amended, seconded by Busse and upon a vote taken 1t was duly passed, - WATER CONTAM- The first item of business was to consider the water contamination 1NATION REPOR report from OSM. Mr.- Wayne Long, was present to answer any questions con- c erning ng the report. he Mayor and Council the water contamination .report d ated .2/3/78, submi tted' by OSM. RR ABANDONMEONext item up for discussion was the reviewal of the: railroad abandonment subject. A memo dated'2 -27 -78 froWhCity Planner Graser and .a letter dated "Reserve 2 -8 -78 from the Hennepin County Pa rk District including -a sample resolution were received L by the Mayor `and Council. Motion was made by Watkins to draw up a resolutiorvin favor oft_ the railroad abandonment,,seconded.by. Busse anti upon a vote taken it was duly '. passed. f Motion was made` by Watkins to have staff draw up another resolution In,.regards to the railroad abandonment with,specific mention of .,('I) Highway right, of way (2)' Trait right of way (3) Opti;onal,parking areas and (4) Balker Avenue extersioh, seconded by Busse ana,,upon a vote taken it was.'duly ; passed. _ , Mayor Stock'' directed. staff to forward the above resolutions to Scott County' and Mn /Dot. ` 9, OWN TRAFFIC SIGN: City Engineer Anderson reported on the traffic sign inventory. INVENTORY: Mayor Stock directed the City Engineer to check with the_State to see ` i'f leaving non - standard signs would affect the funding given to the - City. f City Engineer Anderson, stated that Mn /Dot would provide 90$ funding for adding or replacement of non - standard regulatory or warning signs. This`,wwould cost the city approximately $700-00 plus the installation. If the C'ty'would do.this project without the Mn /Dot.fund,ing the cost could amount to as much as $7,000.00. l The Council authorized.,City Engineer Anderson to proceed with putting up the new and replacement regulatory and /or warning signs.° OAKLAND BCH At 8' :30PM a preliminary plat of Oakland Beach 7th,Addition was presented ApDH. �4,by Ci ,?tanner'Graser. ' On Fe&ruar' 16, 1978 the Planning y Commission ranted the g g preliminary , approval according to the Plan'ning,Commission paragraph H meaning one back lot access per 10' of lakeshore if used -for boat dockage or 5' per back lot access if utilized for a swimming beach only. Mr., "i,1 1 ams request was that all 62 back lots have the right to belong to the association but only 32 may have boat access at any one time. Mr. Mary ISTADDITION Eggum will be presenting this to the Planning Commission -for approval.' Motion was made by'Hafermann to authorize the City Manager and ,City Engineer to contact Mr. Al Steiner and- negotiate easement - for the purpose of extending the roadway at.Oakri'dge Court lst Addition, seconded by Watkins and upon a vote taken it was duly passed. The City Manager and City Engineer were also to contact Mr. Steiner concerning s _the p around the area of Oakrid9e Court and the storm water affecting - the road extension.
