August 25,'1980 x The Common Council of the City of Pr pr,Lake met in regular session on Monday, August 25, 1980 at 7:30 PM, present were Mayor Stock, Councilmen Bissonett, Busse, Thorkelson,, City Manager McGuire, City Engineer Anderson, City Planner.„Graser, Finance ! Director Teschner and City Attorney Sullivan. Councilman Watkins was absent. Mayor Stock called the meeting to order. 'The minutes of August 18, 1980 . were reviewed. Corrections are to be made to the August 18, 1980 minutes as foliows: i Page 1, paragraph 14; and information on time and 'materials used on . 2 . 9; They went in and did . MINUTES ' _ Motion by Busse to approte the minutes of August 18, 1980 as amended, seconded by Thorkelson grid upon a vote taken it was duly passed. _ it FIRE CHIEF MI �. The two bids received for the 1975 Eire Chief's car were reviewed, Brad CAR BIDS Muelken bid $325.99 and Canby Fire Dept. bid $450.00. Motion by Busse to award the Fire Chief's car to Canby Fire'Dept. in the amount of $450.00, seconded by Bissonett and upon a vote taken it was duly i passed. RESOLUTION Mayor Stock read Resolution`80 -16, Record Retention Schedule. 80 -16 Motion by Bissonett.to,adopt Resolution 80 -16, Record Retention'Schedule, seconded by Thorkelson and upon a vote taken it was duly passed.' ASSESSMENT Mayor Stock'called -the assessment hearing to order for Anna Trail, Project HRG.-ANNA TRL 79 -2 and read the assessment notice. Front footage rate.for this project is $19.90 /FF. POST OFFICE Finance Director Teschner stated that he received one written objection OBJECTION TO prior to this hearin from h PROJECT 9 t e United States Postal Service for the Prior 4 Lake Post Office. They stated that the City cannot assess a: federal gov- �arnment.,building. Attorney Sullivan agreed, however, ,a legal opinion will be obtained from the Attorney General. Motion by Bissonett that a legal opinion be requested from the Attorney General on the fact that, the public hearing was held o \October of 1977 Y add the acquisition of the property by-the US Government was on March 10, r ;" 1978, whether or not the pending assessment would have any effect on the post office property, secondedIty Busse and upon a vote taken it was duly passed. Motion by Bissonett to adopt the assessment roll for Anna Tra 1, Project` 79-2, seconded by Thorkelson and upon a vote taken it was duly passed. Motion by Thorkelson to adjourn the assessment hearing for Project 79 -2, seconded by Bissonett and upon a vote taken it was duly passed. UPCOMING Mayor Stock reminded the Council about the meetings that will be held this MEETINGS week, one with the Metro Council and the other regarding civil defense. . ASSESSMENT Mayor Stock called the assessment hearing to order for Fairlawn Shores, : HRG.- FAIRLAWN Project 78 - s 4 and read the assessment notice. Front footage rate for „�. SHORES this project is $16.94/FF. Finance Director Teschner reviewed the process of assessing property and pointed out the changes for the Council in the assessment roll. Mr. Marvin Eggum was present and stated that he is going to appeal the assessment on his property and that his attorney would be in contact. Motion by Busse to adopt the assessment roll for Project 78 -3 & 4, Fair- lawn Shores, seconded by Thorkelson and upon a vote taken it was duly I passed. Motion by Thorkelson to adjourn the assessment hearing for Project 78 -3 } b _4, seconded by Busse and upon a vote taken it was duly passed. Mr, Dohley is living in a trailer on the constructdon site of his home on Spring Lake adjaceit to Cty. Rd. 12. This :trailer is hooked up to City sewer and water, however, it is hooked up illegally and 7 he is not billed. Mr. Dohley was given 10 days to conform with the ordin- _..; `- ante, disconnect municipal services and discontinue living in the trailer, he may store the trailer on the lot. Mr. Dohley was present and stated that he is living in his trailer on a grandfather clause because he has been living on that property Fn trailers since 1964. Motion by Thorkelson to request the Planning Commission to review this matter as a variance request according to the ordinance and extend the time limit i. until September 10, 1980 ( Council will review this on September 8, 1980), seconded by Bissonett and-upon a vote taken it was duly passed. =ASSESSMENT Mayor Stock called the assessment hearing to odder. for Fish Pt. Mayor Stock read a letter,he received from Mr. Warren isrealson expressing his ap- 71 preci'ation to Staff and the City for a good job,at an affordable cost.
