July 21, 1980 The Common. Council of the City of Prior Lake met in regular session on Mon- day, July 21, 1980 at 7:30 PM. Present were Mayor Stock,,Councilmen Busse, Bissonett, Thorkelson, Watkins, City Manager McGuire, Ci'ty'Engineer`Anderson, City Planner Eraser, Planning Intern Tom Burt and City Attorney Sullivan. Mayor Stock called the meeting to order. The minutes of July 14, i,'980 were reviewed. t , MINUTES Motion by Watkins to approve the minutes of July 14, 1980 as presented, ^" seconded by Busse and upon a vote taken it was duly passed. xr� LIFT STATION Mr. Lawrence Schweich was present to discuss with the Council that the City's EASEMENT FOR lift station is on his property. He would like to subdivide the property into , L. SCHWEICH two lots or have it moved. Mr. Schweich proposes to the Council that the 25 feet of road that the City owns be exchanged for an easement the lift station is on. The property would then be large enough for subdivision. { Motion by Watkins to table this matter for one week, July 28, 1980 at 7:35PMr 1 to allow Council and Staff to research this further, seconded by Thorkelson ; nd upon a vote taken it was duly passed. SIGN ORDINAINC om, Burt, .Planning Intern presented the information on the proposed sign ordinance. The Planning Commission will hold a public hearing on August 7, 1980. Council reviewed the sign ordinance and.made comments and suggestions n it. A few businessmen were present to Comment on the ordinance. AUTO BODY City Attorney Sullivan presented information on the auto body shop. He S HOP stated the legal documents will be sent out shortly for signatures. The monthly reports were reviewed.' FIRE 8 RESCUE Motion ,b Bissonett to a Y pprove the Fire and Rescue Report for the month of ;l ~ REPORT June, seconded by Busse and upon a vote taken it was duly passed. i POLICE REPORT Motion by B:Issonett to approve r'he Police Report for the month of June, sec - { onded by Thorkelson and upon a vote taken it was duly passed. _'FINANCE RE- � Motion by Watkins to approve the Finance Report for the month of June, sec- PORT .:_ onded by_Thorkel'son and upon a vote taken it was duly passed. i BLDG. PERMIT ` Motion by Thorkelson to approve the Building Permit Report for the month of ? REPORT June, seconded by Busse and upon a vote taken it was duly passed. .i t) DOG CATCHERS 'Not ion by Bissonett to approve the Dog Catcher's Report for' the month of :& REPORT June, seconded by Watkins and upon a vote taken it was duly passed. STORM DAMAGE City Manager McGuire reported on the storm damage. The City has set up a DISPOSAL FOR disposal site for brush and leaves. They are using the gravel pit at TREES 6 LIMBS Highway 13 and Main. The hours are from M -F 7 -9, Sat. 8 -6 and Sun to -6. Limbs shall not exceed 4" in diameter., Residents only are allowed to dump at the site. If anyone has larger trees or logs and they cannot get rid of ° them, they may call the City and someone will come and get the larger items. The Council discussed the damage and - why the sirens were not sounded. 1 DAVE ROSETH Mayor Stock recommended appointing Dave Roseth to she vacant seat on the TO PLAN. COM. Planning Commission. Motion by Bissonett to appoint Dave Roseth to the Prior _Lake Planning Commis i sion, seconded by Watkins and upon a vote taken it was duly - passed. v REDUCE RETAIN ity Engineer Anderson requested,Council approval of reducing retainage of AGE TO PROJE 5% for Projects 79-2, 79 and 78 -3, ` Motion by Watkins to reduce retainage 5% for Projects 79 -2, 79 -4 and 78 - seconded by Busse and upon a vote taken it was duly passed. Mayor Stock read the letter received from the Dept. of Natural re- a garding,Nocthwood Road. He has' stated that the DNR has contacted Blacktop, Inc, from Prior lake to repair the road and instructed Blacktop, Inc. to i ,..; contact the City Engineer on the details of the repair. Completion date is July 25, 1980. Mayor Stock,dlrected the. City Manager to send a copy of the letter from the DNR to the President of the Northwood Road Association. v ' SANITARY LAND A committee is being formed, by the ,Board of Commissioners, to discuss t lie 'Issue FILL SITES of sanitary land fill sites. They wish one representative from each community to r serve on the committee. Motion by Thorkelson to appoint Don Busse to serve on the Solid Waste Advisory ' Committee, seconded by Bitsonett and upon a vote taken it was duly passed.
