Present,were Mayor Stock, Councilmen Bissonett, Busse, Thorkelson, Watkins, City Manager McGuire, Parks Direc- tor Mangan, Finance Director Teschner and City Attorney Sullivan. ' 1 Mayor Stock called the meeting to order.- The minutes of April 14, 1980' were reviewed. ' MINUTES " Motion by Watkins to a the minutes of April 14, 1980 as presented, seconded by Thorkelsonand upon a vote taken it was duly passed. AUTO BODY City Manager McGuire reviewed the progress of clean -up at the Auto Body SHOP Shop across from St. Michaels. The owner, Dick Belfrty, was informed of the meeting. Some progress had been made, however there is st I I a large- number of auto parts on the premises... Nothing has been done about the old building and the fence that has to be put up. Dick Oelfrtey' was present at the meeting. He made additional comments re- garding what work they will be doing. r Motion'by Bissonett to authorize the City Attorney to bring legal action �. against the Auto Body Shop, seconded by Watkins and upon a vote'taken it '^ ` was duly passed. A ^' RE40LUTIONi1 Resolution 80 -09, Data Privacy Act was reviewed. City Manager - McGuire 80 -09 briefly explained the reason for this r- esolution. f Motion by Thorkelson to table Resolution 80 -09, Data Privacy and re= ' r quested., the City Attorney to review' the state law and w',th the City `Manager ` work out a suitable, resv ution., if there is a compromise.in.`nam'ing the responsible authority for the , City of Prior Lake then this course should be taken-, however, if naming the authority has to be done by resolution, then t " thfs resolution should be.:used, seconded by Busse.and. upon a vote taken it .` was duly passidi. LAKESIDE Scheduling a- public'�-heari'ng for Lakeside paving was discussed. This item - PAVING had been tabled pendi'ng�action on changing the maximum interest the Clty can pay for bonds.- It appears that the bill vi II be signed to allow the sale on bonds,-however, this:wjll not.be done until Wednesday. BOAT PATROL Councilman Watkins presented to the Council the prof em of shor`el.l.nd.pro- �{ ` F: PRIOR LAKE" tection and boat patrol Prior Lake. The main concern is °the_�wake""on the lake -and the damage it does to Lakeshore property. Deputy Gordon Gel, r haye present to make additional- comments. Deputy Gel,haye also stated'-, " that he will place the bouys out farther from shore; this will help cut down on the wake. 'Anyone that wishes bouys placed in ; a certain, area should call Deputy Gelhaye." ATHLETIC 'i,COMPLEX- Parks Director Mangan presented the grading plan for t6,40 acre athletic E rcomplex, The Pond.. 'POLICE REPORT Motion by Bissonett to approve the Police Report as submitted, seconded by Busse and upon a vote taken it was duly passed. FIRE t: RESCUE Mo'tion, Thorkelson to approve the Fire s Rescue Report as submitted, REPORT seconded by Bissonett and upon 'a vote taken it was duly passed. ' :BLDG. PERMIT Motion by Bissonett to approve the Bu_ildingPermit Report as submitted, � .REPORT seconded, by Watkiws and upon a vote taken,it was duly passed, =FINANCE REPOR Motion by Bissonett to approve the Finance Report as submitted, seconded by Thorkelson and upon a vote taken it was du passed. DOG CATCHERS Motion by Bissonett to approve the Dog "Catcher's' Report as submitted, REPORT seconded by Watkins and upon a.vote taken i-t was duly passed. _ ISLAND VIEW City Manager McGuire reviewed with ,the Council the letter received from 2ND Denny McWilliams, Al'mac, Inc. He is requesting the City'to exchange the amount of'.money he has deposited with the City in cash for installation of utilities in 'Island View 2nd Addition and Sand Pointe for an irrevocable letter of credit in the same amount as the deposit. Motion by Bissonett 'to accept Denny'McWillrams letter of credit and that Mr. Y McWilliams be made aware that payment will be made at the completion of the a project and the City is no less secure with this instrument, seconded by Watkins and upon a vote taken it was duly passed. NOW a'; HUMAN SERVICE Mayor Stock announced that there will be a meeting held on Ap.r,il. 24 1.980 at DEPT. - SCOTT 7:30 PM in the Council Chambers. Doug Hafermann will preside at the meeting. The publics P is invited.
