May 27, 1980 i The Common Counci of the City of Prior Lake met in regular session on Tues- day, May 27, 1980 at 7:30 PM. Present were Mayor Stock, Councilmen Bissonett, Busse, Watkins, City Manager McGuire, City Engineer Anderson and City Attorney Sullivan. "Zounciiman Thorkelson was absent. Mayor Stock cai1ed the meeting to order. The minutes of May 19, 1980 were reviewed. ! MINUTES Motion by Watkins to approve the minutes of May 19, 1980 as presented, second - ed by Busse and upon a vote taken it was duly passed. TR- The 1979 construction projects were reviewed: City Eng:i,neer Anderson report - ed. The railroad tracks and ties are being removed, however, the ties and tracks by road crossings will not,be taken out. The City Manager was directed to contact the railroad company and discuss this problem with them. > A`report,o'n the turn lanes on Highway 13 was given by the Engineer. "A, reply has D- been received from Mn /Dot and they stated that the earliest the - project could start is October 23, 1980, however, due to lack of funds there could be a delay. City Engineer Anderson reviewed all the construction projects for the 1979 and PR 1980 year. They are Project 78 -2, 78 -3 & 4, 78 -5, 79 -1, 79 -2, 79-3, 79 -4 and 79-5, a:ll the projects are near completion. AT E The assessment abatement request for J. D. Harris was reviewed. J,f CLIN CMr. Levy, attorney for the Shakopee medical Center, was. present-to comment on the new plans for,the proposed medical clinic for Prior Lake. City Manager McGuire commented on the letter received from the Shakopee Medical Cl inic, Should the $1,000 fee be submitted? Since this is a revised plan, only the cost incurred by the City on the new issue be charged;, either the $1,000 ' could be paid by the doctors., and a reimbursement be made on anything'over and o above the actual expenses or they be billed the actual expenses. Will the Council allow an issue of bonds less than the "new suggested" limit of ° 1 $500,000. It was recommended that the Council waive the $500,000 limit and consider . the $2001,900 bord. = : ' 1 Will the Council require a totally new application? A- application was submitted on June,19, 1979 and it is recommended that the only revisions to be' made are that i of the number of jobs, etc. and the 3 page portion of the application be amended - ` to show the breakdown of the new costs. t How w'll the project be classified? Attorney Mark Sullivan commented.
