The Common Council of the City of Prior Lake met in regular session on
Monday, September 22, 1980 at 7:30 PM. Present were Mayor Stock, Coun-
cilmen Bissonett, Busse, Thorkelson, Watkins, City Manager McGuire, City
Engineer Anderson, City Planner Graser, Parks Director Mangan and City
Attorney Sullivan. r
Mayor Stock called the meeting to order. The minutes of September 15,
1980 were reviewed.
MINUTES Motion by Watkins to approve the minutes of September 15, 1980 as pre -
sented, seconded by Busse and upon a vote taken it was duly passed:
MCCARTHY WELL City Engineer Anderson reported on the statement from McCarthy Well Co.
i CO. The problem of the amount of the bill was resolved prior to the meeting.
The bill has been reduced to $20,500,00. The insurance company will re-
imburse the City $6,095.27 because the motor was struck by lightning.

payment of the bill from McCarthy Well
d Co.. for Well No. 3 in the amount of $20,500.00 to be taken out of the
water fund, seconded by Watkins and upon a vote taken it was duly passed.`
IN- The status of North Grainwood was reviewed. City Manager McGuire report
ed that the road has been blocked by the property owners of Lot 19, Grain-
wood, making the road impassabie.for emergency vehicles, City Attorney
Sullivan ,responded that a temporary injunction could be placed =on that
property and apermit could be obtained from the railroad company ,or,
n right -of -way over the sewer and water easement.

Motion by Busse to obtain a temporary injunction on the property owners
� of Lot 19, Grainwood so no further blockage of the road will occur, -

k WATERSEDGE City Planner Graser reviewed the Watersedge lst Addition hardshell. The Y.
IST ADDN. applicant is asking final approval. Sewer and water stubs are not avail-
able to Lot 3 and if they are requested, the stubs are to be put i-n at ,.
«r �„ the owners expense. All documents comply. Parks 'Director Mangan has'
x .4 determined that the park dedication fee for the property is $3;817.05•
y Mr. Trulson, the applicant, did not agree with this amount. He requests
that the amount be reduced to $2,817.05.

APPOINT PLAN,. Mayor Stock requested continuation of appointing,a member to the Planning
COMMISSION Commission until October 6,' 1980:,
The Finance report for the month of august was reviewed.

Motion by Thorkelson to accept the petition for road improvements as;sub x
muted by residents"of Condons St., seconded by Watkins and a vote ;?
taken, it was passed. Couneilman Bissonett and Mayor Stock abstained.
REA SERVICE Councilman Watkins requested that the REA be contacted about the condition`
WIRES of the overhead service wires.,, Mayor Stock directed' -the City Manager to
contact them.
