The Common Council of the City of Prior Lake met in regular session on
J Monday,.,October 27, 1980 at 7:30 PM. Present were Mayor Stock, Council
men Bissonett, Busse, Thorkelson, Watkins, City Manager McGuire, City
,Engineer Anderson, City Planner Graser, Parks Director Mangan, FinanCe
Director Teschner and Attorney Sharon Nelson.
Mayor Stock called the meeting to order. The minutes of October 20', 1980
were reviewed.

SNOW PLOWING City Eng=ineer Anderson commented on the snow plowing specifications. The

VFW GAMBLING City Manager McGuire recommended approval of the VFW Gambling and Bingo

Aggregate on the'Athletic Complex. The grading was completed August 8,1980

Mayor Stock directed the City Planner to ma0k the plat'Exhibit A and date:it
October 27 ,.1980.
' Motion by Thorkelson to approve the preliminary plat contingent upon:
1) Grading plan be submitted prior to hardshell,
2) Connection be made for utilities to 'Franklin Trail, with all utilities
in the-right -of -way,
3)= Park be waived because the plat was previously recorded,
4) Meat'engineering specifications forethe,City,
seconded by Busse and`upon a vote taken it was passed. Councilman Bissonett o.
abstained.
VARIANCE FOR City Plannar reviewed the request for a variance to bui'hd a metal

n Steve Friendshuh, Manager of Prior Lake Lumber Co. was present to comment
and answer questions the Council had. He stated that the building will
be the height of the exist'sng building, three sides and one open end, the
existing fence will have bushes planted for screening. The additional build -

DOUG CARLSON City Planner Graser reviewed the request of Doug Carlson, conditional use per-
mit,appeal. The Planning Commission met on this chatter and denied the "request
because it would not fit'in the established'residential characteristics of the
neighborhood and four or five residents opposed the plan.
Mr. Norm Erickson, representing Doug Carlson, commented on the plan, construction

of two family homes, side by side, on one lot. This -.plan would not only save
ener,gy, but the homes would be more affordable.

Council commented that although this plan is very good and is something that

will be seen more, it does not fit with the characteristics of the neighbor-
hood. Also, the current ordinance does address this type of

also stated that Mr. Carlson 's plan could fit in some area of Prior Lake and
he should not be discouraged by their decision tonight of this particular area

S/W RATES Finance Director;presented` the information on the sever and water rates for
next ; year.. The rates would have to be increased 54.5%.to` make the fund self-
sufficient, however, that large of a percentage increase all at once is too-
high. There should be an 18% increase next year and the rates be reviewed'on
U an annual basis.
Motion by Bissonett that the 18% increase of sewer and water rates be effective
January 15, 1981 and reviewed on an annual basis, seconded by Thorkelson and
upon a vote taken it was duly passed.
Mayor Stock stated that Staff should review the matter.-of people on fixed in-
comes and how this increase would effect them.
