Present were Mayor Stock, Councilmen Bissonett, Busse, Thorkelson, Watkins, City Manager McGuire, Finance Director Teschner, City Engineer Anderson, Parks Director Mangan and Ci Sullivan. Mayor Stock called the meeting to order. The minutes of January 14, 1980 ;were reviewed.. -,MINUTES Motion by'Thorkelson to approve the minutes of January 14, 1980, seconded by Watkins and.upon a vote taken it was duly passed. ATHLETIC Parks Director Mangan reviewed the three alternative points of :access. that COMPLEX { can be used to the Athletic Complex. .The three alternatives are. 1) To { Avenue east of the bowling alley, then east to the northwest corner of the complex. 2) Mushtown Road to access road coming into the southwest corner of the complex. 3) Lyons Avenue, into the north part of the complex. Access +� from County Road 12 was also discussed. City Engineer Anderson reviewed the construction costs of each alternative. & 1) No right of way acquired, grading, gravel and sodding of the area - ap- proxrrnate cost $20,000. a� ;x 2) A right of way acquired, gravel, culverts and 'sodding - approximate cost 3) No construction costs for this area. Motion by!;Watkins to accept Staff's recommendation that the road accessto the !' Athletic Complex be via Toronto Avenue as the first choice, Mushtown Road as the second Choice and Lyons Avenue as the safety access on Y .seconded' by �¢- Bissonett and upon a vote taken it was duly passed. a PL COMPREHEN. City Manager McGuire presented updated information on the'Comprehensive PLAN fo i Plan. The revised draft of the Prior Lake Comprehensive Plan is being edited and platee� prepared for review by the City Council early in February`. This mat- erial will be forwarded to adjoining municipalities and the Staff of the Metro x politan Council for- .comment indicating hat a g public meeting in Prior Lake will be scheduled during the month of May by the Planning Commission and City ' Council. P ' -RHO S Mayor Stock and Councilman Thorkelson reported on the Suburban Mayor's meeting they attended. The basic problem is comn�nication and the willingness of MEETING cities to work with the Metropolitan Council. The league of Minnesota Cities and the Association of Metro Municipaliti -:es are two organizations which the „'. cities could be more active in. Mayor "Stock °asked -the City Manager to contact the League of Minnesota - Cities and the Association of Metro Municipalities and indicate to them that the City of Prior Lake is interested An being more active. NORTHWOOD The next itm on the agenda was the assessments on Northwood Ridges. Jim RIDGES Dunn was present. City Manager McGuire reviewed the asses snw^ -they are today... ' DOG CATCHERS Motion by'Sissonett to approve the Dog Catcher's Report for the month of REPORT December, 1979 seconded by Busse and upon a vote taken it was duly passe4.>F� ;. The City;Manager will check with other cities on their method of controlling ,. loose dogs. TREASURERS Motion by Watkins to approve the Treasurer's Report for the.month December, P' REPORT 1979, seconded by Busse and upon a vote taken it was duly passed. METRO COUNCIL City Manager McGuire announced that the Metropolitan Council will hold a meeting on February 12th at the Radisson South, Dave Durenburger will be one of the speak - ers.
