The City\ F j Engineer felt that this will decrease the problem when there is heavy rain - f fall. x JIM DUNN City Planner Graser Y presented the request of Jim .Dunn for rezoning for Lake- RQONING side ;Marina. The Planning Commission recommended approval to'change the zoning from Rl to R2 because it is a basic step towards the ultimate achieve ment of the Comprehensive Plan objective and the adjoining site is already conforming (112). ` Motion by Watkins to approve the request of rezoning Lakeside Marina from Rl ` to R2 and that any other changes in the area be brought to the Council, &� Planning Commission and Staff for approval, seconded by Bissonett and upon a a _ vote taken it was'duly ,passed. RR.PROPERTY City Manager McGuire reported on the railroad property in the downtown area: '. The Homeowners Association is in the process of acquiring the railroad pro - perty with the exception of the "Station" property which is from Highway 13 ; tocMuelken Oil. An appraisal`' has been done by the Hennepin'County Parks Board. { �? S/W EXTENSION The Council stated that Mr. Dueffert has until one year from the date of the assessment hearing to hook up and if at that time he is not and wishes an extension he should contact the City Manager. - LEAGUE OF CIT Councilman Thorkelson reported on the League of Cities convention that he IES CONVENTION and the City Manager attended last week. The major issue discussed'was the energy problem. He sugges =ted that the City have the mini energy audit 1 . done. City Manager McGuire also commented and will schedule the item on next week's agenda, AUTO AODY SHOP Councilman Bissonett commented,on the Body Shop by St. Michael's Church. The cedar fence is up on three sides, however, one side is not fenced and there is still'alot of junk and cars that can be seen. The old building that has fallen in is still standing. It was requested that this item be scheduled on _next week's - agenda with a report from the Attorney's; office. JIM - ALLEN Mr. Jim Allen, Bluff Heights Addition is requesting the City to vacate a small EASEMENT area for drainage easement for his property. > >. - Motion by Bissonett to authorize the City Manager and Mayor to enter into a quit { claim deed arrangement with Mr. Allen for l foot,, by Watkins and upon a vote taken it was duly passed. SEALCOATING City Engineer Anderson requested Council approval for•p,ians for sealtcoating ( Proj:ct 80 -13). +` t Motion; by Watkins to approve the plans for sealcoating (Project $0-13) ' streets In Prior Lake, seconded by, Busse and upon a vote taken it was duly passed. City ' Engineer Anderson, reported that tried to contact the Department of Health, but the office was closed. The 'swimming beach was closed this afternoon until ' the Health Depti can determine if this has any harmful effects on people.
