HomeMy WebLinkAbout07 07 1980i MINUTES of the Proceedings of the Village Council of the Village of Prior Lake in the Count of Scott and State of Minnesoto, including all accounts audited by said Council s July 7, 1980 The Common Council of the City of Prior Lake met in regular session on Mon- day, July 7, 1980 at 7:30 PM. Present were Mayor Stock, Councilmen Bissonett,` Busse, Watkins, Thorkelson, City Manager McGuire, City Engineer Anderson_ -and City Attorney Sullivan. v ` Mayor Stock called the meeting to order. The minutes of June 23, 1980 i1 were reviewed. 1.' The following are to be corrected in the minutes of June 23, 1980; Page 1, paragraph 16; . . . Add new paragraph, The public hearing was j adjourned and the regular meeting was re- ' convened.' 2 , 2; ..correction of word taken. MINUTES Motion by ThorkeIson to approve the minutes of June 23, 1980 as amended, seconded by Watkins and upon a vote ; taken it was duly passed. j= LAKESIDE MAR- NY` INA -City Manager McGuire reported on Lakeside Marina Non - Conforming Use status.1, The 60 days that Mr. Dunn was given expired July 5, 1980. The City Manager inspected Lakeside Marina this date and found the a from appearance of it improved "_. the May inspection, however, the following conditions from the City 4. t { Council Memo C, dated May 1, 1980 have not been complied with: 1) All road- ways leading to the residential areas shall be by a defined easement, and intersect County Road 21 to „the satisfaction of the County and City _Engineer. 2) All Q internal roads and parking,are'as shall be blacktop or some other dust free surface. 3) Municipal utilities (sewer b water) shall °be connected.' 4) Landscaping be done to buffer residents E'marina with Staff approval. ` In addition, the following conditions have onf i y partially been complied with: :. 1) Noon site storage, except as defined by the City 2) Adequate parking shall be provided'and prohibited on any private or public roadway 3), Boat slip rental is governed by the City Ordinances and maximum slips allowed includes all uses 4) Fuel pumps and tanks must meet al] safety standards. Mr. Wayne Miller was present and commented on the issue. Mr. Jim Dunn was also present and madh a few comments. ` Motion by Watkins that the letter received from Bryce Huemoeller on Lakeside Marina, dated July 3, 1980 be ma” part of the record, seconded by Busse and upon a vote taken it was duly passed. Motion by Watkins to direct the City Attorney to proceed with legal proce- ' edings necessary to have Lakeside Marina conform to the conditions set _forth by =` the City Council, seconded by Busse and upon a vote taken it was passed. - Councilman Bissonett voted nay. r , RR CORRIDOR Mr., Greg Mack was present from the Scott /Hennepin Park Board District to give a brief status report on the railroad corridor. The step that we are elf at right now is working with the Metropolitan Council. The Metro Council ' has approved:"funding for the CIP for the project concept that was sent to the legislature in 1979. A meeting is being scheduled by the Parks and Open Space Commission on July 21, 1980 at 3:00 PM Everyone interested in thits project and wishes the Metro Council to hear their opinions- should attend this meeting. LIQUOR LICENS City Manager McGuire reported on the Liquor License Committee meeting held HOLIDAY •prior to the Council meeting. The committee recommends approval of the 3.2 CIGARETTE LIC Off Sale License to Holiday Stationstore - located in Prior Lake,and,Staff HOLIDAY- recommends approv1 of the cigarette license. i Motion by Watkins to approve the 3.2 Off Sale license and Cigarette garette license , to the Holiday Stationstore located in Prior Lake, seconded by Bissonett and upon a vote taken it duly was passed`. 1 i PLAN. COMM.