The Common Council of the CJty of Prior Lak met in regular session /
on March 13 1978 at 7:30PM;. Present werel,'Kayor Stock, , Counci Imen,!
Bissonett, Busse, Hafermanq'and Watkins, fi ty'Manager McGuire, Ci
Engineer Anderson, City Planner Graser aid Attorney Sullivan.

The.first item on the agenda was they of the Flood insurance

There was considerable discussion/tamong

concerned residents that wed
present for the ; Flood Insurance meeting.
Mr. Cleve Mickley and Mr. Do{
Benson of the Watershed'District along
with Mr. Gene White of the Luke
Association were present with additional
input for this discussion.,
The main points brought out in the discussion was that the City had
six months (until; Sept. 14, 1978) to adopt an ordinance pertaining to
Flood'Plain Management. Also the Matershed.District is planning on
,
holding public hearings on putting in an' outlet to Prior Lake and the i
citizens wished to have that consideration relayed to the FIA. °.
Motion was made by Watkins to recognize the Barr Eng,ineeri.ng Study of
Prior`Lake.and Spring Lake and not to protest the Flood level findings
of Barr Engineering, but to�,request that the possibility of the construction
of an overflow outlet be taken into consideration in the Flood Insurance
Study; seconded by Bissonett and upon a vote taken it was duly passed.
SPRANK/HAD
At 8:15 Mayor Stock called the Sprank/Haddock vacation public hearing°

DOCK VACATIO
Ito order. City Planner Graser stated that this vacation request; consists
;
of a`16' alley and a 30' roadway in Spring Lake Village (B'lock 26 and 25,
respectively). Staff stated it had no reason -to object to this vacation.
Motion was made-by Bissonett to adopt Resolution 78 -14, peg -.to the
Sprank/Haddock vacation, seconded by Watkins and upon a vote taken it
was duly passed.

The next scheduled item was the Bill Lund /Fairview Beach vacation. It.
. w VACATION
was determined after the public hearing had been scheduled that. the x
walkway was dedicated for "the joint use of the respective owners of lots"
and 'not the public. Therefore according to the City Attorney, the public

not have the right to use that walkway in turn, not requiring a
vacation since no public right exists.

the Council to request a waiver of the Subdivision requirements for a

parcel south of Eagle Creek Avenue and east of Lakeside Avenue. The parcel
has a'substantial sewer and water assessment; against it with thetaxes
being delinquent. Reason given for the waiver request is that back taxes
would have to be paid,off Ufore a plat could be registered for that

property., The applicant wants to bus- ld_one home, then with the profits
from the sale pay off the delinquent.,taxes, subdivide the parcel and build
one more home. Staff refused;,a building permit since the City has interest
In obtaining.additional right of way and park dedication fee which is
obtained through subdivision.

!lotion was made by Watkins that the minimum subdivision ordinance
regulations be adhered to in the Roy Clay request of�his parcel located,
south of Eagl.e.Creek Avenue and east of Lakeside Avenue, seconded by
Busse and upon a vote taken it was duly passed.

The- Council reviewed with City Engineer Anderson the MiCC Agreement/
SITE
Mainteiance Building Site. The City Engineer recommended approval of
the agreement.

The Council then considered the 1977 audit.
Motion was made by Watkins to approve. the 1977 Audit,and have it posted at
the Library, Ckty'Hall� and the Prior Lake State Bank, seconded by Hafermann
and a vote taken it.was duly pas,
SAVAGE BRIDGE
The Council' then held�a' discussion pertaining to�_the Savage Bridge.Study.
ISTUDY
City Manager McGuire' to postpone any further study unti I the.
18-169 ana 41 crossings are considered or the, Task,Force committee reached:
a conclusion.
Motion was made by Watkins to:table the Savage Bridge Study until the
completlon of the Task Force Study, seconded by Hafermann and upon a vote
taken it was duly�passed.

City Engineer Anderson reported on the proposal for Overcli Water Management
