February If, 1981 n The Common Council of the City of Prior Lake met in regular session on .! Tuesday, February- 17 ,1981 at, 7:30 PM in the Council Chambers. Mayor Stock called the meeting to order. Present were Mayor Stock, City Manager' McGuire, Councilmen Bissonett, Busse, Thorkelson, and Watkins, City Plan - ner Graser, Parks Director Mangan, Finance Director Teschner and City` Attorney Sullivan. , MINUTES Motion by Watkins to approve the minutes of February 9,, 1981, seconded b - � Busse and upon a vote taken it was dul P Y passed. WATERSEDGE The conditional use request for Watersedge Tcownhomes was reviewed. City TOWNHOMES Planner Graser presented the information to the Council. Mayor Stock re- r USE quested the City Planner to mark Exhibit A, 2/1.7181 on the p.lat•s of the f( site and topography, Exhibit 6,.2/17/81, on the drawings showing;radi �f suggestions, and Exhibit C. 2/17/81, on the landscaping plan. Mr. John Fitzgerald, developer for this, project, was present and showed the Council colored drawings of the buildings exterior and landscaping plan. Mr. Skip Sorenson, architect for this project, was present and brought additional drawings of the project, City Planner Graser stated that two stubs could serva the westerly four units., There are two options for the remaining six units. The first;op- tion would require a developers agreement whereby the utility lines would be public with the necessary easements and proper sizing. The second option is installing extra stubs and serving each unit.individually from the street. This option would: not require a developers agreement. greement. All costs in each case are the responsi,bil of the developer. ' The nail s,to the north were concerned about the appearance and visi- bility to the lake. The City Planner is also concerned about:.the radius when entering the area. It was agreed upon by the developer and Council that the building on the west be moved 10' to the south and 5' to the west. This way, landscaping could be done on the property ° and the radi be n- tained. Motion by Watkins.to approve the cond1tional use Contingent upon— 1) landscaping and radi be incorporated into the plan by moving the west- erly building 10' to the south and 5_! to tKe west, 2) approval of the conditional use does not gi.ve,approval to:the.907 ele— vation, 3) restrictive covenants be subject to review by Staff prior to the hard - ,. shell; plan to install utility lines. to the six units seconded by.Thorkelson and upon a vote.:taken it was duly passed. , PLMBG LICENSE City Manager McGuire commented on the request for a plumbing, license from 1 .. Aarons Plumbing, and recommended,approval. Motion by Busse to approve the plumbing license for Aarons Plumbing, sec", onded by Bissonett and upon a vote taken it was duly passed: °~ 4th Quarter Finance Director Teschner reviewed the 4th Quarter Budget Analysis with Budget - the Council. To accommodate an adequate working capital situation, the capital outlay funds for Walker and Pleasant has been allowed to lapse into the generai4und. Also, due to the fact that revenues were slightly under what was anticipated, equipment capital outlay for the Fire Dept -. was also lapsed. Motion by Watkins to accept the 1980 Budget Analysis for the 4th Quarter, seconded by Thorkelson and upon a vote taken it was duly passed. Permit Motion by Watkins to approve the Building Permit Report for the month of Report January, seconded by Thorkelson and upon a vote taken „it was duly passed. 'DOLLARS FOR ' Counci Bissonett commented on the meeting he attended on Dollars for SCHOLARS Scholars. There were several people in attendance representing different groups and organizations i,n the City. The next meeting, is scheduled for March 2nd, perhaps the Council could endorse this program with a resolution to be published in the paper before the meeting. Mayor Stock directed the City Manager to prepare a resolution to endorse the Dollars for Scholars program. yWATERSEDGE Mayor Stock called the public hearing to order for Watersedge 2nd Addition ;SUBDIVISION at 8 :30 PM. The published notice was read. City Planner'Graser reviewed the subdivision proposal. Each unit will be on one lot and the remaining I will be an- outlot, this area could be maintained by an assoclation or group. Motion by Bissonett to give preliminary plat approval to Watersedge 2nd,Ad- ' dition contingent upon; l l) prior to 'final approval, a storm water drainage plan be submitted, i 2) 'the 907 elevation is, not approved, j ” 3) the conditional use expires In.one,year, i 4) utility lines plan be finished prior to final approval, 5) the building on the west be moved 10' to the south and 5' to the west, seconded by Busse and upon a vote taken it was'duly passed. Motion by Watkins to adjourn the public hearing for Watersedge 2nd Addition, ? seconded by Thorkelson add upon a vote taken it was duly passed. {Hockey Assoc Steve Marlette was present from the Hockey Association to discuss the con- dition of the ice, rink warming houses and lighting on the Prior Lake rinks;. Approximately six to eight other members of the association were,present to comment. r Mayor Stock_ suggested that Mr. Marlette contact other members of ? ,the Hockey Associ before'Ju and for s ome f or ma in - off the lights. This would give the City time to budget funds for additional help in maintaining the rinks.,_ IOM WATKINS - Councilman Watkins announced his resignation from the Orderly Annexation Com- ;ORDERLY ANNEX mittee and'suggested that City Planner Graser,be appointed.
