Mr. Skinner requested that no action be taken but the memos of May 15, 1978 st and augu 15, 1977 and the minutes of the August 1S, 1977 Ccwncil meeting stand as part of the record. Mr- Skinner has the option to achoosie a course Of action to be taken until the actual assessment hearing this fa11.
