z t,; The Common Council of the City of Prior Lake met in regular session on
Monday, October 20 1980 at 7 PM, Present were Mayor Stock, Council-
men Bissonett, Busse, Thorkelson, Watkins, City ,Manager McGuire, City ' {
-Engineer Anderson, City Planner Grater, Finance Director Teschner and
,.. City Attorney Sullivan.
Mayor Stock called the meeting to order. The minutes of October i'4, 1980
were reviewed.

SIGN ORDINANC Assistant Planner Tom Burt presented the r'Councl..l�.with the proposed - sign
ordinance.^ The Planning ConMisslon,has held pubic hearings on this
:r ordinance. Councl.l reviewed the ordinance and recomnended�some, changes..
The Counc i 1 requested Staff to redo` the Fs f gn ordinance, _ Int

S/W EXTENSION Elmer Clark was present to request extension of time "to connect, to
sanitary sewer and water. Mr. Clark i`s currently i "iving in the home

'that is to be connected. He stated that he has , toup the
house,
build a basement under the house and then put in the pipes to connect.
Mr. Clark also has three buildings on this property that he uses for
storage only.

Motion by Watkins to grant an extension of time for sewer and water
hookup? to Mr. Clark's home until: July, 1 1981, forbid the use of the
three buildings for dwelling until' hookups: are made, an annual main-
tenance inspection be done by the. City every'June 'seconded by Busse

EXTENSION Mr. Marvin C. Nelson was present to request extension of time to
to sanitary "sewer and'water " Mr.' Nelson stated that this building i`s

t WA RETAINING Mr. Norbert`Traxler was present to discuss with the Council the >issue of

ON FISH the retaining wall which is continued from last weeks meet'in ,.
{ PT 'ROAD Anderson reported that the g City Engineer
po present wall is very unstable. More permanent
repair should be done with wood around the trees and sloping in areas --`
without. trees will, be less expensive in the long term. The work is the
City's 'responsibility since the wall is on City property:`
Motion by Bissonett to replace the rock wall with a timber retaining wall
along with backsloping, as designed by the City Engineer-,and understood by
Mr. Traxler, the cost of this project shall not exceed $5,165.00, seconded
by Watkins and upon a vote takenAhe following'voted' Yes; `Thorkelson, Bis-
i sonett and Watkins - Nay; Busse and Stock, and the motion passed -.
L. SCHWEICH Marlis Bluedorn asked the Council if they received the City Attorn Y y s opinion
FISH PT. RD. on the matter of Mr. Schweich -- building a home on Fish Point Road, the tot
that 1s being used for fake access.
City Manager McGuire read the letter received from the Attorney with his
opinion.
Motion by Watkins to accept the opinion of the City Attorney, seconded by
Busse and upon a vote taken it was duly passed.
ADDING AMMONI City Engineer Anderson reported on the water system. Currently, chlorine
i TO WATER' is injected In the water system and the amount is very high so that a resit''
dual can be maintained the. end of the system. The most practical - wa
h balance this is to add ammonia to the water at the well. The ammonia re-
`'' duces the amount of chlorine and lengthens the effectiveness. The cost wou'ld'
be approximately $4,000.00 with annual chemical costs remaining the same.
Motion by Busse to authorize the City Engineer to proceed with installation
of ammonia to t€,e water system at the well site at the approximate cost of
$4,000.00,contirgent upon funds being available, seconded by Watkins and upon
r a vote taken it was duly passed.
EXCAVATION b
RECLAMATION The Excavation and Reclamation Ordinance was tabled until next week.

1980 AUDIT Motion ;by Thorkelson to authorize Staff to solicit bids for the 1980 audit,
seconded by 'Watkins and upon aovote taken it was`'duly passed.
TURN LANES 0 City Engineer Anderson reviewed the request from'Mn /DOT for engineering 0 , 11ani
RCNGEBONT "6 for turn lanes. Mn /DOT has scheduled the turn lanes for next year and would
CSAH 44 like the City to return the completed plbns'to them. They wi`II pay for the
construction engineering. Work done to --date is, non - reimbursable:. Scott
k County's portion of the btll for CSAH 44 and the C'Ity's It for Aldgemont. -..;
4 x Staff feels that the plans should be turned in to Mn /DOT and receive re m-
bursement from the,County and make the payment to OSM.
Motion by Watkins to authorize the engineering plans for turn lanes' on High-
_ way 13 be turned into Mn /DOT and the City proceed to submit to.Scott County
a bill for the portion of CSAH 44;,the..City's blfl Jor: portion of 'Ridg", nt
j along with payment from the County be sent in to -0SM, "seconded by Busse and
upon a vote taken it -was duly passed. The City Engineer was directed to
attempt to get the completion date for this
� project from Mn/DOT.",
BUILDING PER The Council reviewed the olic on buildin

., was.held on the requirements for buil''ding permits.
Motion by Thorkelson to double the building permit fee for those who fall
to taker out a building permit, seconded by Watkins and upon a vote taken
all voted nay and the motion failed.
5t c Staff was directed to review the policy once again and to follow the Uniform

The ,monthly reports were reviewed for the month of September.
