January 26, '1981 The Common Council of the City of Prior Lake met in'regular''session on Monday, January 26, 1981 at 7:30 PM in the;Council Chambers. Mayor Stock called the meeting to order'. Present were Mayor Stock„ Council- men�Bissonett, Busse, Thorkelson acid Watkins, City Manager McGuire, City Engineer Anderson, City Planner Graser and City Attorney Sullivan. MINUTES Motion by Watkins to approve the minutes of January 19, 1981 as sub- 0 n mitted, seconded by Thorkelson and upon a vote,taken it was duly passed. a LORDS /MARTIN- Mayor Stock briefly reviewed what has taken place so far on the Lords, . SON ISLD. BRi. Martinson Island Bridge. i City Engineer Anderson reported on the bridge replacement program which Mn /DOT offers; the Lords, Martinson`lsland Bridge is eligible for this grant. Thru the program, 100% of the bridge is covered by the grant, However, engineering, soil investigation, removal of the existing struc- and approach grading and paving costs are not included. Roger Cole, for the engineering cons - ulting firm of Bakke, Kopp, Ballow and McFarlin, i nc., was present to answer any questions. z Residents living in the area were invited to this meeting to discuss the bridge and iVthe City should proceed with obtaining a grant. There were many questions regarding assessments. The residents felt that non- residents should also be assessed and not just the residents in the.. j bridge area. Motion by Watkins to direct the City Engineer to provide the Council with cost estimates for core borings of the abutments and soil borings, ; and also give Staff the opportunity to review the assessment policy. If'the cost estimates are i'n reason, then these.boring4 can:be' done. Another meet=ing wi ll be scheduled Qlh the neighborhood and this infor- - mation,.wil -1 be shared with then,and discuss the next :step to be taken, , seconded by Thorkelson and upon a vote taken it was duly passed. _ ELDERLY HODS- Scott Count. HRA, was present to discuss with the Mr. Doug Spiotta, y , ING PROJECT Council the Elderly Housing Project. Plans were shown to the Council. ` City Planner Graser requested Council action for approvat a variance ' for the 40 units, and the authority to work with the developer on a parking scheme. Motion try Watkins to approve the variance request for the 40 unit Elderly Housing Project for Tract A, Lot 1, 'Block 2, Brooksville Hiiis 6th Addn. on the basis of: 1) consistancy with the accepted comprehensive plan, 2) density variance was given to a previous site for the same u.`e, 3) it Implements Prior Lake's Housing Plan, IF) not detrimental to the property values of the immediate area, 5) the intensity and generated activities '. of the use is lower because of less automobile traffic, the age of the residents and overall people interaction, 6) the facility"is�'�owned and c.. managed by the Scott County HRA, seconded by Thorkelson and upon a vote „s -� taken it was duly passed Motion by Thorkelson that Staff negotiate with the HRA, HUD and developer for the purpose of developing parking spaces on the basis of; 1) staff anticipates a variance will be filed to reduce the number of spaces, 2)_, auto ownership among senior citizens is much lower as,compared -to the general population, seconded by Busse and upon a -vote taken i•t was duly passed. - BIDS FOR 80-14 City Engineer Anderson reported on the bids .that were received on January 21; 1981 for Tower Street, Project 80 -14. Three solutions, which under MNEY m most conditions should alleviate the problem are: 1) convince Mr. Bennett not to burn when the wind blows from the west, 2) attach a large metal plate '- to - the east side of the smoke stack, which would tend to dissipate the smoke to a degree when the wind is from the west, 3)extend an 8' section to the existing stack. However, a damper would have to be installed. This would allow warmer air to be stopped in the stack creating a draft. Mn David Bennett was present and made a few comments.. Mayor Stock stated that he doesn't understand the problem; if good burning materials and pro- cedures are being used, it should not cause a problem. The City Council felt they, should not get involved in this matter and the neighbors should F t try to solve the problem. ' T TREASURERS M Motion by Watkins to approve the Treasurer's Report for the month of December, REPORT 1 1980, seconded by Thorkelson and upon a vote taken it was duly passed.,, i i ,WATERSEGGE C City Planner Graser requested a public hearing date be set for Watersedge t r 2nd ADDN. 2 2nd Addition. F F ' Motion by Watkins to set the public hearing date to February 17, 19WA't 8:30 PM for Watersedge 2nd Addition, seconded by Thorkelson and upon, vote taken it was duly passed. ;PERMANENT Councilman Watkins requested Staff to prepare a letter reaffirming the City's - OVERFLOW support for the need of the per overflow; this letter then would be submitted to the County Commissioners.
