The Common Council of the City of Prior Lake met in regular session on
Monday, February 23, 1981 at 7:30 PM in the Council Chambers. Mayor
Stock called the meeting to order. Present were Mayor Stock, Councilmen ,
Bissonett., Busse, Thorkelson and Watkins, City Manager McGuire, City ,
Engineer Anderson and City Attorney Sullivan.
MINUTES Motion by Busse to approve -the minutes of February 17, 1981, seconded by

F Watkins and upon a vote taken it was duly passed.
ST. MICHAELS Mr. ,Sean Dennehy was present to request a bingo license for St. Michaels
�N BINGO LIC. Church for their Aprilfest. Aprilfest will be held two days, April 25'J9
26th and all profits and procedes wi go to the church.
` Motion by Watkins to approve the Bingo License for St. Michaels Church
Aprilfest to be held April 25 b 26th, and that the matter of submitting
data he waived and the permit fee be reduced to $1.00, seconded by
Bissonett and upon a vote taken it was duly passed.

SCOTT COUNTY City Engineer Anderson reviewed the Scott County Solid Waste Plan with
F SOLID WASTE the Council. The Scott County Solid Waste Master Plan was sent to the
PLAN City; the City is requested to comment on the pan. Scott County must
locate four sites for solid waste disposal, and one site for the disposal
of demolitio6 debris. If other counties provide sufficient facilities,

there wouldn't be any need for Scott County to develop ddditional facil-
ities because the Louisville Landfill, serving only.Scott County, would
have capacity up to the year 2000.

County Commissioner Doug Hafermann was present to zomment"on this item
also. He commented on Ramsey and Hennepin Counties and that they may be
unable to come up,with the five disposal sites
No action was taken by the Council at _this time.
CTY. RD. 12 Commissioner Hafermann commented on the county roads that will be let {
RNIILROAD this spring for construction. The railroad property was also discussed. i
PROPERTY Hennepin S Scott Counties would like to purchase the:jland for a trail
system. Mr. Hafermann also mentioned that he to ked to the`State about
the speed limit signs on County Road 12. The speed Ftmit signs will stay
as�they are; the State Highway Dept. stated that hatf;thi.1raffic on
that road shoul be given speeding tickets. No changei,wii1 be made on
the signs until the traffic, speed is controlled.` The City Manager was
direcEed to talk with the Police Chief on this matter. The City Engine -
6 wads directed to check with the County Engineer on the area where Cty.
Rd. 12 and Highway 13 meet. Trucks and four -wheel drive vehicles are
passing on the right side of the -road.
RES. 81-2 Resolution 81-2, RE: Reduction in State Aids was reviewed. Mayor Stock
requested two changes to the resolution, change political ploy to pro -
- , posal and add be it further resolved that copies shall be forwarded to 1
the area Senator and Representative, all Scott County municipal mayors,
and the County Commissioner, and the League of Minnesota Cities. i
Motion by Bissonett to adopt 81 -2, RE: Reduction in State Aids,
as amended, seconded by Thorkelson and upon a vote taken it was duly passed..
RES. 81-3 Resolution 81; -3, RE: Dollars for Scholars Program was reviewed. Council-
man Bissonett commented on this and the committee's next meeting is sche
duled for the 2nd` of March, 1981, at 7:30 PM it the Scott -Rice Telephone
Building.
Motion by Bissonett to adopt Resolution 81 -3, RE: Dollars for Scholars
Program, seconded by Watkins and upon a vote taken it was duly passed..
