'Present were Ma Stock, Councilmen Busse;" Bi'ssonett, Thorkelson, Watkins `City Manager W,Guire,_City`Engineer Anderson, City Planner Graser., Parks Director Mangan, Police Chief Powell and City Attorney Sullivan. i 1 Mayor Stock called the meeting to order., The,tminutes of March 24, 1980 were reviewed. " ',The following corrections are to be made to tIhe minutes of March 24, 1980: Page 3, paragraph 1; correction of word led,/to lead ;' Page 4, paragraph 5; correction of wordsunleased to unleashed MINUTES Motion b Watkins to approve pprove the minutes of March 24, 1980 as amended, ' seconded by Thorkelson and upon a _vote taken it was duly passed,.' ' 1980 SQUAD CARS Police Chief Powell was present to discuss with the Council.- purchasing . ".w 1980 squad cars. The Police Chief has been doing research on diesel auto- mobiles and he suggested that they should try one. Prices on diesels are very competitive with gasoline models. Money will be saved on fuel costs and they will bring a"';better resale price than gasoline squad cars.' Motion by Watkins to `authorize the Police Chief and City Manager to proceedl with the acquisition.of diesel automobiles for squad use, seconded by Bis- sonett and upon a vote taken it was duly passed: 1937 GMC PUMPER City Manager McGuire reported that one bid was received for the 1937 GMC Pumper from Thomas tallahan in the amount of $500.00. 0 Motion by Thorkelson to accept thezhld of $500.00 from Thomas Callahan, sec - onded by Busse and ,upon a vote taken it was dul passed. MN /DOTS RULES City Engineer Anderson reviewed - Mn /Dot's proposed rules and regulations.. 8 REGULATIONS There will be a public hearing on their current rules with some proposed changes. Staff 'has a sixty -two page report of those regulations that are 'request available upon to review. One change that will help Prior Lake is for bridges to „'qualify for Mn /Dot funding The span length is reduced from 20' to 10' and funding will increase from 50% to 90%. After the rules are r 1A` established, changes from these rules will be done by formal request of a variance with'! an applicat "ion fee of $1,000.00 to a committee. Any monies not needed to compensate committee members shall be returned to the local l government. Mayor Stock directed the City Manager to select a representative from the City Staff to attend the public hearing and request the $1,000.00 fee be reduced. , FELLON 1ST � . City,"Planner Graser reported on the Fellon 1st Addition hardshell., Both the ADDITION Planning Commission and Council have given preliminary approval. DISEASED TREE Mayor Stock called the diseased tree assessment hearing to order. Parks HRG, Director Mangan reported on Mr. E Mrs. Bruce Jandorf's assessment. They had two trees removed, one quite large and the other small. Scherer Tree Service did the project and the cost is $1244.00. The Jandorf's were present and Mr. Jandorf stated that when he asked his builder two months earlier what the cost would be to remove the tree his builder quoted him` a price and put it in writing a cost of about $600.00, which was received from Scherer. Mr. Jandorf stated that there were no obstructions to make the job difficult and the house was quite a distance away: The Jandorf's feel the cost of the removal�,is too high. r Motion by Watkins that the Parks'Director contact Scherer Tree Service and compare the bid given to the Jandorf's with the bid given to the= City to try' establish a reason.for the different ' and to neaotiate a _prices fee for the tree removal, seconded by Busse and upon a vote taken it was duly passed, " STORM WATER City Engineer Anderson reviewed some important points in the, storm water man- -.' MANAGEMENT _;agement.plan`that the Council received a few weeks ago. He also stressed the importance of having control of the ,rater levee on the ponds in Prior Lake. When development :starts" these ponds may not drain because. of the silt going ; into the ponds fr "cm construction. Something will. have * to be done to be,able 'to control the lake and let 'excess water out. . The Council also reviewed the letter from Robert Johnson regarding the con - " troF of water on Prior L`�vke. ,COMPREHENSIVE `. Motion by Thorkelson directing Staff to prepare a comprehensive policy of POLICY_ statements and present to the, Council model ordinances relating to the con- =' °t troilof storm water in the City of Prior Lake, seconded by Watkins and upon . a vote taken it was dul passed z. To avoid t_ bookkeeping, problems, plans should be" registered before September and to get, on the tax rolls before Jan!iary. Under the circumstances there is ample time :f to file the plat without loss to the City. Staff recommends an extension to ' April 11, 1980 for filing of said plat. Mr. Sorlien' was present to make additional comments-. Motion by Thorkelson to grant an extension for filing oflihe Sorl_ien and Hoffman hardsheii_to April 11, 1.980 contingent upon payment of -the park, n dedication fee, seconded by Watkins and upon a vote taken it was duly passed. LAKESIDE AVE City Engineer Anderson briefed the Council on the findings of the Lakeside, Avenue paving matter. An informational meeting with the residents indicated thatuhe paving might not receive favorable response between Colorado Street' and Pleasant Avenue. One main concern of the residents is the current ero- sion problems of yards 'between Lakeside Avenue and the lake. The total' estimated cost is $77,955 or $27.30 per assessable foot. The current right- of width is less than 50 Bonding would be hard to acquire at' -this time. f; Council discussed this matter. _ Motion by Watkins to tabie� this matter of paving on Lakeside Avenue, until Apr 21, x980 at which time we will then have a decision on what the legis- lature is going to do and if it is negative then the City Engineer can re- search what type of alternative that can be looked into to resolve the water ' k problem, seconded by Busse and upon a vote taken it was duly passed. i J -2- l pf } MINUMIS of the Procoodiop of the Villanto Council of the Village of Prior Lk* in the County of Seen and Swn of x Mionesetn, inelwlina eU ec- unta'oudiNd by soil Council. RR CORRIDOR City Manager McGuire reported on the railroad corridor. The Scott /Hennepin ; % County Park Board will be making one final offer to the railroad to buy, the land and if this fails x they will go to condemnation. The City Manager / will report back next week on what the Park Board will do. They 'want ' the City of Shakopee and the City of Prior Lake to concur with them if they go to condemnation. ate ? - HIGHWOO.:D The developer of the Highwood Family Housing g project wiashes Tower Street HOUSINB to be paved, however, he does not own all;, of the land. He wishes the City to do the project and assess the property owners. The City is currently working on a grant for this project and with the•grant the street would be paved. If the grant does not go through, some other plan wi! 'have to' discussed. Also regarding the Highwood Family Housing project, the developer wishes a manhole put In Prior South so they could hook up to sewercand<be assessed 'the * for cost. The City Engineer feit that this is not very practical: The City Engineer:reconmended that the assume the cost of Y putting in th' sewer and water lines and have the "contractor do the work. The `Counclil "with was in agreement` this. STREET City Engineer Anderson reported that the streets are being swept'and the SWEEPING Maintenance Depaitment' will continue with the job.
