June 22, 1981 The Common Council of the City of Prior Lake met in regular session on Monday, June 22, 1981 at 7:30 PM in the Council Chambers. _Mayor Stock called the ",meeting to order. Present were Mayor Stock, Councilmen Bissonett, Busse, Thorkel'son, Watkins, City Manager McGuire, City Engineer Anderson, City Planner Graser and > City Attorney Sullivan. The minutes of June 15, 1981 were reviewed. s MINUTES Motion by Watkins te) approve the minutes of June 15, 1981 as submitted, seconded i by Busse and upon m ote taken it wes dul passed. REFUSE City Manager McGuire reported on the refuse hauling, applicants, for 1981 - 1982.' HAULING Staff's recommendation is to approve the four applicants. APPS. i Motion by Bissonett to approve the refuse hauling permits for 1981 -1982 for fakers Disposal, Prior Lake Sanitation, Quality Waste Control and Village Sanita- tion, contingent upon Village Sanitation submi -tting their application forms and license fee, seconded by Thorkelson and upon ' vote taken it was,duly passed. T. MAS- City Manager McGuire reported on the findings of the 'Liquor License Committee, TERS Their, meeting was held prior to the Council 'meeting. The Committee recommends ,'•' °RIOR approval of the license` transfer of the Prior,Place from Glenn Lubbers to !ACE Masters. :c Motion by Busse to approve the transfer of. the On. Sale lntox citing, Sunday, 3.2 j On sale and Cigarette licenses for the Prior Place from Glenn Lubbers to Terry Masters,'to be effective July 1, 1981, seconded, Thorkelson and `upon a vote taken it was °duly passed. FINANCE The Finance Report for the month - of May, 1981 was reviey.,ed, i`mJ REPORT i , Motion by Watkins to approve the Finance Report for the month of May as submitted, ; seconded by Bissonett and upon a vote taken it was duly passed. =COLD 6111c Ity Engineer Anderson reported on the use of cold oil`,vs. hot oil for patching VS HOT of city streets. He 'stated that the city crews..rre'sealing the,cracks i,n the. OIL streets and are using ehe cold oil. The col "d oil does as good a job''as_ the hot ~! PATCH- "G" oil and,,,may'be` safer because ,a fire is not needed to heat it, also, the cold stays IN pllable No council action : was needed on this item' PRIOR City Planner Graser reporte&.on the Planning Commission's findings on the rezoning VIEW request for Prior View. The Wb�llow Lane Properties pe.titioned'the.City for rezon -. REZON- Ing of this area known as :gi ins Farm. Their request is to zone`the area el, mp R,r'a IG B2, 113 and, The area= =o` land is approximately 63 acres. The, Planning Commis - sion's motion was to approve the rezoning request for Prior 'View. on the* following basis; that; we have a residential parcel as per Exhibit "C ", which would consti- tute,approximately 35. acres to contain a,maximum of 450 units zoned under R3 density with a buffer `of B1 zoning along the southeasterly side running to a B3 strip along Highway 13 for the full length'of Highway 13 which would be a strip. approximately 250' for B3,zon1ng bufferi'ng.back to a BI and R3; 03 zone will be approximately 300' southwesterly: ;from Five Hawks Avenue with approximately 300' B1 running to the adjacent property. Four plans were reviewed by the . Mayor Stock requested the plans.be marked E'xhibit`A, "B, C, and D, dated June 22, 1981, and be made part of the record. n Mr. Tom - .Steffan, President of the Willow Lane Properties and Mike Gair, Aepresenta- tive for Willow Lane Properties, were,present to review more plans with the Council and answer questions. Mr. Bill Richards, 3934 Pershing Avenue wa present along with Mr Bradley Lein, 3852 Pershing Avenue, Mr:. Pat ,Ryan, 3935 Peeshing Avenue, and Mr. Robert Preussler, 163$0 Park Avenue, SE to comment.on' this _ rezoning request and ask questions. The Council discussed this request and had no obJections with the R3 as requested, however, they do not want commercial along Highway 13, �\ 91 Council requested the City p Staff to research what Impact the R3 ,zoning would have on the utilities in the City, contract. type zoning, traffic patterns for the s community, etc. Motion by Thorkelson to table the Prior View rezoning request until Monday`, July 13, 1981 at 8 PM, seconded by Watkins and upon a -vote taken it wa's -duly passed. City Planner Graser reported that the Comprehensive Plan is being reprinted. The 's "SINE PLAN Planning Commission will be working on the zoning ordinance. The City Attorney HEARING, working on the storm water management policy and implementation. Motion by Thorkelson to schedule a Y public hearing, for the review of the compre- hensive plan, on Monday, July 27, 1981 at 8 PM, seconded by Bissonett and uporr a vote taken it was duly passed.5.i, k . CAf * 4ASI City Engineer Anderson,stated' that concrete curb was placed last week and the dirt } has been-.washed in'the, catch basin.; The contractor has "been advised that this has to be cleaned up. �,� J. LYNCH CIfty Manager' McGuire stated that -Mr, Jim Lynch,; Condone St. has not signed the APPRAISAL' easemart for the project.
