June 23, 1980
The Common Counc'II of the City of Prior Lake met in regular session on
Monday, June 23, 1980 at 7 :30 PM. Present were Mayor Stock, Councia men
Bissonett, Busse, Thorkelson,
Watkins, City Manager McGuire, City Planner
Graser, Finance Director Teschner and Attorney Sullivan.

MINUTES
Motion by Watkins to approve the minutes of June 16, 1980 as amended,
seconded by Thorkelson and upon a vote taken it was duly passed.
BIDS FOR
1952 'PUMPER
City Manager McGuire reported on the bids received for the 1952 pumper.
One bid was received from
the New Market Fire Department. Fire Chief
Bob Mertens. also recommended approval of this bid.
Motion by Watkins to accept the bid in the amount of $4,500.00 from the
City of New Market Fire Department.for

Bissonett and upon a vote taken it was duly passed.
REFUSE HAUL-
ING APPLS.
City Manager McGuire reported on the refuse hauling applications for the
year 1980 -1981. Three
applications were received and everything is in
order. The recommendation is
to` approve the applications.
Motion by Thorkelson to approve the refuse hauling applications for the
1980 -1981 " sposal,
year to Lakers Di Prior Lake Sanitation and Quality
Waste Control
seconded by Busse and upon a vote taken it was du.ly passed.
MINI ENERGY
AUDIT
Finance Director Teschner' reported on the mini energy audit. The grant
application deadline for this

audit is June 30, 1980. Staff has received
a proposal from Holstad s. Associates to conduct a minf audit both
`
of City
Hall and the Ftre Hall, They will do a brief on site inspection to de-
termine
`
any measures that can be performed by the City inexpensively and
economical) to conserve
energy gy and determine the necessi of the need
fora maxi audit.

Motion by Watk.ins to authorize the City.Manager to apply for a grant from
the State for the
purpose of a mini audit, seconded by Thorkelson and upon ;
a vote taken It was passed, Councilman B! voted

CitySPlanner Graser presented the information on the Comprehensive Plan.

Motion by Watklns to adopt Resolution 80 -13, Extension Request on Submit-
ting the Prior Lake Comprehensive Plan to the Metropolitan Council, - second -,

The public hearing was adjourned and'the regular meeting was reconvened.

Mayor Stock called the public hearing to order for the Shakopee Medical Clinic::

request for revenue bonds. The public notice was read. -City Manager
McGuire opened this hearing with comments on the new proposal. The Council
reviewed the letter from Steve Mattson,' Bonding Consultant for the City. 4 7
RESOLUTION M
Motion by Watkins to approve Resolution 80-15, Revenue Bond project in the
amount of $200,000.00 for aimedical building in Prior Lake that will be ap-
proximately 3200 sq. ft.; amending Resolution 79 -28 which was a bond project
for a larger medical clinic in the amount of $700,000.00, seconded by Busse
and upon a vote taken it was duly passed.
Motion by Bissonett to. adjourn the public hearing for the Shakopee Medical
C1ini.c revenue bond project, seconded by Watkins and upon a vote taken it

City Manager McGuire reported on the railroad acquiiltton, He has talked with

a representative from the railroad company and the - representative stated
there are,only 2 or 3 small parcel (25' X 50') strips left for`sale and the
large parcel from Highway 13 to Main Avenue. They are asking $).5,0 /sq. foot
for the property.
Mayor Stock directed the City Manager to report at the Council's next meeting
on what action is being taken by the Scott /Hennepin Park Board on the _property:

There will be a meeting on Thursday evening at 7:00 PM at Five hawks re-

garding the algae problem that Spring Lake had. The Council is invited to
attend and discuss what action should be taken when this probleiwsoceurs_�agfi:.n.

City Engineer will attend this meeting.
