MINUTES of the P ocoadings of the Village Council of the Village of Prier lake In the County of Seen and Mato of
Mianw ota, Including all accounts audited by said Council.
December 4, 1478
The Common Council of the City of Prior Lake met in regular session in the
City Council Chambers on December 4, 1978 at. 7;30 P.M. Mayor Stock called'
the meeting to order. Present were Mayor Stock., Councilmen Bissonett,
Busse, Hafermann and Watkins, City Manager McGuire, City Engineer Anderson,
City Planner Graser, and Attorney Sullivan.
MINUTES
Motion was made by Busse to approve the Minutes of November 20, 1978,
seconded by Watkins and upon a vote taken it was duly passed.
FIRE HYDRANT
Attorney Frank Muelken was present representing i:he Jorgensens stating

following the discussion a couple of weeks ago he did have further

discussion with Mrs. Jorgensen with respect to the ;proposed move of. the

fire hydrant and he can report that if the City will move it in accordance
with.the discussion, which he. believes was a five foot move parallel to
the street, that will resolve their problem, however, the Jorgensens feel
•
that since they have incurred certain,expenses in connection with his
being here, and so forth, they think it would only be fair that that.move
r
would be at the expense of the City.
Motion was made by Watkins to have the City's maintenance staff move the
J rgensen fire hydrant in the 1979 construction season and that the
Jo;gensens contribute $100.00 for the move and the fire hydrant will be'
mover five feet to the north. away from the corner from its present
location, seconded by Busse and upon a vote taken it was 'duly passed.
ANNEXATION
Attorney Bryce Huemoeller was present regarding a petition requesting,
` PROPERTY IN
annexation of property in Spring Lake Township.

Mayor Stock stated that the procedure the City would follow is if they
wish this area to be part of the City of Prior Lake it must be indicated,
and before:he would, be willing to move completely forward with a petition
to the Municipal Commission on: the subject:, is that a petition that is
being circulated must be presented to the Council and he also would like
to,have an informal meeting, if not a formal meeting with the Spring Lake
'To*n Board prior to the submission,_ he would like to make this a joint
effort.

City Planner Graser, presented an appeal by Mr. Iry Humphrey,for a varicAce

denied.by the Planning Commission on October 6, 1977 in GovonM�ent Lot 3,
Section 3S, Township 11S, Range 22, lying westerly of the center line of
County Road 21 and northerly of Lakeside Park. Attorney Loren Gross
present representing Mr. Humphrey.
Motion was made by Bissonett that the Council deny the petition of the
Iry Humphrey variance appeal in Government Lot 3, Section 35., Township �,.
115, ksnge 22 lying "westerly of t h a center line of County Road 2l and
northerly of Lakeside Park, on the grounds of elevation and the variance
request does not meet the intent of the ordinance, seconded by Busse and

upon a vote taken it was duly passed.

Mayor Stock stated the'City has received a park acquisition grant in the
amount of $76,S00.00.
RESIGNATION
Mayor Stock read a letter of resignation,. from Councilman Doug Hafermann

effective December 31, `Y978 so that he.. cat assume the position of Fourth
District Commissioner of Scott County on,January 1, 1979.
Motion was made by Watkins to accept Councilmai, Doug.Hafeawnn's, resignation'
