Present were Mayor Stock, Councilmen Bissonett, Busse, Watkins, Thorkelson, City Manager McGuire, City Engineer Anderson, City Planner Graser` and City Attorney Sullivan. h Mayor Stock called the meeting to order The following corrections are to be made to the minutes of September 4, 1979; Page 1, paragraph 17; . Hidden Oaks area, as stated by Mr. Thiei'ing, is, paragraph: 18; ., that the school building committee paragraph 19; .` attend the school building committee Page 2, paragraph 14; to take action is to be deleted MINUTES Motion by Watkins to approve the mintues of September 4 i p 979 as amended, seconded b Busse and u Y upon ,a vote taken it was duly .:passed'. CHAMBER OF COW.ERCE Ski Reebie. ' Skip from the Prior sake Chamber of Commerce,: was 'present at the meeting. He introduced! Roger Chezik :ITY FOLDERS who presented the new Prior Lake brochures. These brochures will be given to all new residents coming to ' Prior lake. Brochures will be at all reaitors, the welcome wagon, city hall and the chamber of commerce. HRA COMMUNITY 'Jim.Degiovanni, Scott County Housing and Redevelopment,, was DEVELOPMENT BLOCK GRANT present at `the meeting, to discuss with the Council Community Developmentel'ock Grant application # to be to HUD by October 1, 1979. He needs Council action on approving Resolution 79 -34 and approval of the.Community Development:Block Grant Program 1.980 Joint Agreement _Cooperati'on Scott County, Y Prior to this discussion Councilman Bissonett stated.that.he did not wish to take part in any of the discussion and abstain from.,voting; Notion by Busse to authorize the Mayor and City Manager to enter into ' agreement with Scott County for the Community Development Slock'Grant Program 1980 Joint Cooperation Agreement, f seconded by Watkins and upon A vote taken it was .passed. Councilman BssonetC abstained`. , RESOLUTION 79-34 - Motion by Busse to adopt Resolution 79-34, Authorizing the Scott County Board'of Commissioners to undertake a Community Development pment Block Grant Program within the corporate limits_of Prior k lake, seconded by Watkins and upon a vote taken ;it was passed. Councilman Bissonett abstained'. ' LEROY BONNSAC LeRoy Bohnsack was present at the meeting to discuss a location for his business. He is experiencing difficulty finding a location for his new building to store his hear ui a q pment.in the winter. Ile wants to be close to Highway 13. Y The Council held a discussion on this and Mayor Stock suggested that Councilman Watkins call" a special meeting of the Orderly Annexation Board to and come up with some place for Mr. Bohnsack to build 'a storage building for his heavy equipment. Councilman Watkins can contact the City Manager when he has the information and setup a date'to discuss it with the Council. Councilman Watkins will also contact Mr. Bohnsack. DOWNTOWN DEVELOPMENT The Downtown Development Committee met last week to review past planning efforts. The committee - -i restated their request that the Council should hold a public hearing for the establishment of a development district. Staff recommends that a ay, O public hearing be set for Tuesday, October. 9, 1.979" at 8:00 PH..., Motion by Bissonett to ho.ld a public. hearing for establishing a develop - meet district for the six block: area.. and the triangle to the north with the date being set for October 9, 1979 at 9 :00 PM, seconded by and upon a vote taken it was duly passed. SEWER BACKUP RALPH: BORKA The Ralph Borka sewer back -up problem was <tabled 'until next week. r , Mayor Stock stated that_if IDS does not accept this bid, within a week, then we should start doing something else. Motion by Thorkelson to table for one week the awarding of the bid to Progressive Contractors, Inc, for Jordan Avenue, Bluff Heights and Brooksville, Center, seconded'by Busse and upon a vote taken it was -duly passed, Mr, Bill Henning was present,,regarding Jordan Avenue and he had some questions about the project, i t The City Manager commented that if the bid'does not get approved he could do the project himself without it being the City project, i Mayor Stock directed the City Engineer to contact IDS and seek their approval - or disapproval of the bid amount for the Brooksville Center area., The bid = needs to be approved and if it is rejected he should get a recommendation from IDS, If we don't hear from them in one week then we will reject the bid i and come up with something else. Ken Jackson, Prior Place, was present with .questions about the road going past his place in the Brooksville Center area. He said something needs to £ be done to improve the roadway because it is very bad to drive on BLUFF HEIGHTS City Planner Graser presented Bluff Heights 2nd Addition hardshell. Their . 2ND ADDITION request is for approval. The preliminary approval; was given $ /29/79 for the quad home development. project. "Recommendation that amended hardsheil be approved with ;contingencies. The purpose of the study is to determine the feasibility of the City's owning and maintaining this stretch of road. A public hearing could be scheduled, ' Mayor Stock directed Councilman Busse and City Engineer Anderson to meet with the property owners of Green Heights and Inguadona leach and set a joint meet- In at the site to tryDto resolve their problems and then report back to the Council. 'ED HALL STOW Ed Hall storrw water was the next item oe agenda. The parcel is in the lower WATER PROBLE portion of a drainage area (on 150th Street) and is experiencing a wash proble- across .the. Future. development will intensify the situation. DOG ORDINANCE Councilman Thorkelson reported that some Prior Lake residents: called him and complained about the dog ordinance. They stated that the dog catcher does not go on-other property to catch a dog if that "roperty p ov4ner did not make a comMai "nt. The residents stated that this ordioancel «should be changed.:' n S The Council had a short discussion Period on this matter. SIGNALS ATz CTY RD`. 42 s The City Manager read a letter from the Scott County Highway Engineer regarding signals at County Road 42 Highway HIGHWAY 13 and 13, They will not be installed until February 1981, Because of the traffic conditions being as they ,are, if the city wishes, the County will put'up 4 stop signs. F Council had a discussion on this and they agreed that the 4 y stop signs would make the situation worse. Y, Motion by Bissonett to reject the theory of the 4 -way stop signs and ask N the County to subsidize for one year and to install the'signals, immediately because the philosophy of a 4 -way stop signs would be more dangerous than what presently exists, seconded by Watkins and` upon a vote taken it was duly passed'. j City Manager McGuire reported that he received a letter from the public works'department stating they are going.to organize. Basically, it is at a stand still at this time. SAND BAGS Councilman Watkins reported that there are 10,000 empty sand bags at a Jordan Maintenance Storage Shed waiting to be inspected and issued if necessary. HEALTH VIO. The Council discussed a letter received from Dr. Olaf lukk regarding a complaint Dr. Lukk received from a resident reporting health violations In his area. r � Mayor Stock directed the City Manager to check into the matter regarding o the rept from Dr, ; . He is experiencing difficulty finding a location nor his new buildin ,to store re his equipment in the ` .heavy winter.
