The Common Council of the City of Prior Lake met in regular session on Mon-
day, April 27, :1 at 7:30 PM in the Zouncil,Rhambers. Mayor Stock called

the meeting to order. Present were Mayor Stock, Councilmen Bissonett, Busse,

Thorkelson, Watkins, City Manager McGuire, City Engineer Anderson, Parks

Director Mangan, Assistant Engineer Raaen, Finance Director Teschner and
Attorney Sharon Nelson.
The minutes of April 20, 1981 were reviewed.- The following corrections are
to be made to the minutes of April 20, 1981: Page 1, paragraph 14, change
to; He will report to.the Council at a future meeting.
Page 2, paragraph 6; change Garland to Bob Garling; Page :2, paragraph 12�
remove, as soon as possible for a fee of $9,000.00; add, that the purchase
prise of $9,000.00 be made from the capital park fund, . .
MINUTES
Motion by Watkins to approve the minutes of April 20, 1981 as amended;
seconded by Busse and upon a vote taken it was duly passed.

manor alteration to the existing storm sewer; The locat4on is on Condons

Street and Mitchell Circle between Condons Street and'Hope Street. jAll

residents, as they requested the lowest costs for this project. The resi-
dents also requested underground utilities. The'cost of installing under-
- ground, between Ridgemont and Mitchell Circle, would be $410.00 /unit. The
cost of Installing underground, between Hope and Condons Streets,'would be
$3,666.67. Each property owner is responsible for -yard and blacktop re-
pair. Underground service for the telephone between Ridgemont. Avenue and

Mitchell Circle varies from $75 to $144. The customer is responsible for
restoration of sod and blacktop repair. "The Engineer also `staged

that a11...the easements were not signed. If condemnation should occur, the
cost of the project could increase about $8 /ft. The total construction
project cost i s, about $28,011 .50. (w ;i, 5 ty
Finance Director Teschner explained the assessment policy., with interest
rate being approximately 10 %, and a 5 yr. and 10 yr. repayment schedule.
The property owner may pay part of the assessment, however, this must be
done within 30 days after the assessment hearing.
Mr, Larry Nickelson, Ridgemont Avenue meeting WaSL to be an in
formal meeting. ,Everything is all planned out.
Acting Mayor Watkins stated that'thi•s hearing is to review the input on"
ttlaa project and to decide ''if the project sFiouid> go__Ahead.
Mr. Chances Hoff, Ridgemont Avenue, stated that`he'aiready has'pa`i - d -=-for

sewer and water and road on one side of his _property; he does not want to
pay twice for a road he does not use.

Walter Stock, Condons Street, stated he supports"the project and a 10 yr.-
repayment schedule, Mr. Stock also represented Harriet Laabs and Peter
Campbell,'who also ilve,on•.- Condons.St .and could not be present; they sup-
port the project as proposed.
Calvin Erbele, Condons Street,-stated he is in support of the, project.
Don Jass, Condons St., stated he is in favor of underground services and

Hans Widerstrom, Condons St., stated he is in favor of the project.
City Engineer Anderson explainedthe three types of parcels and how to de-
termine footage for assessments. 1) Front footage 2) Corner lots 3)
Irregular- shaped parcels.

PROJECT 81-11
Motion by Bissonett to adopt Project 81 -11, Condons Street Paving, as pro -
posed for a permanent street and minor alteration to the existing storm
sewer facilities, and underground services as ,proposed on Condons Street,
contingent upon ,unanimous agreement of all the neighbors, seconded by ky

'Motion by Thorkelson to assess the project, 81 -11, over a 10 year period,
seconded by Busse and upon a vote taken it was duly passed.

Motion by Bi5sonett to authorize for condemnation procedures :'on parcels
that do'.not have, signed easements, seconded'by Thorkelson and upon a vote
taken it was duly passed.
Motion by Bissonett to prepare final plans and specifications for Project

81 -11, seconded by Thorkelson.and upon a`vote taken It was duly passed.
Motion by- 1horketson to. adjourn the public hearing for 'Project 81 -11, seconded
by Busse and upon a vote taken it was-duly passed.
Acting Mayor Watkins called for a recess,
Mayor Stock - called the meeting back to order at 8:56 PM,
DISEASED TREE
The Diseased Tree Assessment Hear.i,ng was continued from last week. Finance
ASSESSMENT
Director Teschner recommended that the following' corrections be made to
HEARING
the assessment roll:

Marlis Bluedorn, who was present,.reduce assessment to`$152.50 because

they cleaned'up their property.'
Bruce Fisher`- remove from the assessment ro;l+l, he removed his own tree.
Chatles'Dusterud - assessment remains as stated.
Phi 11lp,Hiil - reduce assessment to $117.00.

David Linde - increase assessment to $328.00.

Cleve, Mickley - add to the assessment roll $1250.00.

Wayne Miller - remove his name and place the Grainwood Townhouse <Associa -

Motion -by Watkins to accept`the, recommendation of the Finance Director and to

correct the assessment roll on'the diseased tree removal, and file the roll
with the county auditor, seconded by Busse and upon a vote taken it was duly
passed.

Motion by Bissonett to'close the assessment hearing on the diseased tree
removal, seconded by Thorkelson and upon a vote taken it was duly passed.
WATER TOYER
City Enjaneer Anderson' reported on.the inspection of the water tower. On

J. INSPECTION
= Wednesday, April 29, 1981, the water tower will be drained for cleaning and:
inspection.. Samples will also be taken of the paint. Pressure ;relief valves
will be placed on hydrants to maintain system` pressure, with the wells run-

ning continuously. The Fire Dept. and Public Works Dept. will be working
closely together on this.
1ST QUARTER
The ist 'Quarter Budget Analysis report was reviewed'. Finance Director Teschner
BUDGET REPOR
commented that there was a delay from the County in March and an 8% cutback An

state aids.
Motion by Watkins to accept the Ist Quarter Budget Analysis report, seconded by

Busse and upon a vote taken it was duly passed.

€"WORK SESSION
City Manager McGuire commented on the work sessions. The CIPWand Budget will be
coming up, and Comprehensiae 'Plan public hearing will 'be h�� d in ;a few months.

The Council discussed.that a meeting should be held before the'�,Comprehensive Plan

public hearing.
JAN SAARELA
Councilman Watkins wished to have Mark Weber, Prior Lake;Americon, relay a
message to Jan $aarela that she will be missed when she leaves the paper.

City Manager McGuire also commented that Judy Jepsen has accepted another
