Gateway Avenue project is the -same work as discussed at the public hearing, however, the storm sewer has been eliminated. Motion by Busse to approve the plans.-and specifications for Gateway Avenue Project 81 -1, seconded by Watkins and,;upon a vote taken it was duly passed. Present were Mayor Stock, Councilmen Bissonett,' Busse.,, Thorkelson, Watkins, City Manager McGuire, Ci Engineer Anderson, City Planner Graser, Finance Director Teschner and City Attorney Sullivan. The minutes of June 22, 1,981 -were reviewed -. Finance Director Teschner requested that the Council also review the supple- ment to theist of claims dated July 9 1981 The following corrections are to be made to the minutes of June 22 1981: PI, Paragraph 16; Change City Engineer to City Staff l l P2, Paragraph 2; Add,,, meeting due to lack of - a quorum because of vaca- z tion schedule conflicts. AUDIT j Finance Director Teschner reported on the 1980 audit prepared by�.the George M. Hansen C6. , " He briefly covered the management letter prepared, by the Geor9e M. Hansen Co. Motion by Sissonett to adopt and approve the 1980 audit as` submitted and ' place theaudit at the Prior Lake State Bank, Prior Lake Library and Prior Lake City Hall; to take under advisement the observations of the auditor; -.and= reques.f� Staff: to review -those observations and comment on them to the Council tin 2 -3 weeks, seconded by Busse and upon a vote taken it was dilly passed. MID -STATE {' Mayor Stock :read the letter received from Tom Johnson,, Mid -State Towing Co. TOWt:NG requesting the City to contact them -for towing services. Mr. Johnson was present to comment further and answer questions. The Planning Commission held a public hearing on thi.; " and recommended to deny the request: Mr. Birdsong was present to comment and answer questions. Mr. Robert Prues- -6350 Park s sler,.1 Ave., was present to comment on this matter and he started that the neighborhood objects to this rezoning. Council discussed this request and were in favor of the rezoning and the type of development that Mr. Birdsong is planning. HARBOR A WEST C'i tyPlanner Graser commented on the subd i'v i s lon request from Wes Green the Harbor West. - This is for preliminary plat approval. The Planning Com- m ssion 4nd Staff recommend approval`. Planning Commission and PLAT Staff recommend approval: Motion by Bissonett to approve the preliminary plat of Eastwood contin- gent upon: 1) Erosion control be implemented immediately upon disturbance, - of,existing ground cover, 2) Park Dedication fee be paid prior to hardshell., in the amount of $1,105.00 } 3) The 15' utility easement be enlarged to 20' for Tracts A & B. 4) Grading plan be provided and approved by Staff at a time of hardshell l� showing proper drainage of new and existing homes. 5). Tract E will or could serve as backlot access for plat. 1 6) The plat be named Eastwood 11 Addition, seconded by Thorkelson and upon a vote taken it was duly passed. UPDATE ON Councilman Thorkelson reported that the elderly housing project will be ELDERLY letting bids on August 15, 1981 and construction may start in September. HOUSING The Prior Lake Association spent $1,000.00 wide the channel. by REMOVAL OF the railroad tressel and the company cut them down instead of removing PILINGS them. Don Benson requested the City to share in the cost of removing the pilings." Richard Knutson, the construction company that wishes to do the job quoted the cost of this job to be between $800 & $1000. A number will be assigned from.the County for this; Motion by Thorkelson to approve RLS# 94 -, Tract A, Sycamore Trail, SW, legal description, Lot 9, 10 and 11, -and part of the vacated roadway of Maplewood Townsite, seconded by Watkins and upon a vote taken it was duly passed., `LA CLARI ,City Planner Graser stated that Elmer Clark has not connected to.sewer and ,S b W water;-the deadline was July 1, 1981. He.has just taken out his bui permit. �r Motion by Watkins to direct the City Attorney to begin prosecution against Mr. Clark ` for violation of not connecting to sewer and water and also for the junk yard, seconded by Bissonett and upon a vote taken it was duly passed.
