The Common Council of the City of Prior Lake met in regular session on Mon-
L
day, June 15, 1981 at 7:30 PM in the Council Chambers. Mayor Stock called
the meeting to order. Present were Mayor Stock,, C�iuncilmen Bissonett,
Busse, Thorkelson, Watkins, City Manager McGuire, and Attorney Sharon Nelson.
The minutes of June 8, 1981 were reviewed.
MINUTES
Motion by Thorkelson to approve the minutes of June 8, 1981 as submitted,
seconded by Watkins and upon a vote taken it was duly passed.
SEALCOATING
City Manager McGuire covered the sealcoating in 1982. Staff reviewed the
STREETS
streets that were proposed to be seaicoated. None of the proposed areas .
are so critical that sealcoating must be done this year. Normal patching
which is done each ear should be completed. A three
Y p year program should
begin next year for sealcoating the City streets.
Mayor Stock directed, the City Manager to check with the City Engineer about

using cold oil vs. hot oil for patching and report back, to the Council next

4th OF JULY
The'Council discussed the donation for the annual 4th of July celebration.
Motion by Bissonett to increase the donation to $500 to the Prior Lake
Association for the annual..4th of July celebration this year, seconded by
Busse and upon a vote taken it was duly passed.
PARK DEDICA.
The park dedication ordinance was reviewed. City Manager McGuire stated

that there.was a question of interpretation of Section 4 -1 -2 (A). Council

di'scussed this ordinance; the attorney's opinion was to keep the ordinance
BONDING NEEDS
City Manager McGuire reported on the bonding needs for 1981. Two projects
i

are proposed for construction during the summer, Project 81 -11, Condon's St.
and Project 814, Gateway Avenue. Both will be 100% assessed over a 10 yr.
period. The Council discussed two additional' projects, Pleasant St. and
Walker Avenue.
The City Manager scheduled the City's ,bonding consultant to meet with the
Council on July 13 and discuss the, marketand time table for bonding. Walker
Avenue and Pleasant Street will be discussed in Sept. or Oct. of this year.

Motion by Bissonett to approve the Dog Catcher's Report as submitted for.;the

LEA. OF MN
Councilman Thorkelson discussed with the Council the League of Minnesota
CITIES CONFER
Cities Conference he attended with the City Manager. The two "topics di's-
cussed were getting the community involved and housing needs of the future.
Motion by Watkins to adjourn, seconded by Bissonett and upon a vote taken
