DOWNTOWN DEv, DISTRICT Mayor Stock called the meeting to order. The first item discussed was the request from the downtown development committee to establish a down town development district A member of the committee, John Denn is. was J' Present.' e John Dennis\- The committee has met several times and > -the central issue has been parking. We would like to recommend that the Council establish a taxing district- The boundaries be - ' determined by the Council. We have discussed''anything from a one block district to the original six block di' strict, discussed some years back.: We would like to recommend that the six 'block district be iooked''at and include the triangle that fronts' on Highway 13 to M;here Main Street enters Highway 13, The first project to be undertaken in this new district should be to devel �a... plan, hire, a piannew to work with the downtown property owners to develop a plan to keep up wii`h their goals so that the downtown businessmen and Property owners agree',on the pla., as it is developed, Mayor Stock - We should have one more meeting with the committee, Council, the City Manager and City Planner Graser to review all the data and give, us time to look at it, the Staff should give us an outline ,and a time ' table so we have some goat to go by. 1, ,, would like to recommend that we take: under a4vasement the.comments gl:ven this evening by John Dennis, representative of, the committee, and to direct staff to prepare. a:recommendation and some,,kind of tinting for a September 10th meeting and between now and September th ,,the City an. g g Y tiger shal3l or organize one�;more meeting of the committ Councilam,: Watkins and Cit ee, Mayor, y Planers to discuss what.has been reviewed and what will be done and to set i up some: goals. PRIOR DIKE Members of the Friends of the Library were present to discuss with the LIBRARY Council what their main job is to the library and that the financial responsibility�of maintaining the Prior Lake-Public Library is not their job. G6 \ NY Stack, president of the chub was present and Kathy Abrams, treasurer of the club was also present. Ms. Abrams went over the expense record that the Friends had kept. since 1977 (Including expenses for maintenance the building,) The Friends stated that in the contract signed by the City, with Lawrence Schweich, owner of the building, the City would take care of the building, all repairs, and miscellaneous items like up keep of the lawn, locks.for the doors and Phone listings. Councilman Thorkelson stated that the County should assume some of the responsibility for the library, but if it is in the contract that the City will take care of everything for the building; than the City should assume it until It�'is amended. i Janet Williams Scott County library system. The City of Prior Lake has u two contracts, one with Mr.. Schweich and one with Scott County. The City should follow what is in each cont r act agreement. She explained how the Scott County Library system works for all cities in- the - County. All of the libra s rY' in Scott County are taken care of by the City they are in. LIBRARY Commissioner Hafermann - The current contract states that the library is y - the City's res y , y resp onsibilit y . The,s stem as it i� now serves the Cit y better than if the County owned.it. The City has better control'of the library,. Motion by Bissonett to authorize payment of the library's operating expendi- tures in the amount of $268,72 made out to -the li;bra►y and for the remainder' of the year the library wi'il try to work with City Manager McGuire in the operational costs and that he should.be informed before the expenditure occurs so that we can make sure we have some way of funding it, seconded by Watkins and upon a vote taken it was duly passed. Jan Pederson, the l'i'brarian of Prior Lake, should submit a budget for 1980 and work with City Staff on this and get the budget in as soon as possible.° Motion by Bissonett to have the City Staff work with Jan Pederson to make .a budgetfor the library for the 1980 year, seconded by Thorkeison and upo((�p vote taken it was duly passed. ` REVENUE SHAR= LNG PUBLIC .Mayor Stock called the public hearing, to order for Revenue Sharing, He read the pub: =fished hearing notice from the Prior l HEARING Lake American. Finance Director Teschner made the presentation.- .; Mr. Teschner stated that the revenue sharing funds will be used for the Fire Department in buying large equipment. r_ . Motion by Watkins to prepare in the budget for 1980 the revenue sharing funds for the proposed use of vehicle for application the Prior Lake Fire Department, seconded:b Busse and upon Pon a vote taken it was, duly passed.... SWEk BACKUP Mr, i Mrs.: RtTph Borka were present with the request for compensation for dam- ages done by the City °sewer - backup. ,' a I Finance Director Teschner stated that the City's insurance company said they would not pay for any, damages 4hne by the backup because the City was not liable for this matter. b W - S a City: Attorney Sullivan stated that since Mr. s Mrs. Borka are not satisfied with the i'nsurance.company's decision they can do one of three things: 1) go to the insurance company and_let them know that the City and the Borka's are dissatisfied with their action 2) the 4 Borka's can take this matter to �:ourt 3) the City make some gratuitous payment- All Council members agreed 'that some type of negotiated settlement should be made between the insurance company and the Borka and if not then court e ! action could be taken. Staff should contact the insurance company and tell. thew the Council is dissatisfied with their action, fbtlon by Bissonett to direct Staff to contact the insurance carrier and express the dissatisfaction of their op'i'nion of.the Borka case and request that they contact the for their comments and opi.nioni so that both sides of the issue are heard and then staff work with the Borka's and the insurance carrier to negotiate a settlement, seconded by Watkins and upon- E � a vote taken it was dul y passed, k Mayor Stock directed the City Manager to try to expeditte the matter and 4 encourage the insurance company to do likewise to resolve this';as soon as possible. There was a brief discussion M on thi item, Councilman Thorkelson stated' that some money should be put aside for seed - ' ing and planting trees in Lakefront Park. An example is the Red Oaks project. If 100% coverage'was' not required, the residents would have had'to pay forlthe project.
