The Common Council of the City of Prior 'Lake met in regular session on Mon
r
day, March 23, 1981 at 7:30 PM in the Council Chambers. Mayor Stock calied
`
the'meeting to, order.` Present were Councilmen Bissonett, Busse, Thorkelson
}
and Watkins, City Manager McGuire, City Engineer Anderson, City Planner
?
Graser and Attorney Ted Sullivan.
The minutes of March 16, 1981 were reviewed.

Motion by Thorkelson to approve the minutes of March 16, 1981 as presented,
it was duly C

seconded by Watkins and upon a vote taken passed..

BUD MILLER
The Council continued discussion on the Bud Miller conditional use request.
Mr. Miller was present and reviewed his site plan with the Council. The
Council's main concern was whether major boat repai`s were going to be
'done °and what would be stored outside.

Mayor Stock asked that the City Planner mark.the plan, from.Mr. Miller,
Exhibit A and dated March,23, 1981.
Motion by Bissonett to grant the conditional use permit to Bud Miller for

the parcel of land legally descri -bed on the application', contingent upon;
1) fencing landscaping, lighting and parking be planned as per Exhibit A,
dated March 23, 1981.
2) dust control material's are mandatory and are to be used for..the parking'
and fenced in, area.
3) the area fenced in is to be used for new and used boat sales that are
,
in clean and operable condition, incidental maintenance and.-riggi' - 11 is
permitted, and accessories, such as a lift and a dock, riay be displayed
during the normal boating season.
4) the conditiona use permit be reviewed in,one year.
5) the parking area�:,be paved by June 30, 1982 and the areas
to be paved be
reviewed at the;,time of the conditional use reviewal,
seconded by Watkns and upon a vote taken it was duly passed.

use of property under local zoning regulations.
Mayor Stock directed the City Manager to�' prepare a resolution for th\ next

meeting that the Council \is not opposed ;to lower cost housing, however,,
.
they do have concerns over`l',this bill.

City Engineer Anderson updated the Council on what'has taken place with

HAROLD
Ordinance -2, Houle Boats on the Lake. was reviewed by the Council. Mr.
HOUSEBOAT ORD.
Harold Deflwo was *esent`to req?iest a conditional use to this ordinance.
The City Attorney stated that this \ordinance is not a zoning ordinance, it
dealt with.publ waters. Therefore, no exceptions can' be made. The pur-
pose of the ordinance is from a public health and safety point:

GARBAGE ON
Councilman,Thor.kelson requested that something be done to stop residents

from.dumping their debris and garbage at Lakefront Park.` Mayor Stock
PROPERTY
stated that the City Manager is checking \out this matter. The City Engineer
s tfat e;fthat No Dump `sng signs wi11 be put up at' Lakefront Park, Sand

'Point area and Shady Beach area. The maintenance crews will also cleanup
the areas.

John Trulson was present and requested the Council to ask the
resident of
the old Clinton Todd residence to
clean up the mess. Mayor Stock
directed

the City ,P;ianner to look into this
matter. City Planner Graser
stated that
there may be new owners of that property.
The City Attorney
recommended
that these people be informed of
the issue on this property.
