May 26 1981 i The Common Council of the City of Prior Lake met in regular "session 'on Tues- day May 26, 1981 at 7:30`PM in thti Council Chambers. Mayor .- Stock,.called the meeting to order. Present weV� Mayor Stock, Councilmen Bissonett, Busse, Watkins, City Manager McGuire, City Engineer Anderson and City Attorney Sharon Nelson. Absent was Councilman Thorkelson. The minutes of May 18, 1981 were reviewed. MINUTES The following corrections are to be made to the minutes of May 18, 1981 P2, paragraph 7; remove, Driveway entrances . for residential areas shauld have concrete aprons incorporated into the curb. GATEWAY AVE. Mayor Stock called the public hearing to order for the Gateway Avenueelmprove- i PUBLIC HRG. ment Project. The published notice was read. Mr. Jim Norton, from OSM, was present to review the project. The project will have a 9 ton street, curb j a nd gutter, and storm sewer. The project location is from Jordan Avenue to Franklin Trail. The estimated cost is approximately $61,400 for storm ' sewer and $52 000 for the street. Total project cost is approximately $113,700. The assessments for this project is approximately $79:31 /ft. - with ` a 10 year payment period at approximately 10% interest. < City Manager McGuire stated that this project may be!done at a lower cost if the storm sewer is done at a later date. The water could drain from the Gateway Avenue area onto property owned by Jan Gans, Frank Wicker and Emmett '. Knox, ,until the time that property is developed, and then storm sewer .would l be -put in. The property owners would have ;to agree, ~with this pan'. I Q . t.' Mr., Steve Bock and Mr. Dave Fleming, who "have businesses in the Gateway Ave. area, were present and asked questions regarding 'this project. I 1 Ms. Jan Gans, owner of, adjacent to ihe,Gateway Avenue area, was pre- ; - sent and asked questions about the possibility of having the 'water drained r - onto her property.` Motion by Watkins to continue the Gateway Avenue Improvement Project public ; hearing on Monday,,, June 1, 1981 at 7 :35 PM and to4 vthe'City Manager b {' City Engineer to meet with Jan Gans, Frank Wicker and Emmett Knox, or his representative, to work out the details. of an alternate storm sewer and the drainage of the water., . seconded by Bissonett and upon.al. vote taken it was duly passed. NEW 'FIRE- Bob Mertens, Flee Chief, was present to discuss with the Council purchasing TRUCK ° a new f re'truck. Me. Mertens stated'tha`t alot of time and work has been put into researching what type of truck is peeded. BILL SANDO Mr. "William Sando, Metro Council Representative, was present to Introduce himself to the Council and make a general presentation. ^' At this time in the meeting, Mayor Stock turned the meeting over to Acting -, Mayor Tom Watkins and then left the meeting. EXTEN. View Rd. to Co. Rd. 83. This is one of the high priority items In the Com- prehensive Plan. The necessary easements have been obtained. A temporary bituminous roadway from the end of Island View Rd. to Co. Rd. $3 will be ,1 constructed. Northwood Rd. is scheduled to be constructed to collector status. The developer would participate in financing the construction. The aiming of additional urban development in the area would be at the discretion of the land ,.owners Mr. Robert Dittmer and Mr. Denny McWilliams. i Staff requests the Council to give Staff the authority to prepare and execute the necessary paperwork to include the aforementioned area in the urban ser- vice area and take quotes for the improvement of the extension of Island' View Road. Two property owners, that live on Island View Road, were present to ask the Council questions on the-project. Motion by Busse for Staff to prepare and execute the necessary paperwork to ` taki-'quotes for the improvement and extension of Island View Road,.seconded 'by Bissonett and upon a vote taken it was duly passed...w..-.. Motion by Bi,ssonett that in consideration for the easements granted by the property owners, the City agrees thatc)there will be no assessments for the temporary road, no increase in assessed values because of the temporary road, a recommendation be" made to the Metropolitan Council that the land ; outlined in red on the attached.Exhibit A be included in the urban service' f area, and the land outlined in red on Exhibit A be zoned R -1, seconded by �`. Mr. Huemoeller mentioned to the Council that on June 3rd at the,Lydia School the Watershed District will be meeting to discuss County 1.3 and possttily , the Watershed Di strict taking control. MARV`EGG.UM ; Mayor Stock scheduled the Mary Eggum settlement on, the June 981 agenda. SETTLEMENT,...
