June'9, 1980 t. The Common, Council of the City of Prior Lake met in regular session on Monday, June 9, 980 cat 8:00 PM. Present were Mayor Stock, Councilmen Bissonett, Busse, Thorkelson� Watkins, City Manager McGuire, City Planner Graser, Parks Director Mangan, City Engineer Anderson and City Attorney Lind. LAKESIDE AVE. STORM DRAIN. City ,Engineer Anderson reported'on the Lakeside Avenue storm " drainage. The drains e g problems _ ;; encountered since the pipe was installed has been caused - maiii.ty by the erosion from the unpaved Lakeside Avenue. Since the public hearing did not result in a ''go" project, other solutions are necessary. The Swale leading-to the inlet end of the culvert from Lakeside Avenue has been widened to allow easier maintenance and a sump created to help settle out silt. The sump will have to be cleaned out after substantial rains to keep it operational. Bading to contain runoff at the east side of the ° street will have to be continued. Ditching at the outlet end of the culvert- has also been i mp The t . problem will continue until the road is ulti- mate l y °'paved. ZON 1 NG 01tD. Mrs. Barnlund REQUEST "` -is a resident from Vale Circle, SW in Spring_Lake Towns"ite plat who is concerned over the City's willingness to issue building permits to 50' lots that are abutting larger -lots. CONDONS- WOOD - City Planner Graser presented the easement study of Condons- Woodale area. A ALE EASEMENT survey was done of the area which was needed in order to follow through with the Council's motion for a public roadway status for Condons St. There are ' a number of irregularities with easements in this area. These problems could be corrected along with the necessary easements for the riuht -of -way for a public Condons St. Staff suggests a public hearing for the people in the Condons-Woodale area for the purpose of acquiring this roadway as public. Motion by Watkins that Staff proceed with delineation of the minimum number of easements in this area and the City Attorney give his legal opinion whether this road is public, seconded by Bissonett and upon a vote taken it was passed. Mayor Stock abstained. TRAXLER PROP. The City Attorney is requesting Council approval for an appraisal on the Traxler t, APPRAISAL property adjacent to Watz 's Point. Motion by Watkins to authorize an appraisal on the Traxler property adjacent to Watzl's Point, seconded by-Busse and upon a vote taken it was duly passed. SANDBAGGING Mayor Stock directed the City Engineer tos. contact the Watershed,District to ; S OF SPRING LK. proceed with sandbagging of the,Spring Lake area. .SEALCOATING Motion by Busse to authorize opening of bids for sealcoating on: July 14 1980 at IO:OOAM, seconded by Watkins and upon a vote taken it was duly passed. DULUTH AVE `� Motion by Bissonett to authorize opening of bids for the Duluth project on J 'PAVING July 14, 1980 at 10:30AM, seconded by Thorkelson and upon a -vote taken it was duly passed. The street will be 30' wide, the same as Tower Street. 'LAKE ASSOCIA. Motion by Bissonett to approve the amount of $400 to be donated to the Lake 4TH OF JULY Association for 4th of July celebration and the necessary insurance coverage, seconded by Watkins and upon a vote ,taken it was duly passed. {PARKS SYSTEM Mayor Stock thanked Parks Director Mangan for the tour of the parks system that ; TOUR- was given from 6:30PM to 8:00PM this even'ing..
