November 3. 1980 t The Common Council of the,City of Prior Lake met in .regular session on Mon- day, November 3,:_1980 a at 7 :30 PM. Present were Mayor Stock, Councilmen Bissonett, Busse, Thorkelson, City Manager McGuire, City Engineer Anderson, City Planner Graser, Finance birector Teschner'''and City Attorney Sullivan. Absent was Councilman Watkins. Mayor Stock calle'& the meeting to order. The'minutes of October 27, 1980 were reviewed. MINUTES Motion by Bissonett to approve the minutes of October 27, 1980 as presented seconded by Busse and upon a vote.taken it was duly passed. SCOTT CTY. i HRA b RESOL. Doug Spiotta, Director of the Scott County Housing and Redevelopment Author - ity, was to 80-23 , present request Council ap the Scott County Board of Comnissioner t ndertake l acommunity , deve sto opmentg block grant program with;in'the corporate limits of Prior Lake also and to approve the community. development block grant program 1981 joint cooperation agreement. 9 Motion by Busse to ALtthorize the Mayor and City Manager to, enter r -into agree - ment with Scott County for the � community development block grant program 1981 .. Joint cooperation agreement, seconded by Thorkelson and upon a vote taken it duly was passed. �.~ Motion by Thorkelson to adopt Resolution 80 -23, Autho,rizingothe Scott County Board of Commissioners to undertake a community development block grant program within the corporate "limits of Prior Lake, seconded by Busse and u o' a vote taken' it,,, was duly passed. F n EXCAVATION .� 6 RECLAMATI The ordinance_on Excavation and Reclamation was 'reviewed. Council reviewed each page and recommended J ORDINANCE some changes. After a'lenghty discussion, the Council - tabled this ordinance and directed Staff ' to proceed"with an outline of the ordinance then submit it to the City; Attorney for his review and then bring it back to the Council. PCA ON INCIN City Planner Graser commented on the letter received from the Pollution° ERATOR AT Control Agency incinerator o MALL the at the Brooksville Mail.; The = incinerator meets the standards of the P.C.A. Planner Graser stated that in our ordinance It states the City shal`I1 issue a permit for incinerators,' however, the City does not have the equipment nor'expertise to inspect the incinerator and therefore should not issue a permit and charge a fee. As long as the incinerator meets P.C.A.- standards, it is meeting City p+ O standards. Staff was directed ' X to prepare an amendment to the ordinance that states the City shall issue . a permit for incinerators, and submit this amendment to -the City Attorney for his review he so may y prepare a new ordinance.... .. City Manager McGuire was directed to check with other communities on how they handle this matter and then report back to the Council if necessary. METRO COU NCO t CITY OF Council reviewed the letter from the Metro Council regarding the City of Shakopee and their progress j $ = SHAKOPEE CAB with Cable T.V. Mayor Stock commented that Shakopee is about 6 -7 months ahead in planning for Cable LE T.V. PRO- t GRESS T.V. than Prior _ Lake. Mayor Stock will contact the Mayor of Shakopee and discuss .their { progress and also contact the City of Savage to see how they are coming in their planning, ' t' MOVIon by Thorkelson that the City Council has no objection to the material send to the Metro Council regarding Shakopee's fable T.V. progress, however, the`Metro Council is requested to consider having the Cable T.V. service' a�Cen was�ufy i s a City of Shakopee. seconded by�Busse, upon a`.vote ? -- The City _Manager was directed to send a letter to the Metro Council, C'ty.of. The United States Department of Land Manag` would like to transfer the land LAKE to the City. There are three island' the federal government owns, anisland by Shady Beach, an island in and an island -in Kneafsey's Cove. BUREAU OF LAND ;MANAGEMENT Motion by Bissonett to send a notice to the Bureau of Land Management that the City of Prior Lake wishes them to conti to control their'' property on the lake,of Prior Lake, seconded by Busse and passed. upon a vote taken i't was duly 1ST. MICHAELS �BINGO PERMIT City Manager McGuire requested for St. Michaels Church a temporary Bingo per - mit so they may have a turkey bingo. The City Manager recommended that the ordinance requirements be waived for that one`day. Motion by Thorkelson to waive the requirements of the Bingo Ordinance for•the. one day that St. Michaelis is`having their ,turkey bingo, seconded by Busse and upon a vote taken it was duly passed.