= EXPIRES John Fitzgerald and Allan Wilker, Planning Commissioners,terms expire on „! June 30, 1980. REAPPOINT PI-A :COMMISSIONERS Motion by Bissonett to reappoint John Fitzgerald and Allan Wilker as Planning Commissioners fora two year term starting July J, 1980,'seconded by Watkins ° and upon a vote taken it was duly passed.: RESIGNATION '0 WALLY JOHNSON _- Mayor Stock read the letter he received from Wally Johnson, Planning Commission.,. /:1, r y He is resigning from the Planning Commission. 'PLAN. COMM. Motion by Thorkelson to accept, with regrets, the.'resignation of Wally Johnson o from the Planning Commission and to direct the,City Manager to send `a (letter of appreciation to Mr. Johnson, seconded by Watkins and u pan a vote taken it was duly passed. Mayor Stock requested the Council to give some thought to filling Mr. Johnson's place on the Planning�Commission and contact him .if they know of someone that -- may be interested. j PLEASANT AVE.. City Engineer Anderson reported on the Pleasant Avenue extension. He recommends EXTENSION that Pleasant Avenue be constructed leaving out construction connecting to TW 13 and connect a temporary access by the Dairy Store. Motion by Bissonett that Pleasant Avenue be constructed with gravel being iut on it this summe"mi.th dust free service and the paving be scheduled =for the,?street next year. If the City signs the,,quit claim deed for ;I the original easement, the owners will Sign the new - easement.' -> �ry Motlon by Watkins to authorize the Mayor and City Manager to sign the quit claim ; -'i deed to Mr. b Mrs. George Prest contingent upon the Prest!.s° giving the City the easement., seconded by Thorkelson and upon a vote taken it was dulf� passed. PLAY'S MARA -, THON The Council discussed the request to close Candy Cove Trail Jule l2 and 13 for „ PLAY's Marathon from CSAH 44 to Eveletf`Street. P - t ' Motion by Watkins to approve the request to close -- CandyCove Trail on July 12 6 '13 July upon the for PLAY's Marathon from CSAH 44 to Eveleth Street con ppropriate Y have direct supervision from the a -Staff for the barricade of the e street, seconded by Bissonett and upon a vote taken it was ,duly passed. fNORTHW00D RD. :ASSOCIATION Mayor Stock read the letter he "received from the Northwood Road Association on the mess the Department of Natural Resources left after ;they installed the spawning bed. They are requesting the City to contact %the DNR about this # matter and have them clean up. y. _ ' Motion by Watkins to direct the City Staff to send:a letter to the DNR requesting N they take immediate action on this matter and a copy of the letter be sent to Jerry Gallagher, President of the Northwood Road'Association, seconded Busse- and upon a vote taken it was duly passed.) :. 'FULL SERVICE (MARINA Mayor Stock read the letter received from the Willow Beach Association expressing concern about the need for a full service marina in Prior Lake. Motion by Watkins that this letter be made part of the record in the file of i, t Marina use, seconded by Busse and upon j3 vote taken it was duly passed. `ALGAE ON SPR'1 GCounciiman Thorkelson reported on the meeting held a few weeks 'ago regarding the aLAKE algae problem on Spring Lake. He stated that Prior Lake's storm drainage pro- ,# - gram is a good program and is helping control problems with algae on the lake. ABATEMENT ACT - City Manager McGuire riquested Council action on an abatement for Lot 2, Block 1, c ION'ON HANNEN Hannen's 1st Addition. AUTO BODY SHOI Councilman Bissonett inquired about the progress of prosecution on the ' Auto Body Shop by St. Michael's. Attorney Sullivan stated that he will' contact Wells Anderson, who is working on'the case and report back. µ WOODYIEW PART PAYMENT City Engineer Anderson reported on the payment to Scottland, Inc. for the portion of therWoodview The amount '. project. of $7, would be reimbursed through assessments. u, y J Motion= by Bissonett to make`payment'to Scottland, Inc. in the amount of $7,692 for the por,tfon .of the Woodview`project ard that the Watershed District inspect this area, if everything is in or e r then the payment be ' ' will sent to Scottland, Inc., seconded by Watkins and upon a vote ` taken it was duly passed.
