day, April 6, 1981 at 730 PM in the Council Chambers. Mayor 'Stock c #'i1led
the meeting to order.' Present were Councilmen Bissonett, Busse, Y,h rkelson,
Watkins, City Manager McGuire, City 'Engineer Anderson, City Planner Graser,
and'City Attorney Sullivan.
The minutes of March 23, 1981 were reviewed.

onded by Busse and upon a vote taken it was duly passed..

HOWARD LAKE
City Manager McGuire reported on the attorney's opinion on whether or not
ESTATES
the pond area should ;be included in the total acreage calculation. The
pending area_ being discussed is the Howard Lake Estates. It Is the attor:-
ney's opinion, based upon an analysis of the definitions set forth in the
City Ordinance, that the`Prior`Lake Municipal Code does indeed exclude water/
pond areas from the minimum lot size calculation. Mayor Stock requested
this letter, dated April 3, 1981 from Attorney Sharon Nelson,.. ex-

M r. Jim Filippi, representing the owner of Howard Lake Estates, was present
a nd reviewed the map of Howard Lake Estates. This 22 acre area is requested
to be divided into six lots.

T he Council discussed this plat and all agreed that the 22 acres should be
divided into five lots, instead of the six,, on the basis of using the
clustering as shown on the map presented and the extra lot be removed.

Mayor Stock requested the map be marked Exhibit A and dated 4/6/81 and be
made part of the record.
Motion'by Bissonett to deny the plat as presented of Howard Lake Estates,
Exhibit A, based on the city ordinance of five acre plats, the letter of
the city attorn on excluding pending areas from the minimum lot size

BOUDINS MANOR
City Manager - McGuire reported on the assessments for Outlot A,, Boudins Manor

5th ADDN.
5th Addn. In the 10/;71/77 Council minutes, the motion states to approve
ASSESSMENTS
the city manager's recommendation on the assessments for Outlot A, Boudins
Manor 5th Addn. However, the recommendation was not included in the minutes.

Motion by B,issonett to make the memo, date& 4 /1/81 regarding Outlot A,

Mr. Don Williams was, present and made a few comments regard'ing this matter

RESOLUTION 81
- Mayor Stock read Resgiution 81 -7, Re: Manufactured Housing. After Council

Motion by Watkins to adopt Rdsolution 81 -7, RE: Manufactured Housing, as
amended, seconded by Thorkelson and upon a vote taken.it was duly passed.
HOLLY COURT
Mr. Scnaeich was not present at the meeting for the discussion on Holly Court.
Motion by Thorkelson to table the Holly Court item indefinitely until Mr.
Schweich approaches Staff on the matter, seconded by Busse and upon a vote
taken It was duly passed.
