August 20, 1979 at 7 1 1, PM, Present were Mayor Stock., Councilmen Busse,
Bissonett, Thorkel.son;Vatkins, City Manager McGuire, City Engineer Ander-

DOWNTOWN DEv,
DISTRICT Mayor Stock called the meeting to order. The first item discussed was
the request from the downtown development committee to establish a down
town development district A member of the committee, John Denn is. was

John Dennis\- The committee has met several times and > -the central issue
has been parking. We would like to recommend that the Council establish
a taxing district- The boundaries be - ' determined by the Council. We
have discussed''anything from a one block district to the original six
block di' strict, discussed some years back.: We would like to recommend that
the six 'block district be iooked''at and include the triangle that fronts'
on Highway 13 to M;here Main Street enters Highway 13, The first project
to be undertaken in this new district should be to devel
�a... plan, hire, a piannew to work with the downtown property owners to develop
a plan to keep up wii`h their
goals so that the downtown businessmen and

Mayor Stock - We should have one more meeting with the committee, Council,
the City Manager and City Planner Graser to review all the data and give,
us time to look at it, the Staff should give us an outline ,and a time

PRIOR DIKE Members of the Friends of the Library were present to discuss with the
LIBRARY Council what their main job is to the library and that the financial
responsibility�of maintaining the Prior Lake-Public Library is not
their job. G6 \ NY Stack, president of the chub was present and Kathy
Abrams, treasurer of the club was also present. Ms. Abrams went over
the expense record that the Friends had kept. since 1977 (Including
expenses for maintenance the building,) The Friends stated that in
the contract signed by the City, with Lawrence Schweich, owner of the
building, the City would take care of the building, all repairs, and
miscellaneous items like up keep of the lawn, locks.for the doors and
Phone listings.
Councilman Thorkelson stated that the County should assume some of the
responsibility for the library, but if it is in the contract that the City
will take care of everything for the building; than the City should assume
it until It�'is amended.

Janet Williams Scott County library system. The City of Prior Lake has
u two contracts, one with Mr.. Schweich and one with Scott County. The City
should follow what is in each cont r act agreement. She explained how the
Scott County Library system works for all cities in- the - County. All of
the libra s

Countilman'Watkins - The - Friends are a service organization and they accept
the responsibility of that porti Co. they should not have to get involved;
in any maintenance or improvements of the library building,

LIBRARY
Commissioner Hafermann - The current contract states that the library is

Motion by Bissonett to authorize payment of the library's operating expendi-
tures in the amount of $268,72 made out to -the li;bra►y and for the remainder'
of the year the library wi'il try
to work with City Manager McGuire in the
operational costs and that he should.be informed before the expenditure occurs
so that we can make sure we have some way of funding it, seconded by Watkins
and upon a vote taken it was duly passed.
Jan Pederson, the l'i'brarian of Prior Lake, should submit a budget for 1980
and work with City Staff on this and get the budget in as soon as possible.°

Mr. Teschner stated that the revenue sharing funds will be used for the Fire
Department in buying large equipment.

Finance Director Teschner stated that the City's insurance company said they
would not pay for any, damages 4hne by the backup because the City was not
liable for this matter.

City: Attorney Sullivan stated that since Mr. s Mrs. Borka are not satisfied
with the i'nsurance.company's decision they can do one of three things:

go to the insurance company and_let them know that the City and the Borka's
are dissatisfied with their action 2) the 4

All Council members agreed 'that some type of negotiated settlement should
be made between the insurance company and the Borka and if not then court

action could be taken. Staff should contact the insurance company and tell.

Mayor Stock called the public hearing to order for the CIP. He read the

Councilman Thorkelson stated' that some money should be put aside for seed -

ing and planting trees in Lakefront Park. Now that the maintenance garage
has been built, there is no need to store vehicles there. ,

The Common Council of the City of Prior Lake met in,regular session on
