The Common Council of the City of Prior Lake met in regular session on Mon-
day, July 7, 1980 at 7:30 PM. Present were Mayor Stock, Councilmen Bissonett,`
Busse, Watkins, Thorkelson, City Manager McGuire, City Engineer Anderson_
-and
City Attorney Sullivan.

Mayor Stock called the meeting to order. The minutes of June 23, 1980

were reviewed.

Motion by ThorkeIson to approve the minutes of June 23, 1980 as amended,
seconded by Watkins and upon a vote ; taken it was duly passed.

-City Manager McGuire reported on Lakeside Marina Non - Conforming Use status.1,

days that Mr. Dunn was given expired July 5, 1980. The City Manager
inspected Lakeside Marina this date and found the a

ways leading to the residential areas shall be by a defined easement, and

Mr. Wayne Miller was present and commented on the issue. Mr. Jim Dunn was
also present and madh a few comments.

Motion by Watkins that the letter received from Bryce Huemoeller on Lakeside
Marina, dated July 3, 1980 be ma” part of the record, seconded by Busse
and upon a vote taken it was duly passed.
Motion by Watkins to direct the City Attorney to proceed with legal proce-

edings necessary to have Lakeside Marina conform to the conditions set _forth

the City Council, seconded by Busse and upon a vote taken it was passed.

Councilman Bissonett voted nay.

RR CORRIDOR
Mr., Greg Mack was present from the Scott /Hennepin Park Board District to
give a brief status report on the railroad corridor. The step that we are

at right now is working with the Metropolitan Council. The Metro Council

has approved:"funding for the CIP for the project concept that was sent to
the legislature in 1979. A meeting is being scheduled by the Parks and
Open Space Commission on July 21, 1980 at 3:00 PM Everyone interested in
thits project and wishes the Metro Council to hear their opinions- should
attend this meeting.
LIQUOR LICENS
City Manager McGuire reported on the Liquor License Committee meeting held

to the Council meeting. The committee recommends approval of the 3.2

Off Sale License to Holiday Stationstore - located in Prior Lake,and,Staff

Motion by Watkins to approve the 3.2 Off Sale license and Cigarette garette license

EXPIRES
John Fitzgerald and Allan Wilker, Planning Commissioners,terms expire on

June 30, 1980. Mayor Stock has contacted them and they wish to serve another
two year term on the planning commission.

Motion by Thorkelson to accept, with regrets, the.'resignation of Wally Johnson

from the Planning Commission and to direct the,City Manager to send `a (letter of
appreciation to Mr. Johnson, seconded by Watkins and u pan a vote taken it was
duly passed.
Mayor Stock requested the Council to give some thought to filling Mr. Johnson's
place on the Planning�Commission and contact him .if they know of someone that

may be interested. j
PLEASANT AVE.. City Engineer Anderson reported on the Pleasant Avenue extension. He recommends

that Pleasant Avenue be constructed leaving out construction connecting to TW 13
and connect a temporary access by the Dairy Store.
Motion by Bissonett that Pleasant Avenue be constructed with gravel being iut on

Mayor Stock read the letter he "received from the Northwood Road Association on

Mayor Stock read the letter received from the Willow Beach Association expressing
concern about the need for a full service marina in Prior Lake.
Motion by Watkins that this letter be made part of the record in the file of

GCounciiman Thorkelson reported on the meeting held a few weeks 'ago regarding the

algae problem on Spring Lake. He stated that Prior Lake's storm drainage pro-

gram is a good program and is helping control problems with algae on the lake.

City Manager McGuire riquested Council action on an abatement for Lot 2, Block 1,

Councilman Bissonett inquired about the progress of prosecution on the '
Auto Body Shop by St. Michael's. Attorney Sullivan stated that he will'
contact Wells Anderson, who is working on'the case and report back.
