August 18, 1980 The Common Council of the City of Prior Lake met in ;regular session. on Mon- day, August 18, 1980 at 7:30 PM. Present were Mayor Stock, Councilmen Bissonett, Busse, Thorkelson, Watkins, City Manager, McGuire, City Engineer Anderson, City Planner Graser, Finance Director Teschner and City Attorney i Sullivan. Mayor Stock called the meeting to order. The minutes of August 11, 1980 were reviewed. MINUTES Motion by Watkins to approve the minutes of August 11, 1980 as presented, seconded by Busse and upon a vote taken it was duly passed. NO PARKING ON Council r� the petition for "Na Parking" signs on Pixie Pt;. Rd. Res- PIXIE PT. `Pixie idents on Pt. Circle,-SE requested the signs posted due to the narrow- ness of the street and the difficulty of emergency vehicles to enter the area. Some residents of the area were present at the meeting. Motion b Watkins to accept the y p petition from the residents. on Pixie Pt. Circle, SE to post "No Parking" signs on Pixie Pt. Rd., seconded by Busse and upon a vote taken it was duly passed *. *IOWARD LAKES 'City Planner Graser reported on the Howard Lake Estates Subdivision. Plan- ESTATES ing Commission has reviewed this plan and gave concept approval', however, they are requesting Council to review and to take action on denying or ap- proving the concept plat. �z Council discussed the plat with Mr. Filipp'i, representative for the owner of this subdivision. �' Motion, by Thorkelson that the Council not consider the water area as delin- . Bated in the poad,and no to use that as part of the acreage for calculat- ing the five acre tract, seconded by Busse and upon.a vote taken: It was duly passed;. r z Motion by Watkins that the Council gives concept approval.to anything that meet would the five acre requirement, comply with the motion delettog„ the water and meet the rest of', the "ordinance, -seconded by Bissonett and upon a vote taken it was duly passed. REVENUE SHAR- ING HEARING ^ Mayor Stock called the public hearing to order on the proposed use for revenue Erg F F j ;� sharing and read the 9 public notice. - Finance Director Teschner briefly sunrnerized the proposed use. At this time for 1980, we have allocated $61,658 which is approprlated1or.purehasing fire equipment and current fire - operating expenditures. ��,• _ Motion by Watkins -to adopt the proposed use plan for revenue on the „sharing basis of the input given this evening, seconded by Thorkelson and upon -a vote taken it duly was passed. WEST AVENUE City Engineer Anderson reported on the West Avenue matter. The entire gravel length of West Avenue has erosion problems due to the steep grade. Staff "has proposed in the 1981 CIP to pave the street. Maintenance has corrected ^; the catch basins so they will work property.. The railroad ties are on City property and should be removed. BLDG. PERMIT REPORT Motion by Watkins to approve the Building Permit Report as published, _second- ed by Busse and upon a vote taken it was duly passed. DOG CATCHERS REPORT Motion by Busse to approve the Dog 'Catcher's Re p assed. published, seconded b Bissonett, and u Y upon a vote taken it was .duly passed... TREASURERS x REPORT Motion by Sissonett to approve the Treasurer's report as published, seconded by Watkins and upon a vote taken it was duly passed. SALT MINE ' BLDG. DEEP Councilman Thorkelson- requested Staff to check into the salt mine building ROCK put up by Deep Rock Station, it may be in the road right -of -way on Hwy. 13`. Motion by Watkins 'the Planning, Staff check into the matter of the salt mine building by Deep Rock if it is in compliance with the ordinance, second- ed by Busse v r' and upon a vote taken it was -duly passed. t SIDEWALK AT Councilman Thorkelson requested that Staff check the steps and sidewalk that A ST. MICHAELS St. Michaels is putting in NO PARKING Council discussed the matter of posting "No Parking') signs on City streets.. SIGNS Two Councilmen expressed concern that the City shouid'set a policy of post- ing No Parking ,signs so the residents do not have to sign petitions to get the signs up where they are needed. Motion by Watkins that the Engineering and Police Department should make • ` some judgement on the roadways and post those roadways that d o not allow a r ` minimum safe lane, seconded by Thorkeison and upon a vote aken it was duly passed. SEALCOATT:NG Councilman Watkins stated that he was in town when the sealcoating was done and the performance of the contractor and Assistant Engineer Verlyn Raaen were exceptional. '.They -went in and did a workman like job in ~a hurry, had good machinery, did whatever work was necessary and went on to the next job. PAYMENT FOR FISH PT. RD. City Engineer Anderson requested Council approval of payment for ,Fish Pt. 'Road project to McNamara- Vivant u Construction. This reduces ' retainage -to $ - 0,000.00. Motion by Bissonett to approve ,payment of $60,902.20 to McNamara - Vivant Con- struction, reducing retainage to $10,000.00, seconded by Busse and upon a vote taken it was duty passed. Motion by Watkins to adjourn,,seconded by Busse and upon a vote taken it was duly passed.
