The Common Council of the City of Prior Lake,met in regular session on Mon-
day, February 25, 1980 at 7;30 PM. Present were Mayor Stock, Councilman Bis-
} sonett, Busse, Thorkelson, Watkins, City Manager McGuire, City Engineer'Ander .

son, City Planner Graser, Parks Director Mangan and City Attorney Sullivan.
Mayor Stock called the meeting to order. The minutes of February 19, -1980
were reviewed.
�MINUTES Motion by Watkins to approve the minutes of February 19, 1980 as presented,
' seconded by Thorkelson and upon a vote taken it was duly passed.

direct access onto Franklin Trail.

Y Thorkelson to approve a 15' driveway access to Franklin „Trail and ”
the location of the driveway be submitted to the City Engineer for his ap-
proval, seconded by Watkins and upon a vote taken it was duly passed.
$ "TURNKEY Mr. Jim Degiovanni from the Scott County Housing and Redevelopment Authority
HOUSING was at the meeting to discuss the Turnkey Housing Projects This project is
for Eiderl:1 %Housing. Mr. Degiovanni submitted a resolution for the Council
to approve and a cooperation agreement for the Mayor and City Manager to sign

ELDERLY The City has one elderly housing project proposal underway with Richard
tc _ HOUSING;'P.,ROJ. Zejdli,k, however, they can submit two. The Zejdlik proposal is the City's
primacy goal and should be treated as such; HUD should be aware of this when
the other proposal is sent .i'n.
RESOLUTION. Motion,by Watkins to accept Resolution 80 -6, Authorizing a Cooperation Agree-
80-06 ment, with the Richard ZejL�O]Vk proposal as the - 'City's primary goal, seconded -
by Thorkelson and upon a vote taken,it was passed. Councilman Bssonett
abstaJned. €
LAK,.ESIDE Lakeside Marina was discussed next.. Mr. Jim Dunn attended this meeting to
MARINA explain his proposal to the Council. Members of the audience and Council
i` asked,Mr:`Dunn.questions and made comments. The Planning Staff was "directed
to research what the maximum ;number of cars,,can be parked at a marina.

discussion, will look over the proposal. Ar informational meeting will then
be held to obtain a final proposal for this property, seconded by Busse and
upon a vote taken it was duly passed.

TEMPORARY The temporary outlet was discussed next and the °Watershed District members
OUTLET and Staff were present at the meeting. City Engineer Anderson explained the
route for the��flow from the pumping which_ direct the water'yto the
Minnesota River. One of the current problems is that after the water crosses
CSAH 16, it would not naturally flow to Deans Lake. without`constructIng a
`burm and a channel to divert the water to Deans Lake. If the bur' and chap
nel were not constructed; the water will flow to the east towards'�\.Ct Rd. 89.
When`'the water becomes deep enough to cross at Cty. Rd. 89 - =it wous, flow into

Some of the legal descriptions were received last Friday from the atershed
$';` District, how'6ver, they have to be signed by the property ownersr %� The Water-
shed District stated that they have not conducted a public hea /',ing on this
' project. The City advised them that condemnation cou d not proceed until pub -
