March 3, 1980 The Common Council of the City of Prior Lake met in regular session on Mon- day, March 3, 1980 at 7:30 PM. Present were Mayor Stock, Councilmen Bissonett, Busse, Thorkelson, City Manager McGuire, City Engineer Anderson, Finance Director Teschner, Parks Director Mangan and City Attorney Wells.- Councilman Watkins was absent. Mayor Stock called the meeting to order. The m1nutes of February 25 1980 were reviewed. 1 MINUTES Motion by Busse to approve the minutes as presented, seconded by Thorkelson ,. i and upon a vote taken it was duly passed. TOWER STREE Ci Engineer Anderson presented the 'information on. the Brooksville Center ' PAVING Road Improvements. The property owners have been advised of the C,,ty's,in- tent for paving of these streets. Bids were taken for this project last a fall, but were rejected because they were too high. Soil borings were taken of the subsoil on Duluth Avenue and the result was highnground water. There` would have to be placement of drain tale to get rid of the water. The same,- +� assumption was made for Tower Street. The project cost for Highway 13 to Tower on Duluth is $142,703.00 and from Tower Street to Toronto the cost for ' t paving avin is $49,868.00. Members of the audience, Council and Staff commented ' i on this matter. !' Motion by Busse requesting the City Manager to send a letter to IDS stating that,the City will not issue any type of building permits for any of the parcels in this plat until the time that the street can be brought, to City specifications. The Council considered the bid received for the 1'974 Dodge Coronet: The ,bid was submitted by John Bear, 16770 Anna Trail, SE Prior - Lake, Minnesota in t the amount of $251.00: 1974 DODGE Motion by Bissonett to award the bid to John Bear in the amount of $251.00 CORONET for the 1974 Dodge Coronet, seconded by Busse and upon a'xx,vote taken It was ' duly passed. SPRING LAKE The informational meeting for the Spring Lake Township Annexation was called U TOWNSHIP to order at 8:00 PM by Mayor Stock. Mayor Stock briefly rev,rewed the past ANNEX.TATION history of this area where the athletic complex is going to be constructed. ' FOR ATHLETIC' The City has acquired 40-'acres of land north of the Alvin Ebel arm with 'the COMPLEX possibility of buying 30 acres south of the 40 acres on the Ebel' farm. The Parks Director commented that construction of this land may start this summer r with completion 3 years from that date. Property owners from Spring Lake Township in the area of the Ebel:far�kn were =' asked to attend this meeting and voice their feelings on annexation of "the area. Five residents spoke against annexation and one in favor. Based on this, the Council decided to proceed with the annexation of the Park land ono The Council will contact the Spring Lake TownshiV,Board within 30' days"`egard -.` „ ing the final joint petition to be °submitted to the Municipal Commission,. Th , ` Council will also make a decision at that time regarding purchase of the ' additional 30 acres. The City will also need to acquire aright -of -way for the road going to the complex between Spring Lake and Prior Lake. This road is the primary road. Mrs. Joseph McNulty will be contacted regarding this as her property is on that road right -of -way. Mayor Stock adjourned the informational meeting with a 3 minute recess. Mayor Stock called the meeting, back to order. 'RESOLUTION Resolution 80 -7, Authorizing he City to g y participate in peacetime disaster 80 -7 tests in 1980, was reviewed. Y ORDINANCE` Ordinance 80 -1, Zoning map and districts were reviewed. 80 -1 Motion by Bissonett`to adopt Ordinance 807,1, Zoning map and districts, seconded by Busse and upon a vote taken it was duly passed. The City Y Manager and Planning Staff are directed to review the,'legal description ` of this area to make sure it corresponds with the James Refrigeration description. SHADE TREE Parks Director Mangan stated that he has heard from the State regarding Shade REMOVAL PROG. Tree Removal Reimbursement. Reimbursement for 1980 will be 47 %, however; in order to pass this on to property owners the.residents, must work through City contractors. They cannot hire contractors on their own and be eligible for ; State grant reimbursement. CHILORENS Mayor Stock gave a proclamation on Children's Education 1n Prior Lake to the EDUCATION local newspapers to be published.
