The Common Council of the �tity of Prior Lake ` met in regular, session on May 1,. 1978 at 7:3OPM. j,Present.were.Mayor_Stock, Councilmen Bissonett, Busse, Hafermann and Watkins,, City Manager McGuire, City Engineer Anderson, City Planner Graser, and Attorney Sullivan., The minutes of April 24, 1978'were reviewed, Page three,,' paragraph one, line two should read, "...the Contractor is willing.,, ". Page three, paragraph two, Tine three, should read,. "estimated, not to exceei, $5,881.41 with the exact amount to be determined by the Council and Mr. Lewin's representative prior to the, assessment hearing, seconded by.." MINUTES Motion was made by Busse to approve the minutes of April 24, 1918 as amended, seconded by Hafermann -and upon .a vote taken it was duly passed.' $220,000 GOB The first item on the agenda was the consideration of the $220,000 General i Obligation bond bids. Mr.,:Steve'Mattson of Juran and Mood was y present to discuss the bids with the Council, Motio* was made,by Watkins to accept the bid of Piper, Jaffray and Hopwood : at an interest rate of 5.6004; for the $220,000 General Obligation r Bonds, seconded by Bissonett and upon a vote taken it was duly passed. The request.. was that 64 a acre parcel be rezoned from an I -1 Industrial to an A - Agricultural. 1 The Planning Commission had denied this request because of the upcoming Plan will be this fall also „ \ Comprehensive presented and because - the city city has n tight control, of the area under the present zone which also a seasonable use of the land. PROJECT 78 - At. 8PM, I yon Stock called the public hearing' concerning Project 78 -1, 116rtinson'3 Island- Kopp's Bay sewer, water and paving to order. Nr;, Mayne Long and Mr. Jim Norton of GSM '`were present to discuss and fr G !`describe tht, project to number of residents that were in attendance. A number of questions were answered by the Council andostaff including alternatives that could or could not be done, The minutes of-that meeting are on record at the City Manager's office. Motion was made by Watkins to approve Project 78 -1, Martinson's Island- :S Kopp'sV'Bay .sewer, water and paving, seconded by Hafermann_ and upon a vote taken it was.duly passed. Motion was made; by Watkins to adjourn the public• hearing, seconded. by Bissonet� and upon a vote taken this public hearing for Project 78 -1 was adjourned. ed. ORD. : 78 -9 Motion was made by Watkins to adopt Ordinance `78 -9, amending the dog ordinance 72 =13,- seconded by Busse and upon a vote taken it was duly passed. RESOLUTION ibtion was made by Busse to adopt Resolution 78 -18, concerning Civil" 78 Defense, seconded by Watkins and upon a vote taken it was duly passed. BO1101NS` MANOR Mayor Stock directed the City Manager and staff to prepare a memo and LOTS 26 6 27 recommendation�on the subject of Lots 26 and 27, Boudin's Manor. -..
