USE REQUEST r' E April 13, 1981 The Common Council of the City of Prior Lake met in regular session on Mon- day, April 13, 1981 at 7:30 PM,in the Council Chambers. Mayor Stock called the meeting to order. j.Present were Councilmen Bissonett,, Busse, Thorkelson, Mayor Stock, City Manager McGuire, City Planner Graser and City Attorney Sullivan. Absent was Councilman Watkins. x The minutes of the April 6, 1981 meeting were reviewed. One correct4 is to be made on page 1, paragraph 7; remove, and that one extra lot is being allowed because of clustering Motion by Busse to approve the minutes of April 6, :1981 as amended, seconded by Thorkelson ana upon a vote taken it was duly passed. Mr. Pat Ferris, member of the Community Center Committee, was present to re- view with the Council what the Committee has done this far on Phase it of the Project. The Committee sent out letters to various architectural firms inviting them to submit on Phase it of the Project. The Committee then selected three firms to interview and chose Close Associates to be recommended to the Council. The Committee's recommendation is that the Council authorize the appropriate City Officials to enter into a contract .. with Close Associates to assist with the completion of Phase 11 of the Pro- ject. ar Motion by Bissonett to authorize the City Manager and Mayor to sign the ap- propriate- : documents for contract with Close Associates to complete Phase ii of the Community Center Project with the fee not to exceed $5,000.00, sec- onded by Thorkelson and upon.a vote taken it was duly passed. Ordinance 81 -,3, Classification of Liquor License; and fees, was reviewed'. The Council requested the classification of licenses to be five kinds in- stead of four, and that the existence of a club for a club license, be re- duced to 15 years. Councilman Bissonett stated that this club license, as stated in the ordi- nance, can be issued only to clubs that have been in existence in Prior Lake for over 15 years. if a club,such as Elks or KCs organize in town, they would not be eligible for a club license.. He felt this should be changed. City Attorney Sullivan stated that this ordinance is in the State Statutes and {the legislature can only change it. s, Motion by Thorkelson to adopt Ordinance 81 = 3, Classification of Liquor Lic- ense and fees, as amended, seconded by Busse and upon a vote taken it was J ` duly passed. The Conditional Use request for a utility bu- ilding by Northwestern Bell was discussed. Mr. Bob Dokken from Northwestern Bell was present. Mr. Foster, purchaser of the Dahl.gren property and Karen Bothoff were present also. At a previous meeting, Council directed that the Bill Marshall pro- perty be appraised. Mr. Marshall was willing to sell the property to NW Bell and the City. However, after the appraisal had been done, Mr. Marshall decided that he really did not want to sell and is asking quite a bit more for the property than it was appraised' at. Another land owner is Denny McWill"ams. Mr. McWilliams property, in Sand Pointe Addition, is next to the Dan Dahigren property; Mr. McWilliams stated he would sell that proper- ty. The Dahlgren's property is for sale, and Mr. Foster, who is in the process of purchasing the property, does not object to the utility building " l being built. Mayor Stock' requested the plan of the utility building site be marked Exhibit A, dated 4/13/81 Moti.on by Bissonett,to_ grant the conditional use permit to Northwestern Bell for the utility building per the plat plan marked Exhibit A, 4/13/81, seconded by Thorkelson and upon a vote taken it was duly passed. Mayor Stock stated that he would like to see an effort made by Northwestern Bell to work with the property owners that will be purchasing the Dahigren property.f " 1 �, MINUTES of the Prec odinp of the Village Council of the Village of Prior Lake in the County of Scott and State of Minnesota, including all accounts audited by said Council. ## t� EQUALIZATION City Manager McGuire recommended that the date for.the Equalization meeting MEETING DATE be set for Monday, May 18, 1981 at 7:30, PM. Motion by Thorkelson to set the date for the Equalization meeting for Monday, " May 18, 1981 at 7:30 PM, seconded by Bissonett and upon a vote taken it was duly passed. l SEWER SERVICE Mayor Stock stated that there will be a Sewer Service Advisory Board meeting ADVISORY BRD.'on April 29, 1981 at 7:30 PM at the Eden Prairie City Hall. The Board is looking for a representative from Prior Lake. Mayor Stock stated he will report back next week on this. The following invoices are scheduled to be paid on Tuesday', April 21, 1981: Misc.
