April 20, 1981 The Common Council of the City of Prior Lake met in regular session on Monday, April 20, 1981 at 7:30 PM inthe Council Chambers. Mayor Stock called the meeting to order. Present were Mayor Stock, Councilmen Bis- sonett, Busse, Thorkelson, Watkins, City Manager McGuire, City Engineer Anderson, City Planner Graser, Parks Director Mangan and City Sullivan. 4 The minutes of April 13, 1981 were reviewed. One correction is to'be made on Page 1, paragraph 8; remov the sentence Councilman Bissonett voted in fa vor, but with reservation. MINUTES Mo , tion by Thorkelson to approve the minutes of April 13, 4981 as amended, seconded by Busse and upon a vote taken it was duly passed. DISEASED TREE Mayor Stock called the diseased tree removal assessment hearing to order REMOVAL HRG. at 7:35 PM. The public hearing notice was read. Parks 'Director Mangan reviewed the assessment roll with the Council and explained the procedure of assessing and payment. The following residents were present and had questions regarding their assessment: Cleve Mickley, Shady Beach Trail'. Marlis Bluedorn, Fish Pt. Rd.; Bruce Fisher, Green Oaks; Wayne Miller,Wagon Bridge Circle., The following assessments were tabled for one week:,.Marlis Bluedorn, Bruce Fisher, Philip Hill, David Linde and Charles Dusterud. Notion by Bissonett to adopt the assessment roll for the diseased tree removal with the exception of the assessments for Marlis Bluedorn, Bruce Fisher, Philip Hill, David Linde and Charles Dusterud that are tabled until Monday, April 27, 1981 at 8:00 PM , seconded by Watkins and upon a vote taken it was duly passed. The reports for the month of March, 1981 were reviewed. POLICE REPORT Motion by Bissonett to accept the Police Report as submitted, seconded by Watkins and upon a vote taken it was dul)r F & R REPORT Motion by Thorkelson to accept the Fire & Rescue Report as submitted, seconded by Busse upon a vote taken it was duly passed. BLDG. PERMIT Motion by Bissonett to accept the Building Permit Report as submitted, REPORT seconded by Watkins and upon.,a vote taken it was duly passed. DOG CATCHER Motion by Busse to accept the Dog Catcher's Report as submitted, seconded REPORT 0.)r'Bissonett and upon a vote taken it was duly passed. Z� FINANCE Motion by Thorkelson to accept the Finance Report as submitted, seconded REPORT by Busse and upon a vote taken it was duly passed. SEWER ADVIS- Mayor Stock stated that Councilman Tom Wa'.ins will be attendipg the 'ORY BRD Sewer Advisory Board meeting on April 29, _'1. at 7:30 PM in Eden Prairie. He will report to the Council at a e.,.ure meeting. OLD CLINTON City Planner Graser reported that the Old Clinton Todd re,�idence, in the TODD RES. Bbudins area, has been sold. As soon as the new owners ta ke possession, the problem will be remedied. TOWER APTS. City�'Planner Graser also stated that the new owner of the Tower Apts. HILL will be up that area. RESOLUTION Resolution 81-8� Prior Lake Clean Up,.Week, was reviewed by the Council. 81-B Mayor Stock stated that there are two areas in the City that must be cleaned up by May 3rd. One area is, the' old railroad station building and property around it. The City Manager is directed to work with Staff and Maintenance to get this job done. DUMPING ON Councilman Bissonett stated that a campaign should be started by the City or " ,PROPERTY ,NOT supported by the City to prevent dumping of=gaibage and- debris on property' %DESIGNATED that is not designated for dumping. Bob levy, attorney representing Charles James,, James Refrigeration, was ;PROPERTY resent to address the Council on the property Mr. James has purchased at Cty. I d. 42 and Hwy, 13. Mr. James is requesting that the hearing be reopened to , onsider whether the land on the frontage of the parcels be rezoned from B1 o B2. Mr. James would like the hearing to be scheduled as soon as possible nd.a meeting will be set with the'neighbors in that area. PROJ. 81 -1 Jim "Norton, Consulting Engineer from OSM, was present to review the fees- GATEWAY AVE. bi_lity report for Project 81- 1,- Gateway Avenue. , $ �F Motion by Watkins to accept the feasibility report on Project 81 -1, Gateway,' "" j Avenue, and that a public hearing be scheduled for Tuesday, May 26, 1981,at { v = 7:35 PM, seconded by Thorkelson and upon a vote taken it was duly passed. 01 " ,.NORBERT TRAX- City Manager McGuire reported on the Norbert Trailer property adjacent to, "'' j LER PROPERTY`" Watzl's Point. The property was appraised as per the Council's authorization. WATZL POINT Mr. Traxler has agreed to sell the property to the City for $9,000.00 if he & can keep 60' of the 400' of likeshore. °Mk'. Traxler also stated he would sign", t , all easements to the City for the lift station, storm sewer and street right [ of =way., Cit Manager McGuire recommended approval of this purchase.
