April 3 1978 4 'a The Common Council of the City of Prior Lake met in regular session on April 3, 1978 at 7:30PM. Present were Mayor Stock, Councifinen.Bissonett, Busse, Hafermann and Watkins, City Manager McGuire, City Engineer ' Anderson and Attorney Hicks. The minutes of March 27, 1978 were reviewed. Page 1, paragraph 13, line 2 3 , should read "'.,..17 and l8 for the proposed... ".. Line .3 should read, "...Mr. Mary Eggum shall. -..". MINUTES Notion was made by Watkins to approve the minutes as amended, seconded by Busse'and upon a'vote taken it was duly passed. NEW RESCUE Fire Chief Bob Mertens was present for the first item of discussion in SQUAD regards to considering the purchase of a new rescue squad. Notion was made 'by Watkins to advertise for bids for a new rescue squad and opening of those bids,to be on May 8, 1978 at IIAM, seconded by Bissonett and,upon.a vote taken it was duly passed. PLAN, COM. Mayor Stock discussed his recomendet on for the vacancy of the Planning ' VACANCY JOHN Commission position with the Council. He recommended John Fitzgerald .; FITZGERALD of the Shady Beach area. Notion was made by Bissonett to approve Mayor Stock's recommendation of " appointing John Fitzgerald to the Planning Commission, seconded.by Busse ' and upon a vote taken it was duly passed. Mayor Stock directed the City Manager to contact Mr. Fitzgerald and inform him "of,his appointment.`' R a ORD. 78 -8 Attorney; Hicks presented the proposed ordinance 18 -8 pertaining to WORKMANS Con Workman's Compensation coverage of elected and appointed officials. Notion was made by Watkins to4adopt Ordinance 78 8, Workman's. Compensation coverage of elected and appointed officials, seconded by Hafermann`..and " upon a vote taken it .was 'duly passed. KOPPS BAY Next subject up for consideration,was • reviewal of the Kopp's Bay-Martinson, ro Island sewer and water project. M``a Mayor Stock directed the City Engineer and the Consulting Engineer to proceed for the purpose of the public hearing, with a normal bypass of the sewer and water with the bridge left standing for thi; reasons of not destroy ng the aesthetics of the bridge and not shutting down traffic to and from the island.' Notion was made by Bissonett to hold a public hearing on May 1, 1978 at 8PM for Martinson Island and Manitou Road for the`purpose of sanitary serer and water, seconded. by Watkins and upon .a vote taken it was duly passcdA ` The Council received a letter from Mr. L.H. Mikeworth, an attorney for Mr. W.R. Eppier. Mr. Eppler and Mr. John Packer requested in letter fora to exclude then from the Martinson Island- Manitou Road sewer and water project. Council rejected their request on the grounds that there was'no justification for their deletion from the project and that their need is as g;reat`as anyone else in that area: r $220,000 GOB Nr= Steve,Mittson was present with information for the consideration of miscellaneous bonding. Finance Director Teschner also included a memo. a .Notion: was made by Watkins to advertise for a $220,000 General Obligation 'bond sale on May 1, 1978 with opening of the bids at 31? at the Prior Lake City Hall, seconded by Busse and upon, a vote taken it was duly passed. ' �r k RR ABANDON- Mr. Jim Shea was present „asking that the Council reconsider the apprwtal MENT of the railroad abandonment.” -' Mayor,.Stock directed the City Manager to work with the City Attorney and City Engineer to see if the City has a suitable case for opposing the abandonment' x and to` report back at next Monday's meeting, a ° TRAM C. SIG- The Council then considered the agreement on traffic signals and pre -empts for NALS ON DAKOT k the signals. Specifically the signals at Dakota Street and Hwy. 13 and 13 s DULUTH Duluth Street and Hay.' 13.' RESOLUTION Notion was made by Busse to adopt Resolution 78 -16 approving the agreement with 78 -i6` Nh /Dot for the installationof the signals as per the agreement for Dakota Street` and Hwy. 13 and Duluth Street and Hwy. '�3; Ma kips and upon a vote�� ` , and it was k duly passed. Motion was made by Hafermann to withdraw the request for the pre. -empt signals on,' n $ behalf of the.
