Councilman Watkins was absent_: il The Council reviewed the minutes of September 18, 1978, 'page one, paragraph 6, line 2 should read, " ., sewer, water„ storm sewer rand street details." Page 2, paragraph 12, -line 1 should ,read " „ sand Pointe...". l; Page 2, paragraph 16, line 1 should read, - ..sewer, water storm sewer and street and the developers...", Page 3,.paragrapti 11, hne'13 should F. sti e: "Councilman tlafermann vote nay," MINUTES Notion was made by Busse to adopt the minutes 'of September 18,. -1978 as amended, seconded by Bissonett and upon a vote taken it duly passed. Mr. Steve Mattson of Juran and Moody was Present to discuss the.!opening , PROJECT 7 40 1 1 - , of the $2,0��5,000 General Obligation bond bids. There were two bids: GOB BONDS Piper, Jaffray s Hopwood \\. $1,173,353.70 5,8230% 1st Natl.,Bank of St. Paul $1,173,441.25 5.8235% Motion was made by Bissonett to award the sale, of ° the $2,025,000 General° Obligation Bonds to Piper, Jaffray and Hopwood for $1,173,353.70 at an interest rate of 5.8230 %, seconded by Busse and upon a vote taken it was duly passed. After q sItart ofa*ilding the addition, they decided to Put on a patio! That patio extended to within 1 foot; the lot line. For this, the Bernhagen' need a 9' variance. After discussion with Mrs. Bernhagen, motion was made by Hafermann `to levy a $300 fine against the Charles Bernhagen•s which is - to be paid to the City within IO days and to grant a 9 variance for the patio `that was' existing, seconded by Busse and'upon a vote taken-it was duly passed. SUNSET SHORES At 8PM a public hearing was called to order for the waterfront vacation ART NASH of Lot 32, Sunset shores, Art Nash. Councilman Bissonett abstained " VACATION from all discussion and votes taken. Notion was made b Busse to 411 y grant the waterfront vacation for lot 3 21P Sunset Shores and to adopt Resolution 78 -3 2, a resolution providing for ,;the vacation of the above described land, seconded by Hafermann and -upon "a voteOtaken it was duly passed. Councilman Bissonett abstained. Notion was made by Busse to'adjourn the public hearing, seconded by Hafermann and upon a vote taken it was` duly passed, SPEED ON CTY The Council discussed the setting of speed zones on County Road 12. Police RD 12 Chief Powell was present to comment on the speed zone conditions -. After a lengthy discussion, motion was made by Bissonett to recommend to Scott County and the State of Minnesota that the portion of'Countg Road 12 from Sunset Beach corner of County Road 8,1 to the City Limits to the " west be posted 25mph and from Sunset Beach, County Road 81 t Hwy, 23' be posted at 30mph, seconded by Busse and upon a vote taken „it was duly passed. TREASURERS Notion was made by Busse to approve the Treasurer's Report for August, seconded by Hafermann and upon a vote taken it was duly passed. F /Motion was made by Bissonett to approve the Gensmer Addition Hardshell contingent upon that all fees be paid, seconded by Busse and upon a vote s taken it was duly passed.. <' ORD. 78 - Ordinance 78 -14, Gambling' Ordinance was considered next.
