April 24, 1978 ` The Coawon Council of the City of Prior Lake met in regular session on April 24, 1978, at 7;30PN. Present were Mayor Stock, Councilmen Bissonett, Busse, and Hafigrmann, City Manager McGuire, City Engineer�Anders,6 City Planner Graser and Attorney Sullivan. There were no MEETING scheduled presentations, but Mr, 'LeRoy Arnoldi of,the Sootr}County Assessor's' Office was present to answer the questions from residents that >did _ appear - before the Council. Mr- and Mrs. Elmer Klingberg were present in regards to their parcel :. Mr,_ r Arnoldi answered their question, satisfactorily. Mr.. Don Williams was present representing he Boudin's. g Honor Association in regards to Boudins Manor Sth,, Out'lot A. Mr, Arnoldi stated.that he would check into the matter and report back to <llr:'� Williams' on his findings. Mr, RoSO Anderson wanted an explanation on the high raise of his taxes. The Association would like to acquire those lots froa the City with the stipulation that as long as it was needed for-any public purposes it wouldQremain as a sump. I v It was stated that those two lots -were acquired throw q gh, condeagation for kJ ., the purpose.of etora water drainage, Attorney Sullivan stated that he had no- objection to entering into an '= agreement to lease the lots to Association. Mayor Stock directed the City,Manager to check lots 26 and 27 out for street signs and etc, JIM SKIINNER Mr. Jim Skinner was,next on the agenda, Mr„ Jim Skinner petitioned the Council on behalf of'his father to clarify the for lot 1. and 4 r block 33. On August 1S:, 1977 the,Council motioned the parceY assessed i 100' of frontage and acreage of .40 acres. The premis for the• motion was that, lot 1 and 4 be developed as one parcel ,JNoM, Nr. `Skinner has acquired lot 4 and requests an assessment clarification because of the ownership change.' f ' i No action was taken on Mr.I Skinner!s1.request, it was discussed and tabled until Nay IS, 1978 at 7:3Spm. ROBERT 4AUE City Planner Graser presented the discussion on the assessments on'the ASSESSMENTS Robert Faue'property,, Mr, Faue owns .lots 4- 12,.of the subdivision of Outlot A Maple Park/Shore Acres. Staff,recoewended that lots 4 -8 and_12.be indefinitely deferred. The bids were as follows• 1. Clarence Krueger $3,7S3.01 r °, 2. Leonard Babinski $4,890,00 Dave ave Savoie � $6,180.007 After the bids were received and opened „Mr. Savoie contacted City Hall requesting that his bid be withdrawn, therefore forfeiting his $309..00 bid bond. Motion was ''wade by Bissonett to „accept Mr. Dave Savoie's bid of ^36,180.00 for the FWD and notify him that the Council has accepted the bid,and that the City will retain his !bid bond if he does choose to withdraw his bid, in which he has 30 days to contact City Hall upoA his decision, seconded by a Busse and upon a vote taken it was duly passed., s. s OAKLAND BCH The Council then considered Oakland Beach 7th Addition Hardshell.
